During 2019, OSH continued the pursuit of entitlement to develop a new community of senior affordable apartments on 1.54 acres of land in the City of Orange that OSH placed into escrow in September 2018. In January 2019, OSH filed a zoning application to develop 74 senior affordable apartment homes on the property. Over several months, the required details of the proposal were developed through interaction between OSH, its consulting design team, and City staff. In July, the Planning Commission of the City of Orange approved a major site plan review by the staff and a conditional use permit for OSH to develop the project, known as Katella Terrace. In September, the City Council denied an appeal of the Planning Commission's decisions regarding the project. In october, OSH purchased the property through a wholly owned subsidiary organization. Later that month, the owner of a shopping center adjacent to the property filed an action to void OSH's entitlement to develop Katella Terrace, alleging that the City's approval of the project violated the California Environmental Quality Act. The litigation remained active at the end of 2019.
