THE LOUISVILLE DOWNTOWN DEVELOPMENT CORPORATION (DDC) IS A PRIVATE, NON-PROFIT 501(C)(3) ORGANIZATION DEDICATED TO THE LONG TERM ECONOMIC HEALTH OF DOWNTOWN LOUISVILLE AND REPRESENTS THE COMMUNITY'S CIVIC AND BUSINESS LEADERSHIP. SINCE 1988, DDC HAS PLAYED A CRUCIAL ROLE IN BRINGING TOGETHER BOTH THE PUBLIC AND PRIVATE SECTORS AS PARTNERS IN DOWNTOWN LOUISVILLE'S REDEVELOPMENT AND LONG TERM PLANNING, WITH DDC SERVING AS THE LEAD ENTITY IN THE DEVELOPMENT AND IMPLEMENTATION OF THE DOWNTOWN MASTER PLAN.
ECONOMIC DEVELOPMENT: IN SUPPORT OF THE DOWNTOWN MASTER PLAN, DDC'S CORE MISSION IS TO PROMOTE THE ECONOMIC DEVELOPMENT OF DOWNTOWN LOUISVILLE IN COLLABORATION WITH PRIVATE AND PUBLIC PARTNERS, THEREBY MAKING THE CENTRAL BUSINESS DISTRICT (CBD) A DYNAMIC ENVIRONMENT FOR BUSINESSES, VISITORS AND RESIDENTS. IN 2019, DDC'S SIGNIFICANT ECONOMIC DEVELOPMENT ACTIVITIES INCLUDED:- THE BOURBON DISTRICT: CONTINUED SUPPORT AND PROGRAMMING OF THE DISTRICT, INCLUDING INSTALLATION OF DESTINATION SIGNAGE FOR THE OPENING OF RABBIT HOLE DISTILLERY. DDC ALSO LAUNCHED THE BOURBONISM.COM WEBSITE, WHICH SERVES AS A SINGLE POINT OF ENTRY FOR ALL OF THE DISTILLERIES AND RELATED ATTRACTIONS WITHIN THE DISTRICT. IN COLLABORATION WITH OUR PARTNERS, DDC CREATED A PLAN FOR ENHANCED STREETSCAPE FEATURES FOR THE DISTRICT, INCLUDING NEW POLE BANNERS AND WAYFINDING SIGNAGE TO BE INSTALLED IN EARLY 2020.- WASHINGTON STREET ENTERTAINMENT DESTINATION CENTER: IN PARTNERSHIP WITH NEIGHBORING BUSINESS OWNERS AND METRO LOUISVILLE GOVERNMENT, DDC HELPED PLAN AND SEEK LEGISLATIVE APPROVAL FOR A NEW ENTERTAINMENT DISTRICT BEHIND HISTORIC WHISKEY ROW WHICH WOULD PROVIDE FOR PERIODIC CLOSURE OF THE STREET FOR SPECIAL EVENTS AND EVENTS AT THE KFC YUM! CENTER AND THE KENTUCKY INTERNATIONAL CONVENTION CENTER. THIS IS AN IMPORTANT STEP IN THE ACTIVATION OF THE STREET IN SUPPORT OF THE WASHINGTON STREET MASTER PLAN.- SOUTH 4TH STREET STREETSCAPE PROJECT: COMPLETION OF THE FINAL PHASE OF THE STREETSCAPE IMPROVEMENTS ALONG THE 600 BLOCK OF SOUTH 4TH STREET WAS UNVEILED IN MAY, FEATURING "LOVE IN THE STREET" POETRY STAMPED INTO THE NEW SIDEWALKS. THE PROJECT FOCUSED ON ENHANCEMENTS TO PARKING, THE TREE CANOPY, LIGHTING AND THE OVERALL PEDESTRIAN EXPERIENCE.- HOMELESSNESS AND PANHANDLING ENGAGEMENT: DDC CONTINUED TO WORK WITH NUMEROUS PUBLIC, NON-PROFIT AND PRIVATE PARTNERS TO DEVELOP STRATEGIES TO ADDRESS THE COMPLEX ISSUES SURROUNDING HOMELESSNESS AND PANHANDLING IN THE URBAN CORE, INCLUDING PARTICIPATION IN THE UNIVERSITY OF LOUISVILLE STREET HOMELESSNESS STUDY.- MASTER PLANNING: IN 2019, DDC PARTICIPATED IN PRELIMINARY WORK FOR TWO NEW MASTER PLANS IMPACTING DOWNTOWN LOUISVILLE. THE BROADWAY MASTER PLAN IS A RE-ENVISIONING AND REVITALIZATION OF THE ENTIRE BROADWAY CORRIDOR, AND THE EAST URBAN CORE MASTER PLAN WILL ADDRESS THE LONG-TERM SUCCESS OF THE EDGE NEIGHBORHOODS OF BUTCHERTOWN AND PHOENIX HILL AND THE CONNECTIVITY OF THE NEW SOCCER STADIUM TO THE CBD. - PROFESSIONAL COLLABORATION: DDC WORKS CLOSELY WITH MANY PARTNERS TO SHARE BEST PRACTICES AND SEEK UNIQUE SOLUTIONS TO THE COMPLEX ISSUES ENCOUNTERED BY DOWNTOWNS ACROSS THE NATION. THIS INCLUDES FOSTERING DEEP RELATIONSHIPS WITH ORGANIZATIONS