Organizations Filed Purposes: TO PROVIDE LEADERSHIP IN THE DEVELOPMENT AND COORDINATION OF COMMUNITY STRATEGIES TO PREVENT AND END HOMELESSNESS IN HOUSTON, HARRIS COUNTY AND FT. BEND COUNTY.

THE COALITION FOR THE HOMELESS OF HOUSTON/HARRIS COUNTY IS A PRIVATE, NON- PROFIT ORGANIZATION WHOSE MISSION IS TO PROVIDE LEADERSHIP IN THE DEVELOPMENT AND IMPLEMENTATION OF COMMUNITY STRATEGIES TO PREVENT AND END HOMELESSNESS.

PROJECT MANAGEMENT: THE COALITION FOR THE HOMELESS HAS DEVELOPED AND MANAGES IMPORTANT PROGRAMS WHICH IMPACT STAKEHOLDERS AND HOMELESS INDIVIDUALS DIRECTLY. THE COALITION SERVES AS THE LEAD AGENCY TO THE HOUSTON/PASADENA/HARRIS COUNTY/FORT BEND COUNTY/MONTGOMERY COUNTY CONTINUUM OF CARE (COC), KNOWN LOCALLY AS THE WAY HOME. THIS INCLUDES STAFFING THE COC STEERING COMMITTEE AND WORKGROUPS, MANAGING THE ANNUAL POINT-IN-TIME HOMELESS COUNT, SUBMITTING THE ANNUAL COLLABORATIVE APPLICATION FOR FEDERAL FUNDING FOR ALL LOCAL AGENCIES, AND IMPLEMENTING AND MANAGING COORDINATED ACCESS. THE COALITION ALSO MANAGES HOMELESS COURT WHICH HOMELESS INDIVIDUALS CAN ACCESS THROUGH THEIR CASE MANAGERS. THE COALITION ALSO MANAGES FEDERAL, STATE, AND LOCAL GRANTS FROM BOTH GOVERNMENT AND PRIVATE FUNDERS ON BEHALF OF THE COC SYSTEM WITH FUNDS FLOWING THROUGH THE COALITION TO APPROVED PARTNER AGENCIES FOR DELIVERY OF SPECIFIC PROGRAMS.

RESEARCH: THE COALITION FOR THE HOMELESS OF HOUSTON/HARRIS COUNTY SERVES AS THE REPOSITORY OF KNOWLEDGE ABOUT HOMELESSNESS SERVICES AND RELATED ISSUES IN THE HOUSTON AREA BY SERVING AS THE LEAD AGENCY OF THE HOMELESS MANAGEMENT INFORMATION SYSTEM (HMIS), AND THROUGH PERFORMANCE MEASUREMENT ACTIVITIES. THE HMIS IS THE MASTER DATABASE USED TO RECORD AND TRACK SERVICES AND HOUSING OPTIONS PROVIDED TO HOMELESS INDIVIDUALS. WE USE HMIS DATA TO IDENTIFY SERVICE GAPS AND TO MONITOR OUR PROGRESS TOWARD ENDING HOMELESSNESS. WE ALSO CREATE AND PUBLISH PERFORMANCE MEASUREMENT DASHBOARDS THAT COMPARE PERFORMANCE ON BEHALF OF THE LARGER SYSTEM. THESE DASHBOARDS PRESENT DATA AS IT IS ENTERED INTO HMIS AND COMPARES IT TO NATIONAL TARGETS SET BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), AS WELL AS LOCAL TARGETS SET BY OUR COMMUNITY OF HOMELESS RESPONSE SERVICE PROVIDERS. THESE DASHBOARDS ALLOW OUR SYSTEM TO TRACK ITS PROGRESS, MONITOR OUR STEADY STATE WHEN GOALS ARE REACHED, AND BE TRANSPARENT IN ALL THAT IS DONE.

SYSTEM CAPACITY BUILDING AND PUBLIC EDUCATION: THE COALITIONS SYSTEM CAPACITY BUILDING PROGRAM AIMS TO INCREASE THE CAPACITY OF OUR SYSTEM TO SERVE HOMELESS INDIVIDUALS THROUGH NETWORKING, PROVIDER TRAINING, AND TECHNICAL ASSISTANCE. NETWORKING ACTIVITIES ALLOW SERVICE PROVIDER STAFF THE OPPORTUNITY TO SHARE RESOURCES, LEARN NEW SKILLS, AND CONTINUE THEIR COLLABORATIVE EFFORTS. PROVIDER TRAINING OPPORTUNITIES (BOTH LIVE AND VIA THE WEB) TEACH SYSTEM STAFF EVIDENCE-BASED BEST PRACTICES AND ALLOW THEM AN OPPORTUNITY TO BUILD STRONGER NETWORKS AS THEY BEGIN TO COLLABORATE MORE FREQUENTLY. TECHNICAL ASSISTANCE IS UTILIZED BY SPECIFIC AGENCIES WHICH ARE UNDERGOING SIGNIFICANT PROGRAM AREA CHANGES, AND PROVIDES TARGETED HELP TO PROGRAMS NEEDING TO IMPROVE THEIR PERFORMANCE. THE COALITION ALSO SERVES AS THE VOICE OF AND FOR THE HOMELESS POPULATION THROUGH NUMEROUS PUBLIC EDUCATION AND GOVERNMENT RELATIONS ACTIVITIES. WE HOST MULTIPLE CONSUMER INPUT FORUMS THROUGHOUT THE YEAR WHERE THOSE INDIVIDUALS CURRENTLY EXPERIENCING HOMELESSNESS ARE INVITED TO SHARE THEIR THOUGHTS AND REACTIONS TO THE SYSTEM CHANGE HAPPENING IN OUR COMMUNITY. WE ENGAGE OUR PARTNERS THROUGH TRAINING OPPORTUNITIES ON TOPICS SUCH AS HOW TO COMMUNICATE EFFECTIVELY AND COHESIVELY AS A SYSTEM, AND SERVE AS REPRESENTATIVES OF THE WAY HOME FOR MEDIA OPPORTUNITIES. FURTHER, WE PROVIDE REGULAR UPDATES TO KEY AUDIENCES THROUGH MULTIPLE ELECTRONIC NEWS BRIEFINGS. THE COALITION ENGAGES WITH ELECTED OFFICIALS AND STAFF AT THE LOCAL, STATE AND FEDERAL LEVEL ON ISSUES IMPACTING THE WAY HOME AND ITS EFFECTIVENESS AT SOLVING HOMELESSNESS.
