Organizations Filed Purposes: Promote government excellence by delivering superior procurement solutions for the benefit of the public.

Cooperative Purchasing - During the course of 2019, the ValuePoint purchasing cooperative facilitated the execution of over 400 statewide and 100 local participating addendums. Facilitated 29 in-person sourcing team meetings and had 458 volunteers participate in the administration of the cooperative contracts. Managed over 60 contracts with sales in all 50 states and the District of Columbia. Provided $407,832 to States to market their own in-state purchasing cooperatives. Provided States with no administrative fee contracts for public interest goods such as WIC Infant Formula and Body Armor.

Professional Development - NASPO offers a multi-faceted education platform for members and other state and local government procurement professionals. Procurement U provides training, publications, and certification exam support. NASPO also offers states a professional development fund to support the professional growth of state procurement professionals. During 2019, NASPO provided $1,362,159 in professional development funding to 49 states and the District of Columbia. The Board of Directors in 2019 designated a $27 million endowment for the continued investment in professional development for our members. Procurement U offered in-person learning sessions at each of our 9 major conferences and put on conferences specifically for State Training Coordinators, Academic partners, and State procurement lawyers. Provided over 141 educational sessions to 1,521 attendees. In 2019, NASPO released the 3rd Edition of State and Local Government Procurement: A Practical Guide. This edition added several new features including negotiations and quality assurance, as well expanded narratives on IT procurement, procurement planning, source selection methods, evaluation of bids and proposal, sustainable purchasing and contract management. Procurement U partnered with several nationally acclaimed universities to help develop curriculum around public procurement. As part of this initiative, NASPO offered 40 scholarships for an online public procurement course at an academic partner. We also produced the Academic Forum, a chance for our members to learn from the leading academics in the procurement field. To combat workforce shortages in states and help attract qualified candidates, NASPO created a summer internship program for states to participate in. This program has placed 30 students from 13 states in internships across the country. In 2019, NASPO co-hosted the second annual Executive Development Leadership Program with our academic partner, Michigan State University. NASPO sponsored the attendance of 24 attendees for an intensive multi-day leadership academy. Procurement U registrations for 2019 increased 10% to 2,275 and the Procurement U CPPO/CPPB Exam Prep Course registrations increased by 97%.

Supplier Development - Facilitating relationships between states and suppliers by providing forums for suppliers to network with states, develop strategies to meet the needs of each individual state, and learn about state requirements. During 2019, we brought together 303 business representatives and 47 states and the District of Columbia together to achieve a better public procurement process. This process included conferences, two supplier development workshops, and input from a supplier advisory council. It also included launching an online Supplier Academy to help educate businesses on how to successfully manage and market their state awarded contracts.
