IJRC shares essential information, skills, and guidance to help advocates and victims achieve justice and accountability for human rights abuses. We work to increase the accessibility and transparency of human rights protections, and to help advocates and victims effectively and efficiently engage with regional and universal human rights courts and monitoring bodies.
IJRC's mission is to empower individuals, through knowledge, to use the law and legal mechanisms for the greater protection of human rights around the world.
Program 1: Online Resource Hub: IJRC publishes a daily compilation of human rights headlines, weekly news articles on significant developments in the enjoyment or protection of human rights globally, and a calendar and monthly overviews of the regional and universal human rights bodies' activities. In 2019, IJRC prepared and published summaries of all cases decided by the International Criminal Tribunal for Rwanda (ICTR) and International Criminal Tribunal for the former Yugoslavia (ICTY), which are now available from a sortable spreadsheet that indicates the important dates and outcome of each case. Other publications include new two-page factsheets on countries' regional and universal human rights obligations. The Online Resource Hub readership grew more than 50% in 2019, with particularly notable increases in readers visiting from outside the United States, including from India, the Philippines, Indonesia, Zambia, Cambodia, Myanmar, Malawi, Sierra Leone, Yemen, Syria, and Turkmenistan.
Program 3: Advancing Accessibility: IJRC's work to study, and increase, the accessibility, strength, and transparency of supranational human rights bodies continued in 2019. IJRC published "Civil Society Access to International Oversight Bodies: Inter-American Commission on Human Rights", the second report in our series on formal and informal barriers to civil society's participation in international human rights spaces. The report provides analysis and recommendations based on extensive research, observation, interviews, and surveys of civil society members. On the topic of access to information and documents produced by human rights bodies, IJRC convened a workshop at RightsCon 2019, in Tunisia, to discuss our draft Declaration on Online Access to Human Rights Information. The workshop featured experts from civil society, academia, and the UN Office of the High Commissioner for Human Rights. IJRC also produced guides on the 2019 elections of human rights bodies, to increase transparency of these bodies' composition.
Program 2: Advocacy Support: In continuation of its work providing advice and technical assistance to advocates and victims, IJRC prepared written guidance and accompanied partners in their engagement with United Nations and regional bodies human rights in 2019. This work included publicly calling attention to forced sterilization of marginalized women and States' corresponding international human rights obligations, both at the 63rd Commission on the Status of Women (March, New York) and 3rd Forum of the Inter-American Human Rights System (October, Quito). Behind the scenes, IJRC assisted partners in preparing written submissions to various human rights bodies. This work helped inform important statements and scrutiny from UN and regional mechanisms, particularly on forced sterilization.
