A RELATED ORGANIZATION CONDUCTING, SUPPORTING AND FACILITATING EDUCATIONAL AND RESEARCH ACTIVITIES ABROAD FOR TRUSTEES OF TUFTS COLLEGE

TUFTS GLOBAL, INC. (TGI) FUNCTIONS TO SUPPORT AN INTERNATIONAL INFRASTRUCTURE FOR THE BENEFIT OF ITS PARENT ENTITY AND SUPPORTED ORGANIZATION, TRUSTEES OF TUFTS COLLEGE (TUFTS). OPERATIONALLY, TGI CONTINUES TO FUNCTION AS AN AFFILIATE TO TUFTS AND HAS EXECUTED ON ITS MISSION-RELATED SERVICES FOR TUFTS FOREIGN US AID GRANT ACTIVITIES. FROM A FINANCIAL PERSPECTIVE THE TGI FIELD LOCATIONS CONTINUE TO INCUR LOCAL, IN-COUNTRY GRANT-RELATED COSTS TO STAY OPERABLE IN THE COURSE OF THE SUPPORTIVE MISSION-RELATED ACTIVITIES. THIS RELATIONSHIP ALLOWS FOR INTERCOMPANY AFFILIATE CROSS-CHARGES FOR SUCH COSTS. DURING THE FISCAL YEAR THERE ARE ADMINISTRATIVE BILLINGS BY TGI FOR WHICH TUFTS CREATES REIMBURSEMENTS TO TGI FOR THESE LOCALLY INCURRED GRANT-RELATED COSTS. DURING FY20, FROM A LOCALITY AND FOOTPRINT PERSPECTIVE, TGI CONTINUED TO MAINTAIN TWO SEPARATE BUSINESS OFFICE REGISTRATIONS OUTSIDE OF THE UNITED STATES FOR THE BENEFIT OF TUFTS. THE FIRST OFFICE, WHICH CONTINUES TO BE LOCATED IN KAMPALA, UGANDA, OPERATES AS AN ACTIVE AND FULLY-FUNCTIONAL, ON-THE-GROUND OFFICE. A SECOND BUSINESS REGISTRATION IS CURRENTLY MAINTAINED AND RECOGNIZED WITHIN KENYA. THE KENYA REGISTRATION HAD BEEN DORMANT AND KEPT OPERABLE FOR BOTH CORPORATE, BANKING AND TAX COMPLIANCE PURPOSES. DURING THE FISCAL YEAR, TUFTS WAS ABLE TO RAMP-UP WHILE AVOIDING ADMINISTRATIVE DELAYS AND QUICKLY RESTARTED ACTIVITIES TO PILOT A NEW KENYA RESEARCH GRANT PROGRAM. UGANDA RESEARCH GRANT ACTIVITIES: AS A RESULT OF MAINTAINING AN ON-GOING, 5-YEAR, US-AID FUNDED GRANT, CALLED KARAMOJA RESILIENCE SUPPORT UNIT (KRSU), THIS PROJECT HAD TRANSITIONED TO A SUCCESSOR PROJECT KNOWN AS THE KARAMOJA RESILIENCE SUPPORT UNIT II (KRSUII). THE KRSU II PROJECT EMPHASIZED THE USE OF EXISTING AND NEW EVIDENCE TO GUIDE POLICY AND PROGRAMMING IN KARAMOJA AND CONTINUES TO WORK VERY CLOSELY WITH THE GOVERNMENT OF UGANDA (GOU) TO STRENGTHEN THEIR CAPACITY FOR COORDINATION. THE OVERALL ACHIEVEMENT OF THE PROJECTS SERVED THREE MAIN OBJECTIVES: 1.TURNING EVIDENCE INTO ACTION BY GENERATING AND DISSEMINATING NEW AND PRE-EXISTING EVIDENCE TO INFORM THE LOCAL GOVERNMENT, DONORS, PARTNERS AND USAID, AND OTHER STAKEHOLDERS AS WELL AS GUIDE DEVELOPMENT PLANNING AND DELIVERY IN KARAMOJA. 