Organizations Filed Purposes: TO WORK WITH COMMUNITIES AND THEIR LEADERS TO PRODUCE AND PRESERVE QUALITY AFFORDABLE HOMES.

PROGRAM: HOUSING EDUCATIONIN OCTOBER 2018, THE HOUSING LEADERSHIP COUNCIL (HLC) HOSTED ITS ANNUAL HOUSING LEADERSHIP DAY CONFERENCE, WHICH BRINGS TOGETHER LOCAL ELECTED OFFICIALS, CITY STAFF AND PLANNERS, DEVELOPERS, COMMUNITY ORGANIZATIONS, AND FINANCE INSTITUTIONS TOGETHER TO DESIGN AND REFINE THE SOLUTIONS TO THE HOUSING SHORTAGE. THE THEME WAS EQUITY AND INCLUSION, SO PANELS AND WORKSHOPS FOCUSED ON THE INTERSECTION BETWEEN THE TWO. WE HIGHLIGHTED THE MANY LOCAL INITIATIVES AND ACTIONS TAKING PLACE ALL OVER THE COUNTY TO ADDRESS THE HOUSING CRISIS AND HOW WE CAN ENSURE THAT DISADVANTAGED COMMUNITIES LIKE THE MENTALLY AND PHYSICALLY DISABLED, SENIORS, LOW-WAGE WORKERS, AND PEOPLE OF COLOOR ARE INVOLVED IN DESIGNING ITS SOLUTIONS. CLOSE TO 275 STAKEHOLDERS FROM ACROSS SAN MATEO COUNTY CAME TOGETHER TO LEARN HOW WE CAN ADVANCE EQUITY IN OUR COMMUNITIES TO MAKE IT A PLACE FOR ALL PEOPLE TO THRIVE. HLC ALSO CONVENED AFFORDABLE HOUSING WEEK 2019, A YEARLY, WEEK-LONG SERIES OF EVENTS THAT HIGHLIGHTS THE MANY INITIATIVES TAKING PLACE THROUGHOUT SAN MATEO COUNTY THAT ADDRESS THE HOUSING CRISIS AND PROVIDES OPPORTUNITY FOR PEOPLE TO NETWORK, CONNECT, AND COLLABORATE. HLC'S MAIN EVENT FOCUSED ON THE THEME "THE TIME IS NOW", IN WHICH OVER 800 ATTENDEES GAINED INSIGHT FROM AN EXPERT PANEL DISCUSSION ON STATE BILLS, FUNDRAISING FOR HOMELESSNESS PREVENTION, CELEBRATING GROUNDBREAKINGS, TOURING AFFORDABLE HOUSING SITES, AND LEARNING WHAT DIFFERENT SAN MATEO COUNTY LEADERS ARE DOING FOR COMMUNITIES IN NEED.

PROGRAM: PUBLIC LAND FOR PUBLIC GOODHLC'S PUBLIC LAND FOR PUBLIC GOOD PROGRAM CONVENES LOCAL COMMUNITY ORGANIZATIONS TO DEVELOPSTRATEGIES THAT PRESSURE LOCAL JURISDICTIONS TO USE THEIR UNDERUTILIZED PUBLIC LAND PARCELS FOR THECREATION OF AFFORDABLE HOUSING. HOUSING IS CURRENTLY THE MAIN SETBACK THAT MANY COMMUNITIES INSAN MATEO COUNTY FACE, AND PUBLIC AGENCIES, THAT WORK FOR THE COMMUNITY, SHOULD HELP ADDRESSTHE SETBACK BY USING THEIR PUBLIC LAND FOR THE BENEFIT OF THOSE THAT NEED IT MOST.IN THE 2018-2019 FISCAL YEAR, HLC PARTNERED WITH LEGAL SERVICES AND PUBLIC INTEREST ORGANIZATIONSTO ORGANIZE SUPPORT FOR CALTRAIN TO ADOPT A POLICY THAT PRIORITIZES HOUSING ON ALL OF ITS SITES, THUS CREATING MUCH-NEEDED HOUSING IN THE MAIN PUBLIC TRANSIT HUBS IN SAN MATEO COUNTY. OUR ACTIONSPROVIDED INCENTIVE FOR CALTRAIN TO FINALLY PASS A SYSTEM-WIDE AFFORDABLE HOUSING POLICY, AS WEHAVE BEEN DEMANDING FOR YEARS.

PROGRAM: FUNDING FOR AFFORDABLE HOUSINGHLC ORGANIZES SUPPORT FOR MORE LOCAL FUNDING FOR AFFORDABLE HOUSING. FEDERAL FUNDS FOR HOUSINGARE PROJECTED TO DECREASE, SO HLC WORKS TO EDUCATE OUR LOCAL LEADERS ABOUT THE NEED FOR MOREFUNDS FOR HOUSING AND THE MANY PROPOSALS THAT COULD TAKE SHAPE WITH THE PROMISE OF FUNDING.ONE OF THE LARGEST CAMPAIGNS FOR THE 2018-2019 FISCAL YEAR WAS ADVOCATING FOR MEASURE K INSAN MATEO COUNTY. MEASURE K FUNDS HELPED LEVERAGE AND EXPAND THE REACH OF NOT ONLY FEDERALCOMMUNITY DEVELOPMENT BLOCK GRANT AND HOME SUBSIDIES, BUT ALSO OTHER AFFORDABLE HOUSINGFUND SOURCES, INCLUDING FUNDING FROM CITIES, AND OTHER STATE AND FEDERAL FUNDS. HLC HELPED PASSTHE BALLOT MEASURE IN NOVEMBER 2018 BUT WITHOUT THE SUPPORT OF THE COUNTY MANAGER. HLCCONTINUES TO MAKE THE CASE EVERY YEAR FOR MEASURE K FUNDING. WE UTILIZE A STRATEGY THATINCLUDES AN ANNUAL REPORT, AN ORGANIZING EFFORT, WORKING WITH THE MEDIA, AND LOBBYING. THIS EFFORTWAS SUPPORTED BY A CONSULTANT.
