Quail Hill Community Association is a mutual benefit non-profit corporation formed and operated under the laws of the State of California. The Association provides ongoing services for the benefit of the members and the public that visits the community.

The Association is primarily engaged in promoting the common good and general welfare of the residents of Quail Hill Community Association and surrounding areas. The Association lessens the burdens of government by conducting activities as follows:1) Public Access areas within Association - The streets within the Association are public streets, maintained by the City of Irvine, and the Association can place no restrictions on access. There is a public school within the Association boundaries, and the Association provides maintenance of landscaped areas adjacent to the school. The City of Irvine owns and operates a public park within the Association boundaries. 2) Fitness Center -The Association operates and maintains fitness center for its members. This is a relatively small facility that is restricted access for members only. These facility is similar to those provided in numerous locations by cities, or governmental recreation and park districts.3) Greenbelts and parks - The Community is responsible for the landscape maintenance of extensive greenbelt and park areas within the Association. The Association's greenbelt areas promote the general welfare of the City of Irvine by allowing the use by the general public. Landscaped areas adjacent to a public school located within the Association boundaries are also maintained by the Association. These activities are very similar to activities provided by governmental entities, and lessen the burden of the City of Irvine, which maintains other public-access parks within the City. All playgrounds are fully accessible to the public, as is the basketball court. A gazebo at the top of Cascade Park is also maintained by the Association and has extensive use because of its excellent views.4) Swimming pool - the Association maintains a swimming pool which is accessible only via an electronic key fob issued only to members of the Association. This is not considered an access restriction since the pool facility must be locked under California health and Safety Code.5) Security patrol - the Association provides security to reduce crime and lessen the burden on the local police force.
