SOME OF OUR PORTS ARE DEPARTMENTS OF THEIR HOST CITIES, GOVERNED BY HARBOR COMMISSIONS; WHILE OTHERS ARE SPECIAL DISTRICTS COMPRISED OF MULTIPLE JURISDICTIONS; STILL OTHERS ARE GOVERNED BY DIRECTLY-ELECTED HARBOR COMMISSIONS.THE THREE LARGE CONTAINER PORTS OF LONG BEACH, LOS ANGELES, AND OAKLAND HANDLE MORE THAN 90% OF THE CARGO ENTERING AND LEAVING CALIFORNIA BY WATER. OUR EIGHT SMALLER PORTS FOCUS ON GENERAL BULK CARGO, FRESH PRODUCE AND OTHER AGRICULTURAL PRODUCTS, AUTOMOBILES, AGGREGATE, STEEL, LIQUID BULK AND PROJECT CARGO.IN ADDITION TO FACILITATING INTERNATIONAL TRADE, CALIFORNIA'S PORTS PROVIDE WORLD-CLASS PASSENGER CRUISE LINE SERVICES, RESTAURANT AND HOTEL SERVICES, ENTERTAINMENT, SHOPPING, RECREATIONAL BOATING AND FISHING, AND TOURIST ATTRACTIONS. PORTS ALSO MANAGE COMMERCIAL FISHING FACILITIES AND RECREATIONAL HARBORS AND MARINAS.PORT AUTHORITIES SERVE AS LANDLORDS, MAINTAINING AND IMPROVING PROPERTIES THEY LEASE TO COMPANIES THAT PERFORM TERMINAL OPERATIONS. MOST PORTS IN CALIFORNIA ARE TIDELAND TRUST PORTS, MANAGING PROPERTY ON BEHALF OF ALL CALIFORNIANS THROUGH TRUST AGREEMENTS WITH THE STATE LANDS COMMISSION. ALL OF CALIFORNIA'S PORTS ARE ENTERPRISE DISTRICTS; THEY DO NOT RELY ON TAX REVENUE, BUT RATHER OPERATE ON BUSINESS-GENERATED FUNDS TRUE PUBLIC-PRIVATE PARTNERSHIPS.
