Organizations Filed Purposes: WRAP was created to expose and eliminate the root causes of civil and human rights abuses of people experiencing poverty and homelessness in our communities.

Community Organizing: WRAP members identify issues of concern to homeless people through street outreach. This outreach allows WRAP members to work in a coordinated effort for change on the issues identified. In 2019, we continued to identify the increasing prevalence of laws which criminalize life sustaining activities in public spaces by talking with 100s of homeless people across California, Colorado and Oregon. Through our outreach we found these laws are being used to remove homeless people from sight. WRAP's nine member organizations, throughout the western states, joined together to organize to stop this criminalization.

Public Education: WRAP members speak regularly at community meetings, public hearings, social forums, conferences and universities to educate our constituency. In 2019, WRAP focused our public education on our Homeless Bill of Rights campaign across the country through 2 webinars and 5 new pieces of art work, 10 community meetings a month, 10 speaking engagements at conferences and schools, etc. WRAP continues to use public education to promote our philosophy of "each one, teach one" and that we all need to connect our individual issues into a movement for social change.

Legal and Policy: WRAP takes our priorities developed through our organizing and public education and advocates for change at the federal, state and local levels. Our work focuses on policies and funding priorities which exacerbate homelessness and criminalize the presence of homeless people in public spaces. WRAP provided technical assistance for 1 class action lawsuit and participated in the Poor Peoples Campaign.
