2020 990 Narrative HEPPAC s programmatic successes and challenges include the following. HEPPAC was awarded California Clearing House support via grant to increase Harm Reduction supply distribution in both Alameda and Contra Costa Counties. Each FY HEPPAC submits a grant to CDPH Clearing House to receive funds that support the purchase of Sterile Syringes and other Harm Reduction supplies. Although we were awarded, flat funding didnt occur and HEPPACs amount was reduced by 15% from last year due to competing programs with smaller budgets to provide these supplies. HEPPAC increased its reach in CCC by implementing Secondary Syringe Exchange SSE services in Martinez using a volunteer led group called Martinez Harm Reduction Coalition. A community of active People Who Inject and Use Drugs PWID/ PWUDs was emerging in specific areas in Contra Costa County (CCC). HEPPAC worked with volunteers whom were familiar with that area and supported another fixed site to occur once a week at a large homeless encampment. Local government District Reps and law enforcement were in support which increased access to this community. HEPPAC advocated and was awarded 35% increase in funds to support SSP services and approved by the Board of Supervisors for CCC. Efforts included increasing funding for Harm Reduction supplies, Increase in funds translated to and increase staff presence at fixed sites and distribution of life saving supplies related to HIV/HCV prevention, Overdose Prevention Education and Naloxone Distribution (OPEND) and COVID 19 Prevention and referrals. HEPPAC worked with CCC Health Services to authorize and fully implement Needs based Distribution Model vs One -for - One to increase social distancing as an infectious control measure to prevent COVID 19 from spreading and adhering to stay at home orders even in essential services settings. HEPPAC was awarded a statewide grant with NEXTDistro to distribute harm reduction supplies via mail shipment to isolated rural communities throughout California with special focus to increase access of needed supplies to communities of color throughout the state of CA. Services have increase although HEPPAC and NEXT will be severing ties in the coming year as the marriage was not the best fit. HEPPAC successfully implemented a transition of Executive Leadership from Loris Mattox to Braunz Courtney, the new Executive Director. Mr Courtney had the history of working in the majority of roles at the organization for over 15 years. Prior to previous leadership exiting, HEPPAC board met to interview the best possible candidates to take over leadership and Mr. Courtney was chosen. HEPPAC Administrative Staff began an Executive Leadership Training to advance Admin, interpersonal, Managerial and Budgeting skills within the organization. Upon New leadership and changing of the guards, it was important that new staff received the necessary tools to succeed as Administrative staff of Coordinators, Managers and the New Executive Director. Our values include building up and advancing skills of current employees to get into leadership roles.
