ENERGY ASSISTANCE IS PROVIDED TO STRUGGLING, LIMITED-INCOME, AND AT-RISK ELDERLY, DISABLED, VETERANS, AND FAMILIES WITH SERVICES AND DIRECT ASSISTANCE TO PREVENT AND/OR ALLEVIATE LIFE-THREATENING ENERGY-RELATED EMERGENCIES FROM OCCURRING DURING BITTER COLD WINTERS AND BLISTERING HOT SUMMERS. SPECIAL EMPHASIS IS ALSO ESTABLISHING LONG-TERM ECONOMIC STABILITY OF THE HOUSEHOLDS SERVED. ENERGY ASSISTANCE IS PROVIDED TO HOUSEHOLDS IN 22 COUNTIES IN WISCONSIN.RESOURCES ARE PRIMARILY OBTAINED FROM FEDERAL, STATE, AND LOCAL GOVERNMENT GRANTS. THERE CONTINUES TO BE A GAP BETWEEN DECLINING GOVERNMENT GRANTS AND GROWING UNMET ENERGY-RELATED NEEDS. ESI LEVERAGES OTHER RESOURCES TO SUPPLEMENT THE GOVERNMENT GRANTS AND ALLEVIATE THAT GAP THROUGH THE KEEP WISCONSIN WARM/COOL FUND AND HEAT FOR HEROES THROUGHOUT WISCONSIN. THOSE RESOURCES ARE OBTAINED FROM UTILITY COMPANIES IN THE COUNTIES SERVED BY ESI AND OTHER CHARITABLE CONTRIBUTIONS.ESI PROVIDED ENERGY ASSISTANCE FOR 15,112 HOUSEHOLDS FOR TOTAL DIRECT BENEFITS OF $4,719,353 DERIVED FROM CHARITABLE CONTRIBUTIONS.ESI HAS CONTRACTS WITH VARIOUS COUNTIES TO ADMINISTER THE WISCONSIN HOME ENERGY ASSISTANCE PROGRAM (WHEAP). WHEAP CONSISTS OF FEDERALLY FUNDED LIHEAP AND STATE FUNDED PBEAP. ESI PERFORMS A VARIETY OF SERVICES UNDER THE PROGRAM. ESI ADMINISTERED EMERGENCY ENERGY ASSISTANCE GRANTS FOR 80,098 LOW-INCOME HOUSEHOLDS FOR TOTAL DIRECT BENEFITS OF $41,477,019 DERIVED FROM GOVERNMENT GRANTS. THE DIRECT BENEFIT PAYMENTS ARE MADE DIRECTLY BY THE WISCONSIN DEPARTMENT OF ADMINISTRATION AND ARE THEREBY EXCLUDED FROM THE FINANCIAL STATEMENTS AND IRS FORM 990 INFORMATION RETURN.
