Organizations Filed Purposes:
Transgender Law Center TLC changes law, policy and attitudes so that all people can live safely, authentically, and free from discrimination regardless of their gender identity or expression.
LEGAL PROGRAM: TLC has continued to develop a litigation strategy that prioritizes addressing various aspects of criminalization of TGNC people, while continuing to sustain other areas of litigation. Prisons: In July, TLC and local co-counsel secured a successful settlement for LSV, a 20-year-old Black trans woman incarcerated in Colorado. Our litigation focuses on the Colorado Department of Corrections' (CDOC) refusal to assign her to a women's prison as an adult, after being originally incarcerated in the juvenile system with other girls, foreshadowing two rapes while in custody. We initiated settlement talks with the state and have held four in-person mediation sessions, one of which was held in the prison where Lindsay is, to ensure she was able to participate fully. The terms of the settlement allowed our client to serve out her sentence at the prison where she has felt safest (cont'd at Schedule O)
POLICY & ORGANIZING: One of the most significant developments in our work has been the development of the Trans Agenda for Liberation. This work has been fostered by TLC and our National Training Institute (NTI) process, and has engaged a coalition of trans, nonbinary, and gender nonconforming leaders and activists from across the U.S. over the past year in identifying priorities and strategies that provide a framework for moving toward the world trans communities deserve. The Trans Agenda pillars will guide and shape the development of TLC's work and messaging going forward. See the Agenda pillars on our website. TLC has continued to support our cohort of now more than 200 NTI graduates in their local work and to engage them across TLC's programs. Our NTI curriculum and framework remained a backbone of our leadership development across programs. (cont'd at Schedule O)
POSITIVELY TRANS: The national T+ network has grown to 160+ members. Reports on 3 local data sets from community needs assessments South Florida, New Orleans, and Detroit were published, along with a summary report. (These reports are available at https://transgenderlawcenter.org/programs/positively-trans.) Communities are now using these reports to lay the groundwork for local change. T+ also supported groups in Mississippi and New York City to develop leadership and create local plans. We had a major presence at the United States Conference on AIDS (USCA) in September, helping to coordinate a large and diverse presence of TGNC people, distributing our new reports widely, and collaborating in the first ever TransLatinx Caucus. T+ released 14 digital stories on World AIDS Day 2019 as part of public education push, and also collaborated with The National AIDS Memorial's 2019 #SurvivingVoices documentary.
