Organizations Filed Purposes: THE SPECIFIC PURPOSE OF THIS CORPORATION IS TO IMPROVE THE EDUCATION OF UNDERPRIVILEGED STUDENTS ATTENDING LOW PERFORMING PUBLIC SCHOOLS. WHEN APPROPRIATE, THE CORPORATION MAY TAKE ADVANTAGE OF OPPORTUNITIES TO IMPROVE EDUCATION AT THE INDIVIDUAL, SCHOOL, DISTRICT, AND/OR STATE LEVEL FOR UNDERPRIVILEGED STUDENTS.

IMPROVE THE EDUCATION OF UNDERPRIVILEGED STUDENTS ATTENDING LOW PERFORMING PUBLIC SCHOOLS.

DR. MAH & ASSOCIATES (DMA) CONTINUED TO PROVIDE PRO BONO SUPPORT TO THE URBAN CHARTER SCHOOLS COLLECTIVE (UCSC) TO HELP UCSC OPERATE YAV PEM SUAB ACADEMY CHARTER SCHOOL DURING ITS START UP PHASE. THE SCHOOL OPENED AUGUST 2, 2010. 47% OF THE STUDENTS ARE ENGLISH LEARNERS. 89% COME FROM LOW INCOME FAMILIES AND QUALIFY FOR THE FEDERAL FREE AND REDUCED MEALS PROGRAM. THE SCHOOL WAS CREATED TO HELP RAISE ACADEMIC ACHIEVEMENT OF THE LOWEST PERFORMING SUBGROUP IN THE CITY, THE COUNTY, AND THE STATE: THE HMONG. OFTEN THEIR LOW ACHIEVEMENT IS LOST WHEN GROUPED UNDER THE BROADER ASIAN CATEGORY. ON STATE TESTS, HOWEVER, HMONG STUDENTS PERFORM LOWER THAN THE HISPANIC/LATINO AND AFRICAN AMERICAN SUBGROUPS, HISTORICALLY THE TWO LOWEST SUBGROUPS. THE SCHOOL'S STATE ACADEMIC PERFORMANCE INDEX IN 2010-11 WAS 752. THE ACADEMIC PERFORMANCE INDEX IN 2011-12 (THE SECOND YEAR OF OPERATION) WAS 806. IN 2012-13 IT WAS 800. THE STATE GOAL FOR ALL SCHOOLS IS 800. YAV PEM SUAB ACADEMY WAS RECOGNIZED BY THE SACRAMENTO CITY UNIFIED SCHOOL DISTRICT FOR HAVING THE LARGEST SCORE INCREASE ON THE STATE TEST AMONG CHARTER AND NON CHARTER SCHOOLS IN THE CITY. DR. WILLIAM VANG CONDUCTED A STUDY OF THE ACADEMIC GROWTH AT THE SCHOOL. HE CONCLUDED THAT THE INCREASE WAS DUE TO TEACHER-DIRECTED INSTRUCTION AND NOT TO THE NEW STUDENTS WHO ENROLLED AT THE SCHOOL. CHARTER SCHOOLS ARE SOMETIMES ACCUSED OF RECRUITING HIGH PERFORMING STUDENTS TO RAISE TEST SCORES. THIS IS NOT THE CASE AT YAV PEM SUAB ACADEMY. THE CHARTER SCHOOL HAS BECOME VERY POPULAR. THE FIRST YEAR 260 STUDENTS ENROLLED. THE NEXT YEAR 346 ENROLLED. DURING 2014, 427 STUDENTS WERE ENROLLED WITH AN ADDITIONAL 108 ON THE WAIT LIST. AS A CHARTER SCHOOL, ANY STUDENT LIVING IN CALIFORNIA IS ELIGIBLE TO ATTEND YAV PEM SUAB. NO STUDENT IS REQUIRED TO ATTEND A CHARTER SCHOOL. THE PARENTS OF ALL ENROLLED STUDENTS CHOSE TO ENROLL THEIR CHILD AT YAV PEM SUAB. MANY OF THE STUDENTS WOULD HAVE OTHERWISE ATTENDED A PUBLIC SCHOOL IN SACRAMENTO WHERE THEY MIGHT NOT HAVE HAD THE SAME ACADEMIC GROWTH.

DMA WORKED PRO BONO WITH A GROUP OF PARENTS FROM A COMMUNITY IN THE 95820 ZIP CODE IN SOUTHEAST SACRAMENTO TO DEVELOP A CHARTER PETITION FOR THE NEW JOSEPH BONNHEIM COMMUNITY CHARTER SCHOOL (NJB). THE SACRAMENTO CITY UNIFED SCHOOL DISTRICT APPROVED THE PETITION ON JUNE 19, 2014. TWO AND A HALF MONTHS LATER, ON SEPTEMBER 8, 2014, NJB OPENED ITS DOORS TO 250 STUDENTS. DURING THE NEXT FEW MONTHS, A CLOSED SCHOOL WAS RE-OPENED, STAFF HIRED, AND STUDENTS RECRUITED. OVER 90% OF STUDENTS ARE FROM LOW INCOME FAMILIES. THE MAJORITY OF STUDENTS ARE HISPANIC/LATINO. DMA IS PROUD TO HAVE ASSISTED THE PARENTS IN OPENING AND OPERATING THE NEW CHARTER SCHOOL.
