BIRTH & BEYOND: BIRTH & BEYOND (B&B), THE PREMIER PROGRAM OF THE FSC, IS A HIGHLY SUCCESSFUL CHILD ABUSE AND NEGLECT PREVENTION PROGRAM FUNDED BY FIRST 5 SACRAMENTO, THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE, TITLE IVE WAIVER FUNDS, AND STATE CHILD ABUSE AND NEGLECT PREVENTION DOLLARS. B&B IS A PUBLIC/PRIVATE PARTNERSHIP WITH THE FOLSOM CORDOVA COMMUNITY PARTNERSHIP, LA FAMILIA COUNSELING CENTER, MUTUAL ASSISTANCE NETWORK, RIVER OAK CENTER FOR CHILDREN, SACRAMENTO CHILDREN'S HOME, AND WELLSPACE HEALTH WHO OPERATE THE B&B FAMILY RESOURCE CENTERS; CAPC WHO SERVES AS THE TRAINING LEAD, COORDINATES B&B'S COLLABORATIE STRUCTURE AND SERVES AS LIAISON TO THE FUNDERS; AND FIRST 5 SACRAMENTO AND THE DEPARTMENT OF CHILD, FAMILY AND ADULT SERVICES CHILD PROTECTIVE SERVICES (CPS) WHO FUND B&B. CAPC HAS A FEDERAL GRANT THAT FUNDS AMERICORPS MEMBERS TO SERVE AS B&B HOME VISITORS AND FAMILY RESOURCE AIDES. FOR 2019, 95 B&B AMERICORPS MEMBERS SERVED 1027 PARENTS DELIVERING THE NURTURING PARENTING PROGRAM THROUGH HOME VISITATION AND PARENTING WORKSHOPS. MORE THAN ONE-HALF OF HOME VISITATION FAMILIES HAD PRIOR CPS INVOLVEMENT. AT THE END OF THE YEAR, 92% OF HOME VISITATION FAMILIES WITH/WITHOUT PRIOR CPS INVOLVEMENT HAD NO SUBSTANTIATED CPS REFERRALS AND 58% OF PARENTS COMPLETING WORKSHOPS INCREASED THEIR PARENTING KNOWLEDGE BY 20% AFTER RECEIVING 16 HOURS OF PARENTING EDUCATION FROM AMERICORPS MEMBERS.

FAMILY SUPPORT COLLABORATIVE BIRTH & BEYOND PROGRAM: THE FAMILY SUPPORT COLLABORATIVE (FSC) WAS FORMED BY THE CHILD ABUSE PREVENTION COUNCIL AND SACRAMENTO COUNTY'S DEPARTMENT OF CHILD, FAMILY AND ADULT SERVICES IN 1998 AT THE DIRECTION OF THE SACRAMENTO COUNTY BOARD OF SUPERVISORS TO DEVELOP, IMPLEMENT AND OVERSEE CHILD ABUSE AND NEGLECT PREVENTION STRATEGIES, SUCH AS THE BIRTH & BEYOND FAMILY RESOURCE CENTER PROGRAM. THE BOARD'S REQUEST RESULTED FROM A HIGH NUMBER AND RATE OF CHILD ABUSE AND NEGLECT HOMICIDES. BIRTH & BEYOND PROVIDES CRISIS INTERVENTION, PARENTING EDUCATION, AND HOME VISITATION SERVICES IN NINE SACRAMENTO COUNTY NEIGHBORHOODS WHERE CHILDREN ARE MOST AT-RISK. THE FSC PARTNERS WITH SACRAMENTO COUNTY CHILD PROTECTIVE SERVICES (CPS) TO PROVIDE SERVICES TO FAMILIES WHO COME INTO CONTACT WITH CPS AND DO NOT MEET THE THRESHOLD FOR CPS INVOLVEMENT.

YOUTH INVESTMENT CENTER: THE FOSTER YOUTH THAT RESIDE IN THE YOUTH INVESTMENT CENTER'S (YIC) TARGETED COMMUNITIES, LIKE FOSTER YOUTH THROUGHOUT CALIFORNIA, ARE AT GREATEST RISK FOR POOR ACADEMIC PERFORMANCE AND UNEMPLOYMENT AFTER EMANCIPATION. ONLY 50% OF YOUTH LEAVING FOSTER CARE GRADUATE FROM HIGH SCHOOL. YOUTH IN FOSTER CARE ARE LESS LIKELY TO ENROLL IN COLLEGE PREP CLASSES EVEN WHEN THEIR SCORES AND GRADES ARE AS GOOD AS NON-FOSTER YOUTH (15% VS. 32%). FIFTY-ONE PERCENT ARE UNEMPLOYED WITHIN TWO TO FOUR YEARS OF EMANCIPATION BECAUSE THEY LACK BASIC PRE-EMPLOYMENT SKILLS. ACCORDING TO RESEARCH, FOSTER YOUTH ARE CAPABLE OF ACHIEVING SUCCESS IN ADULTHOOD IF THEY HAVE A POSITIVE RELATIONSHIP WITH A CARING ADULT WHO TEACHES THEM LIFE SKILLS IN THE AREAS OF SCHOOL SUPPORT, STUDY/TECHNOLOGY, DAILY LIVING, SELF-CARE, FINANCIAL LITERACY, JOB SKILLS, GOAL SETTING, AND SOCIAL RELATIONSHIPS. AMERICORPS MEMBERS MENTOR FOSTER YOUTH AND PROVIDE ACADEMIC SUPPORT, TEACH LIFE SKILL COMPETENCIES, AND ENSURE FINANCIAL LITERACY TO BETTER PREPARE YOUTH FOR A HEALTHY PRODUCTIVE ADULTHOOD. IN 2019, 31 YIC AMERICORPS MEMBERS LOCATED AT 14 PARTNER SITES SERVED 482 FOSTER YOUTH. IN THE MOST RECENT REPORT, 83% OF HIGH SCHOOL SENIORS GRADUATED WITH A DIPLOMA, 95% DEMONSTRATED IMPROVED FINANCIAL KNOWLEDGE, AND 99% DEMONSTRATED COMPETENCIES IN 3 OR MORE LIFE SKILLS DOMAINS. BASED ON THE HISTORICAL SUCCESS OF YIC, CALIFORNIA VOLUNTEERS FUNDED CAPC TO EXPAND YIC STATEWIDE, INCREASING TO 90 MEMBERS AND CHANGING THE NAME TO THE FOSTER YOUTH INITIATIVE TO BETTER REFLECT THE PROGRAM'S FOCUS.
