Organizations Filed Purposes:
ACCORDING TO THE AMENDED BYLAWS ADOPTED IN NOVEMBER 2015, THE PURPOSE OF DELARF SHALL BE TO SUPPORT MEMBER ORGANIZATIONS WORKING TO ENHANCE THE QUALITY OF LIFE FOR PEOPLE WITH DISABILITIES AND OTHER DISADVANTAGES. THE VISION OF THE ASSOCIATION IS TO CHANGE BUSINESS, POLITICAL, AND SOCIAL ENVIRONMENTS TO INCREASE OPPORTUNITIES FOR PEOPLE WITH DISABILITIES AND OTHER DISADVANTAGES TO LIVE, LEARN, AND WORK IN THE COMMUNITY. DELARF, THROUGH ITS MEMBER AGENCIES AND IN CONCERT WITH OTHER ORGANIZATIONS, WILL PURSUE THE REMOVAL OF PHYSICAL, ECONOMIC, AND SOCIAL BARRIERS SO THAT PERSONS WITH DISABILITIES AND OTHERS SEEKING INDEPENDENCE CAN ACHIEVE FULL AND PRODUCTIVE LIVES.
MEMBER/STATE GOVERNMENT RELATIONSHIPS: DELARF D/B/A AS THE ABILITY NETWORK OF DELAWARE (A.N.D.) HAS 38 MEMBER ORGANIZATIONS, ALL OF WHICH SERVE PEOPLE WITH DISABILITIES OR LIFE CHALLENGES LIVING IN THE STATE OF DELAWARE, INCLUDING PEOPLE WHO NEED TREATMENT FOR MENTAL HEALTH OR SUBSTANCE USE DISORDERS.
POLICY INFORMATION DISSEMINATION AND TRAINING: DELARF D/B/A A.N.D. CONTINUED TO PROVIDE INFORMATION SESSIONS TO STATE POLICY MAKERS REGARDING THE STATE BUDGET AND THE IMPACT OF MEMBERS' SERVICES ON THE LIVES OF DELAWAREANS WITH DISABILITIES. STAFF AND MEMBERS PROVIDED TESTIMONY DURING THE OFFICE OF MANAGEMENT AND THE BUDGET'S ANNUAL HEARINGS AND ALSO BEFORE THE GENERAL ASSEMBLY'S JOINT FINANCE COMMITTEE, AS WE DO EVERY YEAR. THESE STATEMENTS FOCUSED ON THE NEED FOR COMMUNITY-BASED SERVICES THAT SUPPORT INDIVIDUALS WITH DISABILITIES AND FOR APPROPRIATE TREATMENT FOR PEOPLE WITH TREATMENT NEEDS FOR MENTAL HEALTH OR SUBSTANCE USE DISORDERS. DELARF D/B/A A.N.D. STAFF OFFERED TRAINING SESSIONS TO MEMBER AGENCIES, AS WELL AS THEIR STAFF AND THE FAMILIES THEY SERVE, ON HOW TO ADVOCATE FOR AND BETTER SERVE THOSE THEY SUPPORT. WE WORKED DIRECTLY WITH FAMILIES SPEAKING UP ON THEIR REBRANDING AS A-TEAM DELAWARE.DELARF D/B/A A.N.D. ORGANIZED A MEMBER RETREAT IN OCTOBER 2018 DURING WHICH STATE LEGISLATORS AND THE TWO STATE AUDITOR CANDIDATES HAD CONVERSATIONS WITH MEMBER ORGANIZATIONS ABOUT OPERATIONAL ISSUES EXPERIENCED WITH THE TWO PRINCIPAL STATE AGENCIES THAT FUND SERVICES. DURING THE 2018 LEGISLATIVE SESSION, DELARF D/B/A A.N.D. WAS ABLE TO WORK WITH SENATOR BRYAN TOWNSEND AGAIN TO INTRODUCE AND PASS ONE PIECE OF LEGISLATION ON ADDICTIONS TREATMENT (SB 230). WE ALSO WORKED WITH REPRESENTATIVE MELANIE GEORGE SMITH TO INTRODUCE AND PASS TWO PROVISIONS IN THE STATE BUDGET (A STATE BUDGET PROVISION REQUIRING A RATE REBASING STUDY AND A STATE BUDGET PROVISION PROHIBITING DHSS FROM IMPLEMENTING MANAGED CARE FOR I/DD SERVICES WITHOUT A LEGISLATIVE REVIEW). WE WERE ALSO ABLE TO WORK WITH REP. SMITH TO PASS HB 104 (THE MCNESBY ACT, WHICH CAN BE FOUND AT HTTPS://WWW.MCNESBYACT.COM/) AND A RELATED 6.6% INCREASE IN FUNDING FOR THE DDDS RATE SYSTEM.
DELARF D/B/A A.N.D.'S STATE USE PROGRAM: IN JULY 2018, DELARF D/B/A A.N.D. WAS OFFICIALLY CERTIFIED AS THE STATE'S CENTRAL NONPROFIT AGENCY, WITH THE RESPONSIBILITY TO CREATE, MANAGE, AND PROMOTE THE SERVICE CONTRACTS ESTABLISHED WITH STATE AGENCIES AS DEFINED IN THE STATUTE. STATE USE CONTRACTS ARE NOT SUBJECT TO THE TRADITIONAL PROCUREMENT PROCESS, BUT RATHER ARE AWARDED THROUGH ACTION OF THE 7 VOTING MEMBERS OF A GOVERNOR-APPOINTED COMMISSION. 474 PEOPLE WERE EMPLOYED IN THREE SET-ASIDE CONTRACTS DURING FY 2018. WAGES EARNED DURING THIS REPORTING YEAR WERE $3,738,145, THEREBY REDUCING STATE AND FEDERAL ENTITLEMENT SPENDING THAT WOULD OTHERWISE BE BORNE BY THE TAXPAYERS TO SUPPORT PEOPLE WHO WOULD NOT HAVE JOBS OTHERWISE.
