Organizations Filed Purposes: CAVSA'S MISSION IS TO ADDRESS AND PROMOTE THE EMPLOYMENT, TRAINING, EDUCATION, HOUSING, MEDICAL AND BUSINESS DEVELOPMENT NEEDS OF VETERANS AND THEIR FAMILIES. CAVSA IS DEDICATED TO ENSURING THAT VETERANS OF ALL ERAS HAVE THE UNDERSTANDING, TOOLS, AND SUPPORT FROM THEIR COMMUNITIES TO PROVIDE FOR A SUCCESSFUL TRANSITION BACK HOME. WE ADVOCATE FOR REFORM AT THE STATE, LOCAL AND NATIONAL LEVEL TO INCREASE ACCESS TO CARE, AND IMPROVE SERVICES FOR ALL VETERANS AND THEIR FAMILIES.

CAVSA ENGAGES AT LOCAL, STATE AND FEDERAL POLICY LEVELS ALONG WITH ITS MEMBER AGENCIES TO ADDRESS AND PROMOTE THE NEEDS OF VETERANS AND THEIR FAMILIES.

PRODUCED CAVSA'S FIRST VETERANS STATE OF THE COMMUNITY ANNUAL REPORT AS PART OF YEAR 1 DELIVERABLE FOR THE MHSOAC GRANT. THIS REPORT WAS LARGELY DISTRIBUTED TO STATE AND FEDERAL LEGISLATORS AS WELL AS BEING POSTED PUBLICLY ON THE NEWLY DESIGNED CAVSA WEBSITE. SEVERAL MEETINGS WERE HELD WITH VETERAN-FOCUSED GROUPS TO SHARE THE FINDINGS IN THIS REPORT.

COMPLETED YEAR 2 OF THE MHSOAC GRANT AND BEGAN PREPARATION FOR CAVSA'S FIRST MENTAL HEALTH SUMMIT TO BE HELD IN AUGUST OF 2019.

VETERANS HOUSING AND HOMELESS PREVENTION PROGRAM (VHHP) - AS OF JANUARY 2018, A TOTAL OF $238.3 MILLION HAS BEEN AWARDED IN THREE ROUNDS OF FUNDING TO A TOTAL OF 60 PROJECTS. A NOTICE OF FUNDING AVAILABILITY (NOFA) FOR THE FOURTH ROUND OF FUNDING WAS RELEASED IN APRIL 2018 AND WILL MAKE AN ADDITIONAL $75 MILLION AVAILABLE FOR NEW VHHP PROJECTS. CAVSA WAS INSTRUMENTAL IN THE PASSAGE OF THE VHHP PROGRAM AND SINCE 2015 HAS BEEN ACTIVELY ENGAGED IN STAKEHOLDER MEETINGS AND ANNUAL PROGRAM REVIEWS THAT INSURED VETERAN CENTRIC PROGRAM ELIGIBILITY IN THE RFP/GUIDELINES FOR PROJECT FUNDING. SINCE 2015, THERE HAVE BEEN THREE FUNDING ROUNDS AND CAVSA AGENCIES HAVE RECEIVED NEARLY 25% OF PROGRAM FUNDS AND PROJECTS AWARDED.IN 2015, CAVSA AGENCIES WERE AWARDED FIRST ROUND PROPOSITION 41 FUNDING FOR SIX PROJECTS TOTALING MORE THAN $22 MILLION. THESE PROJECTS, LOCATED IN SACRAMENTO AND THE LOS ANGELES AREA, WILL PROVIDE 392 UNITS, OF THE 700 TOTAL UNITS OF HOUSING.IN 2016, CAVSA MEMBERS, INCLUDING NEW DIRECTIONS FOR VETERANS, VETERANS VILLAGE OF SAN DIEGO AND VETERAN RESOURCE CENTERS OF AMERICA, RECEIVED SECOND ROUND PROPOSITION 41 FUNDING FOR SEVEN PROJECTS TOTALING MORE THAN $34.2 MILLION.ALSO IN 2017, CAVSA WAS AGAIN ENGAGED IN REFINING THE VHHP ROUND #3 GUIDELINE THROUGH ONE-ON-ONE ADVOCACY WITH HCD AND CDVA VIA A SCHEDULE OF STAKEHOLDER MEETINGS ACROSS THE STATE. CAVSA AGENCIES RECEIVED OVER $11 MILLION IN PROJECT FUNDS.IN 2018 - NOTICE OF FUNDS AVAILABILITY AND GUIDELINE MEETINGS FOR ROUND 5 FOR VHHP. TWO AWARDS WERE GIVEN TO CAVSA AGENCY FOR A TOTAL OF $14.3 M TO CONSTRUCT 60 UNITS OF VETERAN HOUSING.ENGAGEMENT IN THE USVA WEST LA CAMPUS AND RESPONSE TO THE FEDERAL AUDIT OF THE PROPERTY THAT FOUND THAT 60% OF THE LAND-USE LEASE AGREEMENTS ARE ILLEGAL OR IMPROPER. ACTING AS CAVSA'S LEAD AGENCY, USVETS BEGAN A LENGTHY PROCESS OF WORKING WITH CALVET AND USVA TO RE-PURPOSE THE PROPERTY TO REFOCUS ON VETERAN SPECIFIC LAND-USE PRIORITIES.
