Organizations Filed Purposes: THE MISSION OF NEW VISTA OF THE BLUEGRASS, INC. (NEW VISTA) IS TO ASSIST INDIVIDUALS AND FAMILIES IN THE ENHANCEMENT OF THEIR EMOTIONAL, MENTAL AND PHYSICAL WELL-BEING BY PROVIDING MENTAL HEALTH, SUBSTANCE ABUSE, AND INTELLECTUAL AND DEVELOPMENTAL DISABILITY SERVICES. WE RECOGNIZE OUR RESPONSIBILITY TO SERVE THOSE WHO HAVE LIMITED OPTIONS FOR MEETING THEIR NEEDS, WE PLAN WITH OUR COMMUNITIES, DEVELOP INNOVATIVE PROGRAMS TO RESPOND RAPIDLY TO NEEDS AND, AS APPROPRIATE, HELP INFLUENCE COMMUNITY PRIORITIES TO ENSURE THAT INDIVIDUAL AND COMMUNITY SERVICE GAPS ARE ADDRESSED.

TO ASSIST INDIVIDUALS AND FAMILIES IN THE ENHANCEMENT OF THEIR EMOTIONAL, MENTAL AND PHYSICAL WELL-BEING BY PROVIDING MENTAL HEALTH, SUBSTANCE ABUSE AND INTELLECTUAL AND DEVELOPMENTAL DISABILITY SERVICES.

MENTAL HEALTH (ADULT):NEW VISTA OF THE BLUEGRASS, INC. PROVIDES A WIDE RANGE OF ADULT MENTAL HEALTH SERVICES INCLUDING, GENERAL OUTPATIENT, JAIL TRIAGE, TARGETED CASE MANAGEMENT, HOUSING SUPPORT, ASSERTIVE COMMUNITY TREATMENT, PSYCHIATRIC SERVICES, EMERGENCY SERVICES, SUPPORTED EMPLOYMENT, AND THERAPEUTIC REHABILITATION. IN AN EFFORT TO MAXIMIZE ACCESS AS WELL AS BETTER SERVE THE HOMELESS POPULATION IN LEXINGTON, NEW VISTA OF THE BLUEGRASS, INC. HAS DEVELOPED A PEER OPERATED DROP-IN CENTER AND COMMUNITY SHOWER IN DOWNTOWN LEXINGTON AS WELL AS DEVELOP A SENIOR MANAGEMENT LEADERSHIP POSITION IN THE ORGANIZATION FOR COMMUNITY AND HOUSING SERVICES. PARTNERS FOR CHANGE OUTCOME MANAGEMENT SYSTEM (PCOMS) CONTINUES TO BE A TREATMENT APPROACH USED IN ALL OUTPATIENT SERVICES. STAFF DEVELOPMENT HAS FOCUSED ON ENHANCEMENT OF PCOMS, DIALECTICAL BEHAVIOR THERAPY, MOTIVATIONAL INTERVIEWING, ASSERTIVE COMMUNITY TREATMENT, PERMANENT SUPPORTIVE HOUSING, INDIVIDUALIZED PLACEMENT AND SUPPORT EMPLOYMENT, PERSON CENTERED PLANNING, COLLABORATIVE DOCUMENTATION, AND ILLNESS MANAGEMENT AND RECOVERY ALL OF WHICH ARE EVIDENCE BASED APPROACHES. COMPREHENSIVE TRAININGS HAVE BEEN DEVELOPED AND IMPLEMENTED TO SUPPORT EACH OF THESE INITIATIVES. THE ORIENTATION TRAINING PROGRAM INCLUDES A COMPREHENSIVE PACKAGE OF TRAINING DESIGNED TO ENHANCE STAFF COMPETENCIES IN ALL ASPECTS OF THEIR JOB INCLUDING DELIVERY OF EVIDENCE BASE PRACTICES.MENTAL HEALTH (CHILDREN):IN FY20 NEW VISTA OF THE BLUEGRASS, INC. CHILDREN'S SERVICES CONTINUED TO PROVIDE ACCESS TO TRADITIONAL FORMS OF SERVICES THROUGHOUT THE REGION IN THE FORM OF MEDICALLY NECESSARY OUTPATIENT, CASE MANAGEMENT AND PRESCRIBER SERVICES AS HAS HISTORICALLY BEEN THE CASE. NEW VISTA OF THE BLUEGRASS, INC. ALSO CONTINUED SCHOOL-BASED SERVICES IN MANY OF OUR