CEERT designs and fights for policies that advance clean, renewable, energy and climate solutions for California and the West. CEERT's team of professional staff, active board members, expert consultants, and clean-technology and environmental affiliates carry out our work through a set of focused advocacy programs. We act as participants and intervenors before all the major governmental energy, climate, and air-quality agencies. CEERT is pressing for the necessary changes in grid operations, renewable procurement, and climate policies that will enable California to reach its groundbreaking new energy and greenhouse-gas reduction goals, and put the entire Western region on the path to a low-carbon electric system and a clean-energy future.

In 2019, CEERT: Advised Los Angeles Department of Water and Power (LADWP) senior staff and Board of Commissioners on ways to achieve 100% clean energy in the Los Angeles Basin, following LA Mayor Eric Garcettis groundbreaking decision In February 2019 that no new investment in gas-fired power would be made in the LA Basin. Helped win approval of new storage and transmission resources that will supply grid reliability for the Moorpark area in place of the rejected Puente gas-fired plant that CEERT and our local environmental-justice allies succeeded in defeating two years earlier. Worked with advocates in neighboring states to increase Western grid cooperation through a new Enhanced Day-Ahead Market, which will account for up to 95% of regional energy market transactions and result in improved transmission planning, renewables trading, efficiencies, and cost savings across the West. Collaborated with the State Water Contractors, the California Independent System Operator (CAISO), LADWP, and Californias Secretary of Resources to find ways that the State Water Project can overcome outmoded market rules to supply zero-carbon electricity, bulk energy storage, and reliability services that will help the state meet its clean-energy goals. Advocated for substantial new procurement of clean-energy resources to meet the load growth that will result from electrifying transportation and energy use in buildings in order to meet Californias climate targets. Held meetings with the Governors Office and trade groups on preventing renewable energy contracts from being abrogated in PG&Es bankruptcy proceedings. Worked with developers on transmission capacity to interconnect large new solar projects on retired Central Valley farmland. Spearheaded discussions of ways to finance large-scale storage projects and allocate costs fairly, either through joint utility ownership or long-term contracts with the CAISO. Argued that the CPUC must adopt a 30 million metric ton (MMT) GHG emission-reduction target, rather than continue to base decisions on a 46 MMT target that is wholly inconsistent with Californias 2030 and 2045 climate goals. Worked behind the scenes with vehicle emission experts on a strategy for negotiating minor adjustments in Californias regulations in order to persuade receptive auto companies to part ways with the national car company lobbys regressive stance, paving the way for a dramatic agreement in which Ford, BMW, Volkswagen, and Honda committed to meeting Californias GHG emissions standards and Obama-era fuel economy rules in all 50 states.
