Organizations Filed Purposes: NOC's mission is to fight poverty by empowering people through education, health screening, work force deveolpment and community development.

Through its flagship education program (preschool, after school, and summer programs NOC served more than 500 children at its 6 Learning Centers (2 in HHI, 2 in Bluffton, and 2 in downtown Beaufort), in low-income neighborhoods in Beaufort County. Each Learning Center which is easily accessible, is equipped with computer technology and provides a safe learning environment for children. Parents are directly involved and teachers from public schools and volunteers provide timely homework support and tutoring to children, mainly Hispanics and African Americans More than 95% of these children show progress in math and reading on the schools' standardized tests. NOC provides this important service, in partnership with the School District, at a cost of less than $1000.00 per child per year.

Through its health screenings in low income neighborhoods, NOC in partnership with the Beaufort Memorial Hospital, Volunteers in Medicine, DEHEC, screened more than 150 people in 2019 for hypertension, diabetes, HIVAIDS, breast cancer, prostate cancer, and dental hygiene. The screenings have benefited more than 2,000 people since 2008.

NOC's social events provide platforms in low-income neighborhood for building communities through social activities and networking. NOC involves churches and civic organizations to foster better relationships among communities. In 2019, NOC social events benefited more 2,500 people.