2.PROMOTE AND FOSTER COLLECTIVE ACTION BY SUPPORTING COORDINATION OF GOU AND OTHER PARTNERS AS WELL AS SUPPORT AND PROMOTE NETWORKING AMONG KARAMOJA-BASED AGENCIES. 3.BROADEN SUPPORT TO THE MINISTRY OF KARAMOJA AFFAIRS (MFKA) TO BETTER COORDINATE WITH DISTRICT AND SUB-COUNTRY LEADERSHIP TO OPERATIONALIZE THE KARAMOJA INTEGRATED DEVELOPMENT PLAN III (KIDP). THIS FURTHER DRIVES KRSU II TO WORK TO ENHANCE THE GOU'S CAPACITY TO ASSUME COORDINATION AND A ROLE TRANSFER TO THEM, AS APPROPRIATE. ADDITIONALLY, THE KRSU II PROJECT ADMINISTERED A SURVEY THIS YEAR WITH A RANGE OF STAKEHOLDERS WHICH HIGHLIGHTED KEY AREAS OF STRENGTHS THAT NEEDED FURTHER ENHANCEMENTS AS WELL AS IDENTIFIED A LIST OF PRIORITY LEARNING PRODUCTS. THE TERMS OF REFERENCE OF THE REVIEW OF KIDPS AND DESIGN OF KIDP3 WERE OFFICIALLY APPROVED BY MFKA. THE KRSU II TEAM ALSO PROVIDED TECHNICAL SUPPORT TO REVIEW THE CURRENT PHASE OF THE PLAN KIDP2 AND ROLLOUT OF KIDP3. MOREOVER, THE KRSU II TEAM ACTIVELY ENGAGED BOTH ON-LINE AND IN PERSON TECHNICAL CONVERSATIONS WITH SEVERAL STAKEHOLDERS INCLUDING, BUT NOT LIMITED TO, USAID UGANDA LEARNING ACTIVITY; USAID DFSA WITH MERCY CORPS AND CRS; AND USAID UGANDA REGIONAL COORDINATION INITIATIVE. DURING THE SAME REPORTING PERIOD KRSU CONDUCTED A RAPID ASSESSMENT OF THE IMPACT OF COVID-19 ON THE LIVELIHOOD OF PEOPLE IN THE REGION, FOOD AND NUTRITION SECURITY AS WELL AS ACCESS TO ECONOMIC AND SOCIAL SERVICES. OTHER ACHIEVEMENTS WHILE ADHERING TO GOU STANDARD OPERATING PROCEDURES INCLUDED, RECRUITMENT OF PROJECT STAFF, CONDUCTING ASSESSMENTS, MEETINGS, ADMINISTERED ONLINE SURVEYS, CONTINUED COORDINATION MEETINGS WITH DONORS AND OTHER PARTNERS ON-LINE, AS WELL AS REMOTELY SUPPORTING PROGRAM ACTIVITIES THROUGH GUIDANCE TO ON-GOING FIELD ASSESSMENTS AND REVIEW OF RESEARCH PAPERS FOR PUBLISHING. FINALLY, THE KRSU II WEBSITE WAS FURTHER DEVELOPED AND HAS BECOME A VALUABLE RESOURCE FOR DEVELOPMENT PARTNERS AS WELL AS LOCAL AND INTERNATIONAL RESEARCHERS. AS WELL, FROM THE RAPID ASSESSMENT OF COVID-19 IMPACTS IN KARAMOJA, A TECHNICAL REPORT WAS DEVELOPED AND DESCRIBED MAJOR KEY FINDINGS, RECOMMENDATIONS AND ASSESSMENTS FROM THE IMPACT OF THE CORONAVIRUS