Tobacco Programs - The San Bernardino County Tobacco Control Program works to reduce underage youth access to tobacco products and to limit secondhand and thirdhand smoke exposure in outdoor common areas and in healthcare facilities. In 2020, the program assisted four local healthcare facilities in adopting 100% smoke and tobacco-free policies and provided support to install appropriate signage as needed. Additionally, continued tobacco education and outreach efforts were effective in maintaining the engagement of community members and partners in all regions of the County: the Mountain Region, Desert Region, and Valley Region.The Smoke Free North State program was re-funded for another five years with a new name (LEAD) and new scope of work starting July 1, 2020. In the last year, staff and subcontracted partners ETR Associates and African American Family & Cultural Center, have created program materials and focus-tested those materials and messages through several focus groups and have participated in numerous community events and presentations virtually because of COVID-19 restrictions. The project has three goals: 1) Point of sale policies in Butte and Yuba Counties, 2) Working on submitting tobacco control language in general plans in Butte and Yuba Counties, and 3) Creating Black Student Union groups at high school and community colleges in Butte and Yuba Counties. The Si Se Puede project was active in Butte, Glenn and Tehama Counties this past year and has had some additional new work in Colusa County. Some activities were cancelled because of COVID-19 restrictions however the program was able to pivot most activities to a virtual platform including presenting to city councils. This year, they are already planning several butt litter pick-ups and several drive-in movie nights in anticipation of policy presentations in Gridley. The EQUITY project was added to the Si Se Puede program with the conclusion of the previous Smoke Free North State program. The program continues to recruit and train healthcare and behavioral health throughout Butte, Glenn, Tehama, and Colusa Counties, and working with statewide partners on tobacco treatment programs. The statewide Rural Coordinating Center is now called RISE. The program has conducted numerous webinars for statewide partners as well as a well-received quarterly newsletter. It has several three learning academies in its 5-year scope of work; two of which have already been conducted. Its first policy platform will be finalized by June 2021 and its first rural leadership council will graduate in spring 2021. The Gold Country Rural Regional program in now called STAAND. It has made great progress in all objectives. This last year is created a statewide General Plans workgroup and assisted the Sierra Club in getting statewide tobacco control funding and is now working with them to provide opportunities for their Young Adult Task Force (YAFT). YAFT has already provided several short videos and podcasts for young adults. Modesto Jr College is poised to go smoke-free by the end of the 2021 spring semester through the projects efforts. The Smoke Free High Country program was funded to start July 1, 2020. The project director started on July 1 and the Community Engagement Coordinator started in September 2020. The new program is working in Siskiyou, Plumas and Lassen Counties with the following objectives: 1) Point of sale policies, 2) Tobacco-free community colleges, and 3) Tobacco-free healthcare campuses. The project has already created workgroups for its point of sale objectives, conducted a region-wide telephone survey, created a program logo, and is creating an Epidemiological Profile for each county. The Smoke Free North Coast program was funded to start July 1, 2020. It is now called NorCal4Health. The program was fully staffed in the first two months. The new program is working in Del Norte, Humboldt, Lake and Mendocino Counties with the following objectives: 1) Point of sale policies, 2) Smoke-free multi-unit housing, and 3) tobacco elements in general plans. The project has already created workgroups for its point of sale objectives, created a program logo, has contracted with a media company to create mini-videos, and has secured a national speaker for a spring conference.The Asian/Pacific Islander Partners and Advocate Countering Tobacco (API PACT) Program is tasked in reducing tobacco related health disparities and improving health equity among Asian/Pacific Islanders residing in the Central Valley (Fresno, Kern, Kings, Madera, Mariposa, Merced, and Tulare County). In 2019-2020, the program hosted 27 weekly meetings to train youth to serve as tobacco control youth advocates in their community with a total of 20 active youth coalition members. The program hosted an annual API Central Valley Leadership Summit where 14 adult leaders were trained in building capacity and developing their skills to achieve health equity in the communities they served. The program also supported 2 API organizations in adopting a comprehensive tobacco-free event policy which included restrictions to tobacco and electronic cigarette use.
Cancer Programs - Every Woman Counts program staff conducted approximately 483 site reviews and provided follow-up to EWC recipients as referred by DHCS. The health education staff reached approximately 2,533 participants through 221 health education classes and 87 community events.
Medical Services - MSSP continued to provide invaluable and essential services and oversight for low-come participants in its 4-county region of Placer, Sacramento, Yolo and Yuba throughout COVID-19. After transitioning to a telephonic case management, care coordination and advocacy program this past year, many lessons have been learned and new opportunities pursued to continue serving this vulnerable older adult community. MSSP partnered with CDA to obtain over 300 Google Home Speakers and are busy getting the speakers and tablets out to participants to help with connecting to family, friends, social groups and community and medical services. MSSP staff have faced many challenges this past year but continue to serve our participants admirably.
