Organizations Filed Purposes: CHCR is a California based non-profit organization dedicated to assuring consumer access to quality health care through education, counseling, advocacy and research projects. The CHCR specializes in delivering free Medicare education, counseling and legal services to eligible residents of Los Angeles County. The Center for Health Care Rights (CHCR) is a California based non-profit organization dedicated to assuring consumer access to quality health care through education, counseling, advocacy and research projects. CHCR is supported primarily by government grants and private donations. CHCR direct service programs in Los Angeles County provide free Medicare and related health insurance education, counseling and legal services to eligible Los Angeles County residents. During FY 2018-19, CHCR staff and volunteer counselors provided one on one counseling services to 8,313 individuals. CHCR staff conducted 262 community education programs that reached 12,055 community members. CHCR legal staff provided Medicare legal services to 806 persons in Los Angeles County. CHCR staff are involved in limited systemic and administrative advocacy activities to promote health care access for low income Medicare beneficiaries.

City of Los Angeles Department of Aging Health Insurance Counseling and Advocacy Program grant. Hours of operation are Monday - Friday 9 am to 5 pm. Service accomplishments for 2019-20: HICAP community education programs include Medicare and Medi-Cal training seminars for social and health care professionals providing services to older adults and younger persons with disabilities in Los Angeles County. CHCR provides free one on one Medicare counseling services to a substantial collection of persons living in the City of Los Angeles.Los Angeles County Workforce Development, Aging and Community Services' Health Insurance Counseling and Advocacy Program grant. Hours of operation: Monday to Friday 9 am to 5 pm. Service accomplishments for 2019-20: Telephone counseling services are provided by CHCR Staff via telephone hotline and in-person counseling services are delivered by CHCR Staff and Volunteer Counselors at the CHCR office and at many community locations in Los Angeles County. CHCR delivered Medicare counseling services to a substantial collection of individuals living in Los Angeles County.Center for Health Care Rights provides various other services to aid in access to quality health care through information, education, counseling, advocacy, and research projects.
