NBSRA BY-LAWS ARTICLE 2 - PURPOSE: Educating, improving and maintaining a quality level of soccer officiating principally in and around the Northern Bay Area counties in California at the youth, senior and interscholastic levels. Providing training, development and upgrading education of 113 member officials.