COUNTIES. IN ADDITION, THROUGH CRISIS SERVICES, NEW VISTA OF THE BLUEGRASS, INC. WAS ABLE TO RESPOND PROMPTLY TO THE EMERGENCY AND CRISIS NEEDS OF CHILDREN, ADOLESCENTS, AND FAMILIES. CHILDREN AND FAMILIES WHO UTILIZED THIS SERVICE AS BOTH A STEP-DOWN TRANSITION FROM HOSPITALIZATION OR PLACEMENT SERVICES AS WELL AS A STEP UP IN SERVICES IF NEEDING A MORE INTENSIVE LEVEL OF CARE, IN EFFORTS TO PREVENT HOSPITALIZATION. NEW VISTA OF THE BLUEGRASS, INC. ALSO PROVIDED SERVICES THROUGH START (SOBRIETY TREATMENT AND RECOVERY TEAMS), A GRANT FUNDED PROGRAM IN COLLABORATION WITH THE KENTUCKY DEPARTMENT OF COMMUNITY BASED SERVICES (DCBS). THROUGH THIS PROGRAM, NEW VISTA OF THE BLUEGRASS, INC. PROVIDED A SERVICE COORDINATOR WHO ASSESSED FAMILIES WHO WERE REFERRED TO DCBS AND WERE AFFECTED BY SUBSTANCE MISUSE, DETERMINED SERVICE NEEDS AND MADE REFERRALS FOR THOSE SERVICES. NEW VISTA OF THE BLUEGRASS, INC. CONTINUED TO PROVIDE HIGH FIDELITY WRAPAROUND. EFFORTS WERE ONGOING TO EDUCATE THE COMMUNITY AND NEW VISTA OF THE BLUEGRASS, INC. STAFF ABOUT THE BENEFITS OF THE PROGRAM. NEW VISTA OF THE BLUEGRASS, INC. CONTINUED TO WORK WITH DCBS ON WHAT WAS PREVIOUSLY CALLED THE SAFESPACE PROJECT. NEW VISTA OF THE BLUEGRASS, INC. COMPLETED CHILD AND ADOLESCENT NEEDS AND STRENGTHS (CANS) ASSESSMENTS ON DCBS-REFERRED CHILDREN. NEW VISTA OF THE BLUEGRASS, INC. HAD IDENTIFIED STAFF WHO WERE TRAINED AND CERTIFIED TO COMPLETE THE CANS ASSESSMENTS ON CHILDREN REFERRED BY DCBS AS PART OF THE PROJECT. NEW VISTA OF THE BLUEGRASS, INC. ALSO INCREASED THE NUMBER OF YOUTH PEER SUPPORT SPECIALISTS AND WAS ABLE TO GROW IN PROVIDING THIS SERVICE IN MULTIPLE LOCATIONS AND SAW INCREASED ENGAGEMENT THROUGH THE BENEFITS OF THIS SERVICE. THE EARLY CHILDHOOD MENTAL HEALTH SPECIALIST AND EARLY CHILDHOOD CONSULTANT WORKED TIRELESSLY THROUGHOUT THE YEAR TO PROVIDE TRAINING, CONSULTATION, AND TREATMENT TO CHILDREN BIRTH-5.NEW VISTA OF THE BLUEGRASS, INC. CONTINUED TO IMPLEMENT FIRST EPISODE PSYCHOSIS (IHOPE) PROGRAMMING. STAFF PROVIDED AN ARRAY OF SERVICES TO INDIVIDUALS WHO HAD RECENTLY BEEN IDENTIFIED AS AT-RISK FOR OR EXPERIENCING PSYCHOSIS, MANY OF WHOM WERE IN THEIR TEENS OR WERE TRANSITION AGED YOUTH.NEW VISTA OF THE BLUEGRASS, INC. PARTNERED WITH THE FOSTERING SUCCESS PROGRAM AND PROVIDED OPPORTUNITIES FOR YOUTH IN THIS PROGRAM TO GAIN WORK EXPERIENCE AND PRACTICAL SKILLS IN THE WORKPLACE THROUGH THE FOSTERING SUCCESS SUMMER EMPLOYMENT PROGRAM. THESE YOUTH RECEIVED WORK EXTENSIONS THROUGH THE PROGRAM. THIS HAS BEEN A SUCCESSFUL ENDEAVOR IN PROVIDING OPPORTUNITIES FOR TRANSITION AGED YOUTH WITH EXPERIENCE IN THE FOSTER