Organizations Filed Purposes: CAPSTONE COMMUNITY ACTION PROVIDES COMPREHENSIVE SERVICES TO HELP PEOPLE ACHIEVE ECONOMIC WELL-BEING WITH DIGNITY AND DEVELOPS PARTNERSHIPS TO STRENGTHEN VERMONT COMMUNITIES. OUR COMMITMENT IS: TO ALLEVIATE THE SUFFERING CAUSED BY POVERTY, TO WORK WITH INDIVIDUALS AND FAMILIES TO MOVE OUT OF POVERTY, AND TO ADVOCATE FOR ECONOMIC JUSTICE FOR ALL VERMONTERS.

WE ARE DEDICATED TO CREATING RESILIENT HOUSEHOLDS AND COMMUNITIES AND TO ADVANCING JUSTICE IN SOCIAL, ECONOMIC AND ENVIRONMENTAL POLICY. WE EMPOWER INDIVIDUALS WITH THE TOOLS AND RESOURCES TO MOVE BEYOND POVERTY. THROUGH ADVOCACY AND COMMUNITY COLLABORATION, WE CHAMPION POSITIVE SOCIAL CHANGE. WE GUIDE PEOPLE TO HAVE A VOICE IN THEIR OWN TRANSFORMATION AND PROMOTE A VISION OF WHAT IS POSSIBLE.

EARLY CHILDHOOD AND FAMILY DEVELOPMENT (HEAD START)CAPSTONE HEAD START AND EARLY HEAD START PROGRAMS PREPARE OVER 300 YOUNG CHILDREN FOR FUTURE SUCCESS IN SCHOOL AND IN LIFE THROUGH THE OEPRATION OF LICENSED CHILD CARE CENTERS, THROUGH PARTNERSHIPS WITH LOCAL SCHOOLS AND PROVISION OF SERVICES TO FAMILIES IN THEIR HOMES. IN ADDITION TO EARLY CHILDHOOD EDUCATION, THE AGENCY PROVIDES PARENT EDUCATION, PARENT LEADERSHIP OPPORTUNITIES, MEAL INVOLVEMENT ACTIVITIES, HEALTH, DENTAL AND NUTRITION SERVICES, DISABILITY SERVICES, MENTAL HEALTH SERVICES, AND RESOURCE AND REFERRAL FOR OTHER NEEDED SOCIAL SERVICES. FAMILY LITERACY PROGRAMMING, PARTIALLY FUNDED THROUGH TEEN PARENT EDUCATION, AND PRIVATE GRANTS, IS PROVIDED IN THE HOME AND ON-SITE AT THE AGENCY'S BROOK STREET SCHOOL LEARNING TOGETHER CENTER.

