Organizations Filed Purposes: TO PROVIDE SERVICES TO LOW INCOME INDIVIDUALS TO EMPOWER PEOPLE IN NEED THROUGH MOBILIZING AND DEVELOPING COMMUNITY RESOURCES BY CREATING OPPORTUNITIES FOR SUCCESS IN BIG HORN, CARBON, STILLWATER, SWEET GRASS, AND YELLOWSTONE COUNTIES.

Energy Programs - This service group provides weatherization, utility payment assistance and education to qualified participants. Utility assistance consists of 1) eligibility for Montanas energy share program - approximately $279,619 in utilities were provided to 625 households. Additionally 2) LIEAP heat utility payments, energy education and credit counseling, and crisis intervention for heating emergencies - approximately $2,744,979 in utilities was paid for 3,183 households and portions of these households received other conservation services. Approximately 3,183 homes received energy education. Weatherization services increased heating efficiency and reduce utility bills for low income eligible participants through approximately $726,161 in insulating; door, window and furnace repair and replacement. An estimated 119 eligible homes were assisted or 236 people.

Employment Assistance - This service group provides job training, readiness, placement, retention and case management services designed to address barriers to education, employment and self sufficiency success. Tanf and food stamp recipients and eligible youth receive these services to assist them in entering and staying in the work place. Service estimates included 1,251 enrollments, 239 positive case resolutions and $86,877 in direct supportive services for welfare recipients. There were 36 case resolutions from 211 participants, and $8,669 in direct supportive services for food stamp recipients. Approximately $53,079 in wages were provided to 23 youth engaging in employment training opportunities. In addition to work place assistance, and $5,114 in direct supportive services. Intensive case management targeted towards completion of education and involvement community service activities. Fifty-three students received over 2,225 hours of tutoring for hi-set/ged testing.

Emergency Food and Housing - This service group provides housing, food and other emergency services to eligible recipients. Transitional living services helped homeless pregnant and /or parenting youth ages 18-21 in a safe living environment. Housing services consist of counseling, emergency payments, and housing placement services to assist low income and homeless populations. Approximately, 250 individuals completed certified homebuyer education, 253 individuals received homebuyer pre-purchase counseling, and 24 individuals received rental counseling. Volunteers donated 176 hours during the year. Housing programs aided 238 households (406 individuals) in receiving section 8 housing valued at $872,446. Approximately $247,769 was provided to 99 households in the form of housing payments and supportive services to assist clients in maintaining or moving into permanent housing. Thirty-nine households received deposit assistance totaling $34,307. Harmony house served 17 pregnant and parenting youth. The participants received $1,465 in direct supportive services and $14,275 in rent payments. Family forwards served 70 participants which were able to obtain/maintain housing. Food assistance is provided through the distribution of food to eligible families living on the crow Indian reservation. Monthly, food commodities were distributed to approximately 485 individuals or 217 crow tribe families for a total annual value of $169,024.