SUCH AS LOUISVILLE FORWARD, METRO GOVERNMENT'S OFFICE OF RESILENCE AND COMMUNITY SERVICES, GREATER LOUISVILLE INC. (GLI), LOUISVILLE TOURISM, LEADERSHIP LOUISVILLE, THE KENTUCKY DERBY FESTIVAL, THE INTERNATIONAL DOWNTOWN ASSOCATION (IDA), THE HEALTH ENTERPRISE NETWORK (HEN), THE NATIONAL MAIN STREET ASSOCIATION, THE URBAN LAND INSTITITUE, THE INTERNATIONAL COUNCIL OF SHOPPING CENTERS (ICSC), THE CONGRESS FOR THE NEW URBANISM (CNU), THE KENTUCKY CHAMBER, VENTURE CONNECTORS, AND MANY OTHERS. - CONGRESS FOR THE NEW URBANISM (CNU): AS PART OF THE HOST COMMITTEE, AND AFTER MORE THAN A YEAR OF PLANNING, DDC WELCOMED OVER 1,600 URBAN PROFESSIONALS TO LOUISVILLE IN JUNE FOR CNU'S ANNUAL CONGRESS. EVERY CNU CONGRESS FOCUSES ON LEGACY PROJECTS IN THE HOST CITY, WHICH INCLUDED WORK ON IMPROVING THE CONNECTIVITY BETWEEN DOWNTOWN AND THE EAST PORTLAND NEIGHBORHOOD.- DEVELOPMENT FACILITATION: DDC IS THE PRIMARY SOURCE OF MARKET AND DEMOGRAPHIC RESEARCH DATA WHICH HELPS DEVELOPERS MAKE SOUND INVESTMENT DECISIONS IN THE CBD AND EDGE NEIGHBORHOODS. DDC ALSO MANAGES THE DOWNTOWN HOUSING ASSISTANCE (DHA) AND THE DOWNTOWN COMMERCIAL LOAN FUND (DCLF), WHICH PROVIDE CRITICAL GAP FINANCING FOR DEVELOPMENT PROJECTS IN DOWNTOWN AND ITS CORE NEIGHBORHOODS. IN 2019, DCLF HELPED FUND THE "CHURCH KEY" PROJECT, A $5.5M ADAPTIVE RE-USE OF A HISTORIC CHURCH PROPERTY ON EAST MARKET STREET.- 2019 GRANTS/ALLOCATIONS TO OTHERS: $15,250 TO THE CONGRESS FOR THE NEW URBANISM IN SUPPORT OF CNU 27, $10,000 TO TARC IN SUPPORT OF THE FREE DOWNTOWN CIRCULATOR, AND $3,125 TO GLI IN SUPPORT OF THE COMMUNITY MARKETING INITIATIVE.
SUPPORT SERVICES: SERVING AS AN HONEST BROKER FOR DOWNTOWN, DDC SUPPORTS A VARIETY OF PROJECTS IN COLLABORATION WITH LOCAL AND STATE GOVERNMENT AS WELL AS PRIVATE SECTOR PARTNERS. ADDITIONALLY, DDC SUPPORTS A VARIETY OF NON-PROFITS AND DOWNTOWN ORGANIZATIONS TO FACILITATE UNIQUE EVENTS AND PROGRAMS THROUGHOUT THE CBD.- BUSINESS IMPROVEMENT DISTRICT (BID) MANAGEMENT: THROUGH AN AGREEMENT WITH THE LOUISVILLE DOWNTOWN MANAGEMENT DISTRICT (LDMD), DDC ADMINISTERS AND OPERATES THE DOWNTOWN LOUISVILLE BID WHICH PROVIDES SERVICES SUPPLEMENTAL TO THOSE PROVIDED BY METRO LOUISVILLE WITHIN THE BOUNDARIES OF THE DISTRICT. THESE SERVICES INCLUDE DAILY CLEANING OF THE DOWNTOWN RIGHT OF WAY, SAFETY AND HOSPITALITY PATROLS, GRAFFITI ABATEMENT, BEAUTIFICATION PROGRAMS AND PUBLIC ART PROJECTS.- JEFFERSON TECHNICAL COMMUNITY COLLEGE (JCTC) SUPPORT: IN 2019, DDC PARTNERED WITH JCTC TO PROVIDE DEDICATED SAFETY ESCORTS ALONG BROADWAY AND FIRST STREET FOR THE COLLEGE'S STUDENTS, STAFF AND VISITORS. - COMMUNITY SUPPORT: THROUGHOUT THE YEAR, DDC PROVIDED OPERATIONAL AND ADMINISTRATIVE SUPPORT FOR A NUMBER OF ORGANIZATIONS ACTIVE IN DOWNTOWN LOUISVILLE, INCLUDING THE ANNUAL VETERAN'S DAY PARADE, THE SOUTH 4TH STREET DISTRICT ASSOCIATION, AND THE LOUISVILLE DOWNTOWN RESIDENTS' ASSOCIATION. DDC IS ALSO ACTIVE IN THE PRESERVATION OF THE HISTORIC DERBY CLOCK PENDING IDENIFICATION OF A NEW LOCATION FOR THE LANDMARK.- 2019 GRANTS/ALLOCATIONS TO OTHERS: $30,992 IN SUPPORT OF THE VETERANS' DAY PARADE IN DOWNTOWN LOUISVILLE AND $750 IN SUPPORT OF THE LOUISVILLE DOWNTOWN RESIDENTS ASSOCIATION.
