Organizations Filed Purposes: THE KENTUCKY RESOURCES COUNCIL, INC. (KRC), IS KENTUCKY'S ONLY COMPREHENSIVE STATEWIDE ENVIRONMENTAL MONITORING, LEGAL AND STRATEGIC ASSISTANCE ORGANIZATION. KRC COMBINES SMART POLICY AND LEGAL ADVOCACY TO PROTECT THE COMMONWEALTH'S NATURAL RESOURCES AND ENSURE ENVIRONMENTAL JUSTICE FOR KENTUCKY'S MOST VULNERABLE PEOPLE AND COMMUNITIES.

PROVIDING INFORMATION, REPRESENTATION, ADVICE AND COUNSEL TO INDIVIDUALS, COMMUNITY ORGANIZATIONS, AND COMMUNITIES ON ISSUES RELATING TO NATURAL RESOURCES AND THE ENVIRONMENT, KRC'S MISSION IS TO PROMOTE LIVEABLE AND HEALTHY COMMUNITIES BY ENCOURAGING AND FACILITATING PUBLIC INVOLVEMENT IN ENVIRONMENTAL ISSUES AND BY PROTECTING NATURAL RESOURCES AND COMMUNITIES FROM NEEDLESS WASTE AND DESTRUCTION.

THE LARGEST PROGRAM SERVICE PROVIDED BY KRC WAS THAT OF THE ENVIRONMENTAL COMMUNITY AND DEFENSE. THIS PROGRAM PROVIDES FREE LEGAL ASSISTANCE AND REPRESENTATION TO THOSE LIVING DOWNWIND, DOWNSTREAM, AND DOWNHILL OF ENVIRONMENTAL PROBLEMS. KRC PROVIDES REPRESENTATION TO INDIVIDUALS WHO CANNOT AFFORD OR FIND REPRESENTATION, NON-PROFIT AND COMMUNITY ORGANIZATIONS, AND CIVIC GROUPS ON A RANGE OF ISSUES THAT PROMOTE ENVIRONMENTAL JUSTICE. IN FY2020, KRC ACCEPTED OVER 30 NEW LEGAL CASES AND PROVIDED LITIGATION ASSISTANCE FOR 21 SPECIFIC COUNTIES, AS WELL AS IMPACT LITIGATION TO PROTECT ALL OF KENTUCKY.

THE SECOND LARGEST PROGRAM AREA WAS THE CENTER FOR ENVIRONMENTAL POLICY. THIS PROGRAM DEVELOPS AND SUPPORTS PROACTIVE POLICIES AND PROPOSED LAWS AND ORDINANCES TO PROMOTE HEALTHY COMMUNITIES AND A HEALTHY ENVIRONMENT IN KENTUCKY. OFTEN, KENTUCKY'S ENVIRONMENTAL CHALLENGES CAN BE ADDRESSED THROUGH THE DEVELOPMENT OF SMART, RESPONSIBLE POLICIES AND MEASURES THAT CREATE SAFER COMMUNITIES. IN FY2020, KRC, PUBLISHED THREE SCHOLARLY ARTICLES TITLED "PLANNING, ZONING, AND HAZARDOUS LIQUIDS PIPELINES," "HOST AGREEMENTS 101, AND "ELECTRONIC WASTE: MAKING THE CASE FOR E-WASTE RECYCLING PROGRAMS." ADDITIONALY, KRC AUTHORED A MODEL SOLAR ZONING ORDINANCE AND ACCOMPANYING POLICY PAPER. CEP ALSO ENGAGED WITHIN THE LIMITS ESTABLSHED BY THE IRS, LIMITED LOBBYING REGARDING ENVIRONMENTAL AND ENERGY POLICY MATTERS, INCLUDING OPPOSING LANGUAGE THAT WOULD HAVE SIGNIFICANTLY EXPANDED CRIMINAL LIABILITY RELATING TO KEY INFRASTRUCTURE ASSETS. KRC ALSO PUBLISHED PUBLIC COMMENTS ON A NUMBER OF SUBJECTS INCLUDING SEPTIC PERMITTING, NET-METERING, AND REVISIONS TO KENTUCKY'S OIL AND GAS REGULATIONS.
