Organizations Filed Purposes: THE PARTNERSHIP IS A MEMBERSHIP ORGANIZATION DEDICATED TO MAXIMIZING URBAN WATER CONSERVATION THROUGHOUT CALIFORNIA BY SUPPORTING AND INTEGRATING INNOVATIVE TECHNOLOGIES AND PRACTICES; ENCOURAGING EFFECTIVE PUBLIC POLICIES; ADVANCING RESEARCH, TRAINING, AND PUBLIC EDUCATION; AND BUILDING ON COLLABORATIVE APPROACHES AND PARTNERSHIPS.

THE PARTNERSHIP IS A MEMBERSHIP ORGANIZATION DEDICATED TO MAXIMIZING URBAN WATER CONSERVATION THROUGHOUT CALIFORNIA.

CONSERVATION & RESEARCH PROGRAMSCA DEPARTMENT OF WATER RESOURCES-DIRECTED ACTION CONTRACTCALWEP FINALIZED ALL WORK ON THE DIRECTED ACTION CONTRACT (DAC) FUNDED BY THE CALIFORNIA DEPARTMENT OF WATER RESOURCES. THE DAC WAS ESTABLISHED TO ASSIST WATER AGENCIES IN MEETING A PER CAPITA WATER USE REDUCTION OF 20% BY THE YEAR 2020 AS REQUIRED BY THE WATER CONSERVATION ACT OF 2009 (SBX7-7). IN MAY OF 2018 GOVERNOR JERRY BROWN SIGNED INTO LAW AB1668 AND SB 606, REFERRED TO AS THE LONG TERM FRAMEWORK (LTF) LEGISLATION. THE EXECUTION OF THESE LAWS PRESENTED AN OPPORTUNITY FOR CALWEP TO WORK WITH DWR AND UPDATE SPECIFIC TASKS WITHIN THE LEGACY SCOPE OF WORK TO BETTER ADDRESS SOME OF THE LTF MANDATES. DURING THE SCOPING EFFORT, CALWEP CONSIDERED WHICH RESEARCH EFFORTS WOULD GENERATE THE MOST USEFUL RESOURCES TO HELP AGENCIES COMPLY WITH THE SPECIFIC URBAN WATER USE OBJECTIVES DEFINED IN THE LTF. CALWEP EVALUATED ALL SCOPE MODIFICATIONS THROUGH THIS LENS AND PROPOSED AN UPDATED SCOPE OF WORK, THAT INCLUDED THE FOLLOWING:- DEVELOP AMR/AMI INITIAL INTEROPERABILITY SPECIFICATIONS THAT CAN BE USED BY WATER UTILITIES IN THEIR AMR/AMI DESIGN AND PROCUREMENT PROCESS AS WELL AS MANUFACTURERS IN THEIR PRODUCT DEVELOPMENT.- SOLICIT MATCH FUNDING FROM AGENCIES AND PROVIDE TO THE PARTICIPATING UTILITIES IN THE PROJECT COPIES OF A SEPARATELY PUBLISHED AMI GUIDANCE MANUAL.- PROVIDE STAKEHOLDER INPUT AND TECHNICAL ASSISTANCE IN SUPPORT OF THE PACIFIC INSTITUTE'S WORK TOWARDS DEVELOPING A FRAMEWORK FOR ASSESSING THE BROAD BENEFITS AND COSTS OF WATER INVESTMENTS, INCLUDING URBAN WATER CONSERVATION PROGRAMS.- PREPARE WRITTEN GUIDANCE ON MEASUREMENT /AND VERIFICATION OF THE LANDSCAPE AREA IRRIGATED BY A DEDICATED METER TO SET UP AN APPROPRIATE BUDGET FOR THAT LANDSCAPE AREA, AND TO INCLUDE ANY LANDSCAPE STILL BEING IRRIGATED AND COUNTED ON THE MASTER METER.- CONDUCT INTERVIEWS WITH 5-7 AGENCIES WHO HAVE LESSONS LEARNED TO SHARE REGARDING IMPLEMENTATION OF THE LEGACY CUWCC BMP 5 LARGE LANDSCAPE HANDBOOK AND SHARE THESE FINDINGS VIA AN OPEN WEBINAR.IN DECEMBER OF 2018 THE CONTRACT SCOPE WAS FINALIZED AND CALWEP WAS AUTHORIZED TO COMPLETE THE FOLLOWING FIVE TASKS FOR A TOTAL BUDGET OF $96,1919:TASK #1: DEVELOP AND PROMOTE USE OF UPDATED ADVANCED METERING INFRASTRUCTURE (AMI) / AUTOMATED METER READING (AMR) TECHNOLOGY.TASK #2: RESEARCH WATER RATE STRUCTURES ASSOCIATED WITH REVENUE STABILITY, CONSERVATION PRICING, AND LONG-TERM REDUCTION IN WATER DEMANDS.TASK #3: DEVELOP A CASE-BASED "NEW NORM" SET OF GUIDELINES AND TOOLS TO ACHIEVE MEASURABLE WATER SAVINGS IN URBAN OUTDOOR LANDSCAPES. TASK #4: CONDUCT A COMPREHENSIVE QUALITATIVE AND QUANTITATIVE STUDY OF DIRECT AND INDIRECT BENEFITS OF URBAN WATER CONSERVATION PROGRAMS, INCLUDING A REGIONAL CASE STUDY FOR SOUTHERN CALIFORNIA.TASK #5: PREPARE GUIDANCE ON DEDICATED IRRIGATION METER MANAGEMENT FOR COMMERCIAL, INDUSTRIAL, AND INSTITUTIONAL (CII) ACCOUNTS. IN CALENDAR YEAR 2019 CALWEP PRODUCED THE FOLLOWING DELIVERABLES:- AMR/AMI SUMMARY REPORT; AMI GUIDANCE MANUAL; AMI INTEROPERABILITY SPECIFICATIONS- SUSTAINABLE LANDSCAPING RETURN-ON-INVESTMENT SUMMARY REPORT- MULTIPLE-BENEFITS OF WATER CONSERVATION FOR SUSTAINABLE LANDSCAPES REPORT; MULTIPLE-BENEFIT CUT SHEETS; REFERENCE LIST CONTRIBUTION TO THE PACIFIC INSTITUTE'S MULTIPLE-BENEFITS DATABASE; CUSTOM WEBPAGE WITH RELATED RESOURCES- CII DEDICATED IRRIGATION METER AND LANDSCAPE MEASUREMENT GUIDANCE REPORTCALWEP CONTINUED ITS SMART REBATES PROGRAM IN 2019 WITH 4 MEMBER AGENCIES PARTICIPATING IN THE PROGRAM. ALL PARTICIPATING AGENCIES OFFER CONSERVATION PRODUCT AND APPLIANCE REBATES FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS. CALWEP PROCESSED $19,851.15 IN REBATES IN 2019.

