Organizations Filed Purposes: The mission of the Public Interest Law Project is (1) to render legal services to low income persons who may be in need thereof and are financially unable to pay for the same; and (2) to provide technical assistance, training, research, and litigation support to public interest law programs and community based organizations on law and policy issues related to housing and community development, public benefits, health, education, welfare, and civil, consumer and economic rights.

Vannucci v. City of Santa Rosa and Sonoma County N.D. Cal. No. 18-cv-01955-VC. Litigation in the Northern District of CA attacking the actions and the procedures of the City and County in sweeping homeless encampments as a violation of the constitutional rights of persons unhoused. PILP represents unhoused individuals and a homeless advocacy group. This year, after extensive mediation managed by the federal judge, the parties agreed to a stipulated preliminary injunction. The injunction prohibits the criminalization of homelessness and prevents the forced removal and seizure of possessions of persons in temporary structures unless adequate alternative housing is made available the individuals are given the opportunity for assessment of their needs for shelter and services. The preliminary injunction extends through June 30, 2020 and could be extended.

Comunidades v. County of Fresno, Superior Court, Fresno County. Case No. 18CECG04586. Suit in state court challenging 1) the failure of the County to implement its housing element for affordable housing which required it to zone sites and high densities sufficient for the County to meet its share of the regional need and 2) the failure of the County to comply with state law requiring local jurisdictions to consider the needs of specified disadvantaged communities and their residents when planning to address their affordable housing needs. The trial court ruled in favor of the plaintiffs early in 2021.

CalFresh Advocacy in the East Bay. Successful advocacy against Alameda and Contra Costa Counties for their failure to comply with state law requiring counties to provide an accessible application process for food stamp benefits to all those in need and to provide the full benefits, including the housing allowance portion instead of summary denial without adequate process.
