The Institute for College Access & Success is a trusted source of research, design, and advocacy for student-centered public policies that promote affordability, accountability, and equity in higher education.
Federal AffordabilityTICAS is dedicated to developing and advancing policy that strengthens federal student aid programs to increase college enrollment and degree attainment, particularly for historically marginalized students in order to advance equity in higher education. Our original research, policy development, and coalition work focuses on protecting and strengthening the Pell Grant and other need-based aid, increasing federal support for public higher education, and simplifying the student loan repayment system.In the last year, the TICAS-led coalition of nearly 100 organizations and schools helped secure a third consecutive discretionary increase in the maximum Pell Grant, our ideas for protecting colleges from recessions were published in a New York Times op-ed, and numerous bipartisan bills reflecting our recommendations and feedback were introduced in Congress, and the CARES Act signed into law included three priority TICAS recommendations.
Federal and State Accountability TICAS seeks to ensure colleges are held appropriately accountable for student outcomes, including by protecting students and taxpayers from waste, fraud, and abuse in higher education, and ensuring students have the information they need to make informed decisions about where to go to college and how to pay for it. We conduct and disseminate research in service of delaying federal regulatory rollbacks and laying the foundation for future litigation and analyze and engage in public education on federal legislative proposals regarding college accountability and transparency. Our accountability work also extends to California where increased standards for online education offered across states can set a model for other states. Our accountability work focuses on protecting and strengthening key student safeguardssuch as gainful employment, borrower defense, and cohort default rateswhile looking to build support for stronger protections in the U.S. Congress and in California. Over the course of 2019, TICAS defended regulations, led legislative efforts to overturn harmful regulations, and worked to ensure that oversight of higher education is a priority as policymakers navigate responses to the COVID-19 pandemic.
CaliforniaTICAS is the leading voice in California for strengthening state financial aid to increase student success. We combine original research, diverse coalition building, and policy advocacy and analysis to help build an equitable financial aid system.Over the last year, our analysis and coalition work brought together scores of experts and stakeholders to craft recommendations that were ultimately reflected in legislation introduced to reform financial aid. Our work helped protect all funding for the states grant program in the midst of economic fallout from the COVID-19 pandemic that put sizable new state investments out of immediate reach.