AND RESTRICTIONS IN THE KARAMOJA SUB-REGION OF UGANDA. ALL OF WHICH WAS BASED ON THE FIELD ASSESSMENTS IN AMUDAT, MOROTO AND ABIM DISTRICTS. SEPARATELY, AS PART OF ANOTHER UGANDAN GRANT, THE "APOLOU ACTIVITY", IN ASSOCIATION WITH THE FEINSTEIN INTERNATIONAL CENTER (FIC) AT THE FRIEDMAN SCHOOL OF NUTRITION SCIENCE AND POLICY AT TUFTS UNIVERSITY, CONTINUES TO CARRY OUT MIXED-METHODS RESEARCH OVER FIVE YEARS IN FIVE SUB-DISTRICTS OF KARAMOJA. A KEY OBJECTIVE OF THIS STUDY HAS BEEN TO UNDERSTAND HOW THE MONETIZATION AND COMMODIFICATION OF THE ECONOMY IN KARAMOJA HAS IMPACTED THE LOCAL POPULATION. A SECOND OBJECTIVE OF THE STUDY HAS BEEN TO UNDERSTAND HOW THE INTENSITY OF INTERVENTIONS IMPLEMENTED BY MERCY CORPS (A/K/A LAYERING) MAY INFLUENCE ASPECTS OF LIVELIHOODS AND ECONOMIC ENGAGEMENT OF BENEFICIARIES IN KARAMOJA. THE RESEARCH CONSISTS OF BASELINE, MID-LINE AND END-LINE QUANTITATIVE DATA COLLECTION, AS WELL AS A QUALITATIVE COHORT STUDY FOCUSED ON YOUTH EXPERIENCES. A GENDER ANALYTICAL LENS IS APPLIED TO ALL ASPECTS OF RESEARCH DESIGN AND ANALYSIS. THROUGHOUT THE YEAR, THE FIC TEAM FINALIZED, PUBLISHED AND DISSEMINATED THE QUANTITATIVE AND QUALITATIVE REPORTS ARISING FROM DATA COLLECTION DURING Q3 & Q4 OF 2018; IDENTIFIED LESSONS LEARNED FOR FUTURE IMPLEMENTATION; BEGAN WRITING PROFILES, RENEWING PERMISSIONS FROM RELEVANT UGANDAN BODIES AND INITIATED LOGISTICAL PREPARATIONS INCLUDING HIRING ENUMERATORS. THE TEAM ALSO HIRED A GRADUATE STUDENT AT TUFTS UNIVERSITY TO SUPPORT ONGOING WORK AS A RESEARCH ASSISTANT. OTHER ACHIEVEMENTS INCLUDED TRAINING NEW MEMBERS, IMPLEMENTING THE MID-LINE OF THE SURVEY ALONG WITH QUALITATIVE INTERVIEWS IN ALL STUDY DISTRICTS. THE FIC TEAM ALSO CONCLUDED THE QUALITATIVE AND QUANTITATIVE DATA COLLECTION (TRANSCRIPTION AND CLEANING) FOR THE MID-LINE RESEARCH THAT BEGAN IN Q4 OF 2019. THEREAFTER, FIC THEN CONDUCTED TRAINING ON DEDOOSE SOFTWARE FOR QUALITATIVE DATA CODING TO ALL RESEARCH TEAM MEMBERS. LASTLY, USING THE COLLECTED INFORMATION, THE TEAM COLLABORATIVELY CONDUCTED ANALYSIS AND BEGAN DRAFTING BRIEFING PAPERS FROM THE QUANTITATIVE DATA AS WELL AS ENGAGED IN CONTINGENCY PLANNING BASED ON THE CORONAVIRUS SHUTDOWNS. KENYA RESEARCH GRANT ACTIVITIES: IN FY20, A NEW RESEARCH GRANT IN KENYA WAS FUNDED WITH AN OBJECTIVE OF PROVIDING SUPPORT TO NAWIRI PARTNERS IN VARIOUS FUNCTIONS. THE EFFORT WAS COMPRISED OF ASSISTING WITH THE DETAILED DESIGN OF THREE PROPOSED PILOTS. 