Organizations Filed Purposes: Cornerstone Community Action provides people and communities with opportunities for training and education, rent and utility assistance, outreach services, child care services, and housing rehabilitation to promote self-sufficiency.

The Comprehensive Energy Assistance Program is funded through the Texas Department of Housing and Community Affairs. This Program allows CTO to assist individuals and families with monthly utility bills such as electricity, natural gas, propane, and wood. The amount of assistance is income based and varies for each household served. Priority is given to households that are comprised of disabled individuals, elderly individuals age 60 and older, and households with small children 5 years of age or younger. . Additionally, the Energy Assistance Program also allows assistance to households in crisis. If a disconnection notice is received the client may be eligible to receive assistance to eliminate the threat of disconnection. The household crisis program can also assist eligible clients with energy efficient heating and cooling appliances, and/or repairs to existing units. . On average, CTO serves over 2,500 individuals through the Energy Assistance Program and over 645 individuals through the Household Crisis Program.

Central Texas Opportunities is funded for the Home Investment Partnerships Program (HOME) by the Texas Department of Housing and Community Affairs. Through the HOME Program, CTO administers the Tenant Based Rental Assistance Program and the Homebuyers Assistance Program. . The Tenant Based Rental Assistance Program assists eligible households with a rental subsidy for up to 24 months. Also to assist clients with the high costs involved in moving, the TBRA Program could help with security and utility deposits. Ultimately the program is designed to help the clients achieve self- sufficiency by the time their rental subsidy term ends. . The Homebuyers Assistance Program provides eligible homebuyers with up to $20,000 of down payment and closing cost assistance. Additionally, if there are modifications that are deemed necessary to be made, the client could receive up to $20,000 for completion.

Opportunities Head Start provides comprehensive child development and social services to low-income families with young children from prenatal up to five years of age. In 2019, the program served over 400 low-income infants, preschoolers, and toddlers from the community. With respect to its Head Start 0-5 program, innovative partnerships have been established with local school districts to provide ISD teachers in the classroom, services to children with disabilities, facility and land space, and transportation services. Head Start also has significantly benefited from donated utilities, land, and buildings from cities, counties and civic groups. Additionally, countless volunteer hours and donated supplies have been contributed by numerous community members and local businesses.