COMMUNITY ECONOMIC DEVELOPMENT (CED)OUR CED PROGRAMS DELIVER SERVICES TO LOW INCOME VERMONTERS TO ADDRESS FOOD AND FINANCIAL INSECURITY. OUR FOOD PROGRAMS ADDRESSED THE RISING FOOD INSECURITY FOR 5,468 LOW INCOME VERMONTERS. WE OPERATE THE LARGEST FOOD SHELF IN CENTRAL VERMONT AND WAS A LEADER IN PANDEMIC RELATED EFFORTS TO FEED VERMONTERS. THE FOOD SHELF TRANSFORMED OUR DELIVERY SYSTEMS IN RESPONSE TO THE PANDEMIC, DELIVERING PREPARED MEALS UTILIZING VOLUNTEERS. WE DELIVERED MEALS TO HOMELESS GUESTS IN THE MOTELS, HOMEBOUND HEAD START FAMILIES AND ISOLATED SENIORS. OUR EVERYONE EATS PROGRAM, A PARTNERSHIP WITH AREA RESTAURANTS, DELIVERED 80,000 MEALS TO HUNGRY VERMONTERS. THE ECONOMIC IMPACT OF THIS PROGRAM HELPED TO PUT $820,010 BACK INTO THE VERMONT ECONOMY, WITH 37% OF THE PURCHASED INGREDIENTS COMING DIRECTLY FROM VERMONT FARMERS AND PRODUCERS. OTHER SUPPORTS FOOD PROGRAMS INCLUDES OUR CHILD CARE FOOD PROGRAM, THAT HELPED 60 CHILDCARE PROVIDERS TO OFFER NUTRITIOUS MEALS TO MORE THAN 602 KIDS ON A DAILY BASIS. OUR FINANCIAL SECURITY PROGRAMS INCLUDE MICRO BUSINESSES COUNSELING, TAX ASSISTANCE AND FINANCIAL COACHING. MICROBUSINESS COUNSELING ASSISTS SELF-EMPLOYED LOW INCOME VERMONTERS TRAININGS IN BUSINESSES BASICS AND PLANNING. THIS YEAR, THE IMPACT OF THE PANDEMIC LED TO CAPSTONE GRANTING CLOSE TO $500,000 TO STRUGGLING BUSINESSES FOR SUPPORT DURING THE ECONOMIC CRISIS. OUR FINANCIAL COACHING PROGRAM OFFERS INDIVIDUALIZED EDUCATION IN HOUSEHOLD BUDGETING, DEBT REDUCTION AND SAVINGS. VERMONT MATCHED SAVINGS IS CAPSTONE'S MATCHED SAVINGS AND FINANCIAL LITERACY PROGRAM. AFTER COMPLETING A COMPREHENSIVE FINANCIAL LITERACY CURRICULUM, CENTRAL VERMONTERS BEGIN ACCRUING SOME OF THEIR EARNED INCOME IN SAVINGS ACCOUNTS WHERE THEIR EFFORTS ARE MATCHED BY $1 FOR EVERY $1 DEPOSITED, ACCRUING ASSETS FOR POST-SECONDARY EDUCATION, BUSINESS DEVELOPMENT, VEHICLE PURCHASE OR HOME OWNERSHIP. CAPSTONE PROVIDES COMPREHENSIVE FINANCIAL COACHING THROUGH ITS SAVINGS AND CREDIT PROGRAM, HELPING INDIVIDUALS DEVELOP BUDGETS, IMPROVE CREDIT AND BUILD SAVINGS.CAPSTONE'S CHILD CARE FOOD PROGRAM (CCFP) WORKS WITH CARE PROVIDERS TO PROVIDE HEALTHY, NUTRITIOUS MEALS AND SNACKS TO THE CHILDREN IN THEIR CARE. WE HELP APPROVED PROVIDERS ACCESS CCFP MEAL AND SNACK REIMBURSEMENT THROUGH THE U.S. DEPARTMENT OF AGRICULTURE.

WEATHERIZATIONCAPSTONE'S WEATHERIZATION TEAM CONDUCTS HOME ENERGY AUDITS FOR INCOME ELIGIBLE CENTRAL VERMONT HOUSEHOLDS. THE WEATHERIZATION TEAM AND PARTNERING CONTRACTORS FOLLOW UP WITH COST SAVINGS MEASURES SUCH AS ADDED INSULATION, DRAFT REDUCTION, HEATING SYSTEM EFFICIENCY IMPROVEMENTS, INSTALLATION OF ENERGY EFFICIENT LIGHTING, HOT WATER HEATER REPLACEMENT OR INSULATION, AND MORE. IN ADDITION, THIS PROGRAM OFFERS EMERGENCY HEATING SYSTEM REPLACEMNTS OR REPAIRS TO ENSURE PROPER SAFETY AND FUNCTIONING OF HOME HEATING SYSTEMS. 3E THERMAL (FORMERLY VERMONT FUEL EFFICIENCY PARTNERSHIP) CONTINUES TO WORK WITH OWNERS OF MULTI-UNIT AFFORDABLE HOUSING TO IMPROVE THE ENERGY EFFICIENCY, COMFORT AND SAFETY OF THOSE OCCUPYING THEIR RENTAL UNITS.DESPITE THE PANDEMIC CONDITIONS, OUR WEATHERIZATION TEAM WEATHERIZED 131 HOMES, REDUCING AVERAGE HOUSEHOLD ENERGY USE AND CREATING HEALTHIER HOMES; DIMINISHING MOISTURE, COLD DRAFTS AND MOLD.