1. INTEGRATED MANAGEMENT OF ACUTE MALNUTRITION (IMAM) SURGE, 2. GRADUATION PILOT, AND 3. TRIALS OF IMPROVED PRACTICES (TIPS) ON TRADITION PRESERVATION TECHNIQUES. THIS INCLUDED SUMMARY SCOPES OF WORK (SOW) FOR TWO OF THESE PILOTS TO FOOD FOR PEACE. THE KENYA RESEARCH GRANT ALSO PROVIDED TECHNICAL SUPPORT TO NAWIRI PARTNERS ON DEVELOPING SOW'S FOR AN INSTITUTIONAL CAPACITY BUILDING ASSESSMENT, A MARKET SYSTEMS ASSESSMENT AND A GENDER ANALYSIS. THE RESEARCH EFFORT ALSO FINALIZED A SCREENCAST ON THE PARTICIPATORY EPIDEMIOLOGY (PE) APPROACH WITH THE COUNTY GOVERNMENTS OF ISIOLO AND MARSABIT. THE PROPOSED PE STUDY WILL NOW HELP TO BETTER UNDERSTAND THE SEASONALITY AND DRIVERS OF ACUTE MALNUTRITION FROM THE PERSPECTIVES OF LOCAL COMMUNITIES IN THE PROJECT COUNTIES. FURTHER, TO HELP INFORM THE SAMPLING FOR NAWIRI RESEARCH ACTIVITIES, TERMS OF REFERENCE WERE DRAFTED FOR A DATA ANALYSIS EXERCISE TO MAP OUT MALNUTRITION HOTSPOTS IN ISIOLO AND MARSABIT COUNTIES. KENYATTA UNIVERSITY WAS ENGAGED TO CARRY OUT THE ANALYSIS. ALSO, TUFTS UNIVERSITY INSTITUTIONAL REVIEW BOARD (IRB) APPROVED A STAKEHOLDER SURVEY TO BE CARRIED OUT AND A REPORT COMPLETED ON FINDINGS TO SHARE WITH CRS FOR DISSEMINATION: THE OBJECTIVES OF THE SURVEY INCLUDED: (1) IDENTIFYING STAKEHOLDER ORGANIZATIONS, INSTITUTIONS AND INDIVIDUALS AS A PLATFORM FOR PROMOTING STAKEHOLDER OUTREACH AND PARTICIPATION (2) IDENTIFYING THE TYPE OF INVOLVEMENT OR INFLUENCE DIFFERENT STAKEHOLDERS HAVE ON ACUTE MALNUTRITION (3) REVIEWING STAKEHOLDER KNOWLEDGE OF ACUTE MALNUTRITION IN THE KENYAN ARID AND SEMIARID LANDS (ASAL'S) AND THEIR UNDERSTANDING OF ITS ROOT CAUSES (4) REVIEWING CURRENT AND POTENTIAL STRATEGIES FOR ADDRESSING ACUTE MALNUTRITION BASED ON THEIR VIEWS (5) PROMOTING WIDER AWARENESS AND SUPPORT FOR NAWIRI. LASTLY, TUFTS LED A NATURAL RESOURCE MANAGEMENT (NRM) DESK STUDY AND FINALIZED THE RECRUITMENT OF KENYATTA UNIVERSITY TO CARRY OUT THE DATA ANALYSIS EXERCISE TO MAP OUT MALNUTRITION HOTSPOTS IN ISIOLO AND MARSABIT COUNTIES. AN ACTIVITY THAT WILL INFORM THE SAMPLING FOR NAWIRI RESEARCH ACTIVITIES AND TARGETING FOR THE PROPOSED PILOTS.
