THE MISSION OF THE LOS ANGELES POLICE FOUNDATION (LAPF) IS TO CREATE PARTNERSHIPS TO PROVIDE RESOURCES AND PROGRAMS THAT HELP THE POLICE PERFORM AT THEIR HIGHEST LEVEL AND TO ENHANCE LOS ANGELES POLICE DEPARTMENT (LAPD)-COMMUNITY RELATIONS.

THE LOS ANGELES POLICE FOUNDATION (LAPF) IS AN INDEPENDENT, NOT-FOR-PROFIT ORGANIZATION THAT PROVIDES CRITICAL RESOURCES AND VITAL SUPPORT TO LAPD.WITH 96% OF LAPD'S BUDGET SPENT ON PERSONNEL, THERE IS LITTLE LEFT FOR MAJOR PROJECTS THAT WILL ENHANCE EFFICIENCY AND MODERNIZATION OF THE DEPARTMENT.THE LAPF HAS DONATED MORE THAN $39,000,000 TO LAPD IN THE AREAS OF EQUIPMENT AND TECHNOLOGY UPGRADES, SPECIALIZED TRAINING, COMMUNITY OUTREACH AND YOUTH PROGRAMS.A FEW OF THE GRANTS APPROVED IN 2019 ARE HIGHLIGHTED BELOW:INFORMATION TECHNOLOGY BUREAU STRATEGIC TECHNOLOGY PLAN PHASE ONE - $5,000,000THE LAPD CURRENTLY USES OUTDATED COMPUTERS, RELIES ON COMMUNCATIONS EQUIPMENT THAT IS BEYOND LIFE EXPECTANCY, AND IS FORCED TO MAINTAIN SYSTEMS FOR WHICH TECHNICAL SKILLS NO LONGER EXIST ON THE MARKET. IN ORDER TO MODERNIZE THE DEPARTMENT, THE LAPF GRANTED FUNDS FOR THE FOLLOWING PROJECTS: INSTALL WIFI AT LAPD AREA STATIONS; UPDATE CELLULAR LTE MODEMS IN PATROL VEHICLES; DEPLOY MOTOROLA'S PREMIEREONE CAD HANDHELD APP FOR SMARTPHONES TO A TEST GROUP; BUILD A NEW INTERNAL AND EXTERNAL WEBSITE; IMPLEMENT A NEW CRIME ANAYLSIS AND MAPPING SYSTEM FOR COMPSTAT AND LAPD PERSONNEL THAT WILL BE ACCESSIBLE VIA MOBILE DEVICES; AND DEPLOY CONTRACTED STAFF MEMBERS INTO THE FIELD TO AUGMENT THE IT HELP DESK. INFORMATION TECHNOLOGY BUREAU STRATEGIC TECHNOLOGY PLAN IMMEDIATE ACTION - $350,000FUNDS WERE ALLOCATED TO TEST A DEPLOYMENT OF 500 SAMSUNG DEX DOCKING STATIONS AT AREA PATROL STATIONS TO ALLOW OFFICERS TO USE THEIR LAPD-ISSUED SMARTPHONE VIA APPLICATIONS, A KEYBOARD, MOUSE, AND MONITOR TO START AND COMPLETE DEPARTMENT REPORTS AND OTHER ADMINISTRATIVE TASKS. FUNDS WERE ALSO USED TO PURCHASE SOLID STATE DRIVES AND ADDITIONAL MEMORY FOR EXISTING LAPD COMPUTERS TO UPDATE THE OLDEST COMPUTER INVENTORY AS AN INTERIM TO LIFE CYCLE REPLACEMENT AND IMPROVE USER EXPERIENCE. COMMUNITY ENGAGEMENT GROUP - SOUTH PARK COMMUNITY SAFETY PARTNERSHIP $250,000THE LAPD'S SOUTH PARK COMMUNITY SAFETY PARTNERSHIP (CSP) IS A TEAM COMPRISED OF 10 OFFICERS WHO FOCUS ON COMMUNITY ENGAGEMENT, SCHOOLS/SAFE PASSAGES, CRITICAL ENFORCEMENT, AND YOUTH PROGRAMS, REACHING HARVARD PARK AND SOUTH PARK. FOUR OUTCOMES ARE ANTICIPATED: REDUCING VIOLENCE, IMPROVING COMMUNITY PERCEPTION OF SAFETY, IMPROVING COMMUNITY/LAW ENFORCEMENT RELATIONSHIPS, AND IMPROVING YOUTH EDUCATION. PERSONNEL GROUP LAPD RECRUITMENT $250,000THE LAPD'S PERSONNEL GROUP AIMS TO HIRE AND RETAIN A WORKFORCE THAT INCLUDES MORE DIVERSITY AND INCLUSION IN ORDER TO REPRESENT THE PRESENT AND FUTURE COMMUNITY. GRANT FUNDS WERE USED, IN PART, TO ENHANCE THE CANDIDATE EXPERIENCE. ADDITIONALLY, THE LAPD REVISED EXISTING HIRING STANDARDS AND POLICIES TO ELIMINATE BARRIERS FOR CANDIDATES AND ESTABLISHED A YOUTH AFRICAN AMERICAN CANDIDATE POOL FOR THE ASSOCIATE COMMUNITY OFFICER PROGRAM.
