County of San Diego Health Human Services Agency Provide tobacco prevention services in San Diegos East Region. Specifically, we work with community coalitions, youth, businesses, policy makers and city staff to reduce exposure to secondhand smoke in public spaces, including outdoor dining patios. In addition, this contract provides resources to work with young people to increase their understanding about the health impacts of tobacco use, including vaping and hookah and increase their capacity as change agents and influencers in their community

Tobacco Retailer Licensing TRL City of El Cajon contracts with CASA to provide Tobacco Retailer License TRL compliance monitoring. This work includes reconciling tobacco retailers licensing data between the city and State of California licensing information and working with teams of young adults decoys and adult supervisors to conduct the compliance checks. We have developed a training program for these teams whose work is reported to the city. The city then cites the retailers who sell to the decoy. Should retailers appeal the case, CASA staff and the adult supervisor who witnessed the violation appear before an administrative law judge in a regulatory hearing, providing sworn testimony to the facts of the case. The TRL has been credited with reducing the sale of tobacco products, including vape/e-cigarettes to minors by up to 98.

El Cajon Collaborative CASA is contracted to provide staff and employment services to this Collaborative to implement their community engagement and public health and safety programs. El Cajon Collaborative is also the Community Based Organization CBO contracted by SANDAG, the regional association of governments, to provide community input to their long-range transportation planning process. The collaborative also serves as a partner to the San Diego County Refugee Forum and to the East Region Homeless Task Force.
