To promote and defend the rights of children and youth to safe, stable homes, quality education and healthcare, and a voice in decisions that affect their lives.
This past year Pegasus was invited to participate in the planning committee to form a specialized court for Indian Children in the Second Judicial District. This court is designed to follow the Indian Child Welfare Act (ICWA) for Indian children in state foster care. In January, 2020, the court opened and Pegasus has been representing these children as Guardian ad Litem. Additionally, we expanded our representation of children in the Pueblos in New Mexico. We continued our work with the Pueblo of Isleta and expanded our work to represent children on the Pueblo of Santa Ana.We continued our work into systematic change for all children in New Mexico. In March we settled a groundbreaking class action lawsuit on behalf of all children in New Mexico foster care. The changes include developing a trauma informed, trauma responsive system, providing appropriate screening for all children, protecting Indian Children, and providing appropriate placement in the least restricted and most connected environment.Pegasus has been able to increase our education work including: 1) school discipline reform by filing special education due process complaints on behalf pf children with disabilities; 2) ensuring equal access to education by representing students seeking access to public charter schools; 3) ensure student due process rights in discipline hearing by representing scores of students at regular education discipline hearing; and 4)collaborating with Access to Justice Commission, CYFD Juvenile Probation. Additionally, Pegasus increased legal services to rural parts of New Mexico.