CARE SYSTEM TO BE ABLE TO MOVE TOWARDS INDEPENDENT LIVING. NEW VISTA OF THE BLUEGRASS, INC. HAS CONTINUED ITS EFFORTS TO BE MORE TRAUMA INFORMED AND HAS TRAINED STAFF IN TRAUMA INFORMED CARE. NEW VISTA OF THE BLUEGRASS, INC. ALSO PROVIDED TRAUMA-INFORMED CARE TRAININGS FOR SCHOOLS AND OTHER COMMUNITY PARTNERS TO INCREASE EDUCATION AND AWARENESS. AS NEW VISTA, THE AGENCY WILL CONTINUE TO LOOK FOR OPPORTUNITIES TO GROW AND STRENGTHEN SERVICES FOR THE CHILDREN, ADOLESCENTS AND FAMILIES IN OUR COMMUNITIES.

IDD SERVICES: NEW VISTA OF THE BLUEGRASS, INC. SERVES AS THE PRIMARY ASSESSMENT ENTITY FOR ALL INDIVIDUALS SEEKING THE MICHELLE P. WAIVER, A MEDICAID FUNDED PROGRAM, WITHIN OUR REGION. THIS SYSTEM INCLUDES ALL INITIAL ASSESSMENTS, AS WELL AS ANNUAL RE-CERTIFICATIONS FOR CONTINUED SERVICES. NEW VISTA OF THE BLUEGRASS, INC. CONTINUES TO PROVIDE INTELLECTUAL AND DEVELOPMENTAL DISABILITIES MEDICAID WAIVER CASE MANAGEMENT TO INDIVIDUALS ACCESSING TRADITIONAL SERVICES, AND SUPPORT BROKERAGE TO INDIVIDUALS WHO RECEIVE PARTICIPANT DIRECTED SERVICES. THE MEDICAID WAIVERS INCLUDE SUPPORTS FOR COMMUNITY LIVING, MICHELLE P, ACQUIRED BRAIN INJURY AND ACQUIRED BRAIN INJURY - LONG TERM CARE. NEW VISTA OF THE BLUEGRASS, INC. IDD SERVICES CONTINUE TO FOCUS ON THE NEEDS OF INDIVIDUALS WITH CO-OCCURRING BEHAVIORAL HEALTH NEEDS. NEW VISTA OF THE BLUEGRASS, INC. HAS A 24-HOUR, 7 DAY A WEEK CRISIS RESPONSE SYSTEM THAT ASSISTS INDIVIDUALS WITH RECEIVING SUPPORT IN THE LEAST RESTRICTIVE ENVIRONMENT AND PREVENTING IN-PATIENT HOSPITALIZATION. NEW VISTA OF THE BLUEGRASS, INC. IDD SERVICES ALSO PROVIDES EVALUATORS TO RESPOND TO ALL 202B PETITIONS FOR INVOLUNTARY ADMISSION TO AN INTERMEDIATE CARE FACILITY THAT ARE PRESENTED IN THE NEW VISTA OF THE BLUEGRASS, INC. REGION. NEW VISTA OF THE BLUEGRASS, INC. ALSO CONTINUES TO PROVIDE INITIAL EVALUATION AND PRIMARY SERVICE COORDINATION UNDER THE POINT OF ENTRY FOR THE FIRST STEPS PROGRAM. THIS PROGRAM SERVES CHILDREN BIRTH TO 3 YEARS OF AGE, WHO ARE AT RISK OF DISABILITY, OR HAVE A DISABILITY.NEW VISTA OF THE BLUEGRASS, INC. PROVIDES AN ARRAY OF SERVICES TO INDIVIDUALS WITH IDD THROUGH THE COMMUNITY MENTAL HEALTH CENTER CONTRACT. THESE SERVICES INCLUDE: CASE MANAGEMENT AND PERSONAL ASSISTANCE SERVICES TO INDIVIDUALS WHO ARE ON WAIT LISTS FOR MEDICAID WAIVERS; PERSONAL ASSISTANCE AND SPECIALIZED SERVICES COORDINATION IN NURSING FACILITIES THROUGH PASRR; AND FINANCIAL AND TECHNICAL SUPPORT TO AFFILIATE PROVIDERS OF IDD SERVICES WITHIN THE REGION. THE SUPPORT PROVIDED TO AFFILIATES ASSISTS WITH INCREASING THE AVAILABILITY OF SERVICES THROUGHOUT THE REGION.

