Organizations Filed Purposes: The Napa Valley Vine Trail Coalition is a grass-roots nonprofit with a vision to build a walking/biking trail system to connect the entire Napa Valley--physically, artistically, and culturally. We are working to design, fund, construct, and maintain 47 safe and scenic miles of level, paved, family-friendly, pet-friendly, free-access Class I trail, stretching from Vallejo's Ferry to Calistoga.

The Napa Valley Vine Trail Coalition, like so many non-profits and businesses weathered many challenges created by the COVID pandemic in the last quarter of our fiscal year. While there were closures of public parks, health clubs and limitations on contact sports, use of the Vine Trail saw a spike in use in the last quarter of our fiscal year. The automatic bike and pedestrian counters recorded of 84% increase over the average of the preceding three years in the three months following the March lock-down. There was an increase in uses by families and people seeking opportunities for exercise. This trend continued into the beginning of our 2021 fiscal year. It is projected that Vine Trail uses will increase to 500,000 next year. The Vine Trail has become an important resource for the Napa community.COVID also affected the Vine Trails annual fundraiser, Loco-Motion schedule for March. The in person event was canceled but staff and volunteers quickly pivoted to an online event that raised a total of almost $104,000.The Vine Trail Coalition successfully applied for funds under the Payroll Protection Program $ 44,335 for salaries and rent costs. The Vine Trail Coalition also secured a $150,000 EIDL loan awarded at the end of the fiscal year. Facing a dire picture for donations in the coming fiscal year, salaried staff took voluntary pay cuts and hourly staff took hour reductions beginning July 1, 2020. The lease of the Vine Trail Coalition's office space was also negotiated down to 50% through June 30, 2021.The beginning of the construction of the 7.2 miles of the St Helena to Calistoga section of the Vine Trail is scheduled the summer of 2021. Work in the current fiscal year by the Vine Trail and its public agency partner, the Napa Valley Transportation Authority, has led to the approval of the environmental documents, public meetings and obtaining the easements necessary to construct the project. The Coalition continued its collaboration with the City of Vallejo and the Solano Transportation Authority. The final environmental document was approved. Work has now begun on 90% level plans needed to construct the 3-mile trail between Wilson Avenue in Vallejo and the City of American Canyon's Veterans Park in 2022. The Coalition assisted in the preparation of a grant application through the Urban Greening program for an additional $500,000 grant.The Vine Trail Coalition, working with Napa County, saw the completion of a three-quarter mile Vine Trail section between Tower Road and Airport Boulevard.The Vine Trail Coalition funded two planning studies, one in the County Unincorporated area (County Plan) and one in the St Helena City limits (St Helena Plan). These two studies address the gap between the existing Vine Trail where it currently terminates in Yountville and the section of the Vine Trail to be constructed in our 2022 fiscal year between St Helena and Calistoga. The purpose of these studies was to develop more detailed level plans and estimates sufficient level to apply for Active Transportation Program (ATP) funds from the California Transportation Commission (CTC) in 2020. The County Plan focused on the section between Yountville and Sulfur Springs Avenue at the St Helena City limits. This 7.4 mile section will be developed on the Napa Valley Wine Train Right of Way. Vine Trail Coalition staff met with 90% of the private property owners along the corridor.The St Helena Plan (2 miles) focused on alternative alignments through the City. Delays in preparing the St Helena Plan meant that it was not ready to submit to the CTC in September 2020. However, a grant application in the amount of $10 million was prepared by Vine Trail staff working with the County of Napa Public Works Department. This application was submitted with Napa County Board of Supervisors support in September 2020. The results of the application will be known by April 2021.The Vine Trails volunteers provided 1930 hours of time to our organization.For the third time the Vine Trail won the Best Trail in Napa County from the readers of the Bohemian newspaper.The Coalition will continue its mission of creating a safe, scenic and beautiful trail for residents and visitors to Napa Valley.

The organization provided ongoing trail maintenance for the Town of Yountville and the City and county of Napa.
