the mission of the community land trust association of west marin is to provide stable and permanently affordable housing in an environmentally responsible way in the communities surrounding tomales bay. as a community land trust, clam holds land and housing in trust for the community in perpetuity while creating housing that working people can afford.
In 2019, CLAM provided ongoing management and stewardship of its rental properties that provide 18 affordable rentals in the West Marin area. Significant improvements were made to Ocean Terrace Apartments in Stinson Beach, as well as Mesa apartments.
In 2019, a major programmatic activity was to secure the Pt. Reyes Coast Guard housing site for affordable housing. This included doing early predevelopment work, aligning pro-bono attorneys, exploring land use and entitlement issues. As the legislation to ensure that this property would be sold to the County of Marin was due to sunset in early 2020, CLAM also worked with political leaders and with the community to ensure the real estate transaction between the General Services Administration and the County of Marin was completed. This included multiple meetings with political stakeholders at Marin County and Congressman Huffman, as well as the support of a community-driven advocacy campaign. These efforts saw success when the sale of the property completed in late 2019, and then CLAM began to prepare for a competitive bidding process slated to begin in early 2020.
CLAM expanded affordable rental housing in 2019 through increasing the number of units offered through its Real Community Rentals program. By the end of 2019, this program provided 24 units of rental housing, working with local property owners to create new rentals on their properties, and aligning financial incentives to create these new spaces.