TECHNICAL ASSISTANCE & TRAINING PEER TO PEER EVENT-IN MAY CALWEP HELD ITS FOURTH PEER-TO-PEER EVENT IN ANAHEIM, WHICH WAS ATTENDED BY OVER 250 PEOPLE MAKING IT THE BIGGEST PEER-TO-PEER TO DATE. THE EVENT OFFERED TOOLS AND TRAINING IN AN INTERACTIVE FORMAT OVER 2 DAYS, INCLUDING A TOUR OF DISNEYLAND PARK ATTENDED BY 65 MEMBERS AND LED BY DISNEY'S HORTICULTURE TEAM TO REVIEW OUTDOOR IRRIGATION BEST MANAGEMENT PRACTICES. IN ADDITION TO THE KEYNOTE ADDRESSES AND A PLENARY PANEL, ATTENDEES WERE ABLE ATTEND ANY OF 12 SESSIONS CATEGORIZED UNDER ONE OF TWO TRACKS: EFFECTIVE PROGRAM MANAGEMENT AND FRAMING THE FUTURE OF WATER CONSERVATION. QUALIFIED WATER EFFICIENT LANDSCAPER (QWEL) TRAINING-CALWEP MAINTAINED ITS STATUS AS A PROFESSIONAL CERTIFYING ORGANIZATION FOR ADMINISTERING QWEL TRAINING. QWEL IS A U.S. EPA WATER SENSE PROFESSIONAL CERTIFICATION PROGRAM THAT PROVIDES WATER CONSERVATION PROFESSIONALS AND THE LANDSCAPE WORKFORCE WITH A THOROUGH UNDERSTANDING OF SUSTAINABLE LANDSCAPING AND EFFICIENT IRRIGATION PRINCIPLES AND PRACTICES. IN TOTAL, CALWEP CERTIFIED MORE THAN SIXTY PROFESSIONALS THROUGH DECEMBER 31, 2019. CALWEP ADMINISTRATIVE STAFF ALSO EARNED QWEL CERTIFICATION IN AUGUST 2019.IN SEPTEMBER OF 2019 CALWEP RECEIVED FORMAL NOTICE TO PROCEED TO ADMINISTER QWEL TRAININGS AS PART OF THE BAY AREA REGIONAL QWEL TRAINING CONTRACT. THE CONTRACT WAS EXECUTED NINE MONTHS LATER THAN ORIGINALLY ANTICIPATED DUE TO LEGAL HOLD-UPS WITH THE TEN SPONSORING WATER AGENCIES. THE FINAL CONTRACT WAS ISSUED AT A NOT-TO-EXCEED AMOUNT OF $220,000 AND WILL SPAN A TOTAL OF 24 MONTHS. OVER THE COURSE OF THE CONTRACT CALWEP WILL ADMINISTER BETWEEN 20 AND 30 QWEL TRAINING CLASS SERIES ACROSS THE GREATER BAY AREA REGION.