SUBSTANCE USE DISORDER SERVICES:NEW VISTA OF THE BLUEGRASS, INC. CONTINUES TO DELIVER A BROAD CONTINUUM OF SUBSTANCE USE DISORDER (SUD) SERVICES FOR ADULTS INCLUDING EDUCATION AND PREVENTION, CASE MANAGEMENT, PEER SUPPORT, INTENSIVE OUTPATIENT, GENERAL OUTPATIENT, MEDICATION ASSISTED TREATMENT, AND SHORT-TERM RESIDENTIAL TREATMENT. SUD SERVICES ARE ALSO PROVIDED FOR ADOLESCENTS AND INCLUDE EDUCATION AND PREVENTION, UNDERAGE DUI INTERVENTION, GENERAL OUTPATIENT AND FAMILY COUNSELING, AND CASE MANAGEMENT. SUD SERVICES HAVE CONTINUED TO EXPAND OVER THE LAST YEAR BY INCREASING THE AVERAGE CENSUS IN OUR SHORT-TERM RESIDENTIAL TREATMENT PROGRAM AND MEDICATION ASSISTED TREATMENT PROGRAM (NARCOTICS ADDICTION PROGRAM). NEW VISTA HAS ALSO ADDED INTENSIVE OUTPATIENT SERVICES WITH ROOM AND BOARD. NEW VISTA OF THE BLUEGRASS, INC. HAS ALSO DEVELOPED AND IMPLEMENTED SPECIALIZED PROGRAMS THAT ADDRESS OPIATE ADDICTION WITH ADULTS. THE NEW VISTA RECOVERY SERVICES FOR WOMEN FOCUSES ON PREGNANT AND POST-PARTUM WOMEN WHO HAVE AN OPIATE USE DISORDER AND PROVIDES PEER SUPPORT, CASE MANAGEMENT, MEDICATION ASSISTED TREATMENT, AND INTENSIVE COLLABORATION WITH COMMUNITY PARTNERS. OUTPATIENT SUD SERVICES HAVE EXPANDED TO SERVE ALL AGE CLIENTS WITH A PRIMARY DIAGNOSIS OF SUD. THE SERVICES, OUTREACH, RESOURCES, AND TRAINING TEAM PROJECT FOCUSES ON INDIVIDUALS WHO HAVE AN OPIATE USE DISORDER AND A CO-EXISTING HEALTH CONDITION SUCH AS HIV, HEPATITIS C, OR ENDOCARDITIS. THIS PROJECT IS BASED IN ONE OF OUR MORE RURAL HUBS AND INCLUDES CARE COORDINATION, TRAINING, OUTREACH, AND COLLABORATION WITH AN EMPHASIS ON HEALTH DEPARTMENTS, HOSPITALS, PRIMARY CARE PRACTICES, AND JAILS. THE BLUEGRASS REGIONAL PREVENTION CENTER (RPC) CONTINUES TO PROVIDE TRAINING AND RESOURCES, THROUGH TWO SPECIALIZED STATEWIDE POSITIONS, ON UNDERAGE DRINKING AND FETAL ALCOHOL SPECTRUM DISORDERS. NEW VISTA CONTINUES TO WORK CLOSELY WITH THE KENTUCKY DEPARTMENT OF CORRECTIONS AS WELL AS KENTUCKY DRUG COURT AND THE U.S. PROBATION OFFICE TO PROVIDE TREATMENT SERVICES FOR ADULTS WITH SUBSTANCE USE DISORDERS THROUGHOUT OUR REGION.