MARKETING, COMMUNICATIONS & EVENTS: A VITAL ROLE OF DDC IS TO PROMOTE THE VIBRANCY OF DOWNTOWN LOUISVILLE THROUGH EFFECTIVE MARKETING OF DOWNTOWN ATTRACTIONS AND EVENTS, OFTEN IN PARTNERSHIP WITH LOUISVILLE TOURISM, LOUISVILLE METRO AND MANY GENEROUS COMMUNITY SPONSORS.- DOWNTOWN EVENTS: IN THE FALL OF 2019, DDC HOSTED THE "STATE OF THE DOWNTOWN", A PERIODIC UPDATE ABOUT THE HEALTH AND PERCEPTIONS OF DOWNTOWN AND ITS ROLE IN THE GREATER COMMUNITY. THIS YEAR'S EVENT FOCUSED ON WHAT MAKES DOWNTOWN LOUISVILLE UNIQUE AMONG ITS PEER CITIES AND FEATURED AN ADDRESS FROM THE PRESIDENT AND CEO OF THE INTERNATIONAL DOWNTOWN ASSOCIATION. DDC AND ITS PARTNER ORGANIZATIONS CONTINUED TO CELEBRATE DIA DE MUERTOS (DAY OF THE DEAD) WITH A FESTIVAL ALONG SOUTH 4TH STREET. DDC ALSO ORGANIZED THE ANNUAL DOWNTOWN LIVING TOUR, A SHOWCASE OF AVAILABLE RESIDENTIAL OFFERINGS IN THE CBD. IN ADDITION TO SPONSORING EVENTS, DDC PROVIDED SUPPORT FOR MOST EVENTS TAKING PLACE DOWNTOWN BY ASSISTING WITH PERMITING AND COORDINATION WITH LOUISVILLE METRO.- REPURPOSED: IN 2019 DDC PARTNERED WITH THE PARKING AUTHORITY OF RIVER CITY (PARC) TO ACTIVATE A VACANT SPACE IN THE HEART OF MUSEUM ROW ALONG WEST MAIN STREET. FRONTED BY THE PRESERVED FACADES OF FOUR HISTORIC BUILDINGS, THIS SPACE OFFERS A UNIQUE OUTDOOR AREA FOR EVENTS AND OTHER COMMUNITY ACTIVITIES. DDC WILL PROMOTE AND MANAGE "REPURPOSED" WHILE SEEKING GRANTS AND COMMUNITY SUPPORT TO EXPAND ITS UTILITY AS AN OUTDOOR VENUE. - MARKETING OF DOWNTOWN: DDC HELPS DIRECT THE MARKETING OF DOWNTOWN LOUISVILLE TO DRAW MORE VISITORS, GUESTS AND RESIDENTS TO THE CBD THROUGH ITS LEADERSHIP OF THE DOWNTOWN JOINT MARKETING & EVENTS COMMITTEE, A WORKING GROUP OF DOWNTOWN ORGANIZATIONS WHICH HELPS COORDINATE ALL SIGNIFICANT DOWNTOWN EVENTS. DDC ALSO PARTICIPATED IN GLI'S COMMUNITY MARKETING PROJECT WHICH DIRECTS THE MARKETING OF LOUISVILLE ON A REGIONAL AND NATIONAL LEVEL.- COMMUNICATIONS: ONE OF THE CHALLENGES OF THE RAPID GROWTH OF DOWNTOWN LOUISVILLE ARE TRAFFIC DISRUPTIONS CREATED BY CONSTRUCTION AND UTILITY WORK. TO HELP WORKERS, RESIDENTS AND GUESTS BETTER NAVIGATE DOWNTOWN, DDC CREATED A UNIQUE, INTERACTIVE TRAFFIC MAP ON ITS WEBSITE WHICH PROVIDES NEAR REAL-TIME INFORMATION ON ROAD CLOSURES AND OTHER POTENTIAL TRAFFIC ISSUES. THE TRAFFIC MAP IS SUPPORTED BY FREQUENT EMAIL TRAFFIC ALERTS COMMUNICATING EMERGING DISTRUPTIONS AS THEY HAPPEN.- 2019 GRANTS/ALLOCATIONS TO OTHERS: $2,500 TO THE WATERFRONT DEVELOPMENT CORPORATION'S 4TH OF JULY CELEBRATION AT WATERFRONT PARK.
