Organizations Filed Purposes: UTAH COMMUNITY ACTION'S MISSION IS TO EMPOWER INDIVIDUALS, STRENGTHEN FAMILIES, AND BUILD COMMUNITIES THROUGH SELF-RELIANCE AND EDUCATION PROGRAMS

UTAH COMMUNITY ACTION PROVIDES SERVICES DESIGNED TO ASSIST INCOME ELIGIBLE FAMILIES AND INDIVIDUALS ON THE PATH TOWARDS SELF-RELIANCE. THE AGENCY SERVES OVER 50,000 INDIVIDUALS EACH YEAR THROUGH SIX DISTINCT PROGRAMS: HEAD START, ADULT EDUCATION, CASE MANAGEMENT & HOUSING SERVICES, HEAT ENERGY ASSISTANCE, WEATHERIZATION, AND NUTRITION.HEAD START PROVIDES HIGH QUALITY EARLY CHILDHOOD EDUCATION AND CARE FOR OVER 2,000 VULNERABLE CHILDREN AGES 0-5. HEAD START PROVIDES HIGH QUALITY EARLY CHILDHOOD EDUCATION AND PROMOTES SCHOOL READINESS THROUGH EDUCATION, HEALTH, SOCIAL/EMOTIONAL AND FAMILY WELL-BEING WHILE ENGAGING PARENTS AS PARTNERS EVERY STEP OF THE WAY. EARLY HEAD START CHILD CARE PARTNERSHIP PROGRAM BRINGS TOGETHER THE BEST OF EARLY HEAD START AND CHILDCARE THROUGH PARTNERSHIPS TO PROVIDE COMPREHENSIVE AND CONTINUOUS SERVICES TO LOW-INCOME INFANTS, TODDLERS AND THEIR FAMILIES. IN FISCAL YEAR 2020, HEAD START SERVED 2,569 CHILDREN AND 2,238 FAMILIES, WHICH IS EQUIVALENT TO 3.93% OF INCOME ELIGIBLE CHILDREN IN THE STATE OF UTAH. OF THESE CHILDREN, 90% MET INCOME-BASED ELIGIBILITY STANDARDS (129% OF POVERTY GUIDELINES). EARLY HEAD START CHILDCARE PARTNERSHIPS SERVED 99 CHILDREN IN 92 FAMILIES.

CASE MANAGEMENT & HOUSING SERVICES FOCUS ON ASSISTING INDIVIDUALS AND FAMILIES IN ACHIEVING SELF-RELIANCE THROUGH HOLISTIC CASE MANAGEMENT. CLIENTS RECEIVE ASSISTANCE DESIGNED TO STABILIZE HOUSING AND ENGAGE WITH OUR STAFF TO MAINTAIN AND IMPROVE EMPLOYMENT, ACCESS EDUCATIONAL OPPORTUNITIES, AND ENSURE HEALTH AND WELL-BEING. IN FISCAL YEAR 2020, 3,796 INDIVIDUALS WERE SERVED (1,309 FAMILIES, 869 DISABLED AND 185 SENIORS). 292 HOUSEHOLD RECEIVED DEPOSIT ASSISTANCE, 709 HOUSEHOLDS RECEIVED RENTAL ASSISTANCE, AND 3 HOUSEHOLDS RECEIVED UTILITY ASSISTANCE. IN ADDITION, TO CASE MANAGEMENT AND HOUSING SERVICES, UCA PROVIDES THE COORDINATED INTAKE FOR THE HOMELESS SYSTEM IN SALT LAKE COUNTY. UCA BEGAN PROVIDING DIVERSION SERVICES IN 2015 AT THE MIDVALE FAMILY SHELTER AND HAS EXPANDED TO PROVIDE ALL DIVERSION SERVICES FOR THE 3 NEW HOMELESS RESOURCES CENTERS OPENED IN 2019 AS WELL AS THE MIDVALE FAMILY SHELTER AND AT THE WEIGAND DAY CENTER. FOR CLIENTS FOR WHOM DIVERSION IS NOT AN OPTION, UCA PROVIDES INTAKE INTO THE HOMELESS RESOURCE CENTERS. UCA OPERATES A HOMELESS COORDINATED PHONE LINE WHICH PROVIDES LIVE BED LOCATION, HOMELESSNESS RESOURCES AND INFORMATION FOR THE COUNTY.ADULT EDUCATION PROVIDES CLIENTS WITH THE OPPORTUNITY TO EARN THEIR GED OR HIGH SCHOOL DIPLOMA, OBTAIN ENGLISH SKILLS THROUGH ESL COURSES, SEEK JOB SKILLS THROUGH OUR SAUT CULINARY ARTS TRAINING PROGRAM AND OUR ACHIEVE! FINANCIAL ASSET BUILDING PROGRAM, OR RECEIVE POST-SECONDARY EDUCATION INCLUDING CHILD DEVELOPMENT ASSOCIATE ("CDA") AND REFERRALS TO APPLIED TECHNOLOGY DEGREE PROGRAMS. IN FY20, 71% OF THE CDA PARTICIPANTS RECEIVED THEIR CHILD DEVELOPMENT ASSOCIATE CERTIFICATION, SURPASSING OUR GOAL OF 40%. IN SAUTE, 80% OF THE STUDENTS WHO COMPLETED THE COURSE RECEIVED THEIR SERVSAFE CERTIFICATION. IN ENGLISH AS A SECOND LANGUAGE CLASSES, PARTICIPANTS MADE 48 LEVEL GAINS, COMPARED TO OUR GOAL OF 36. IN GED 73% OF STUDENTS MADE LEVELS AND/OR RECEIVED THEIR DIPLOMAS. OUR NEW IN-HOUSE ACHIEVE! FINANCIAL ASSET BUILDING PROGRAM SERVED 56 CLIENTS TO DATE.HEAT (HOME ENERGY ASSISTANCE TARGET) IS A FEDERALLY FUNDED UTILITY ASSISTANCE PROGRAM DESIGNED TO HELP LOW-INCOME FAMILIES PAY THEIR ENERGY COSTS AND EDUCATE THEM ON ENERGY CONSERVATION TO DECREASE THEIR BILLS YEAR-ROUND. CRISIS ASSISTANCE IS AVAILABLE TO THOSE WHO QUALIFY. PRIORITY IS GIVEN TO THE ELDERLY, DISABLED AND FAMILIES WITH CHILDREN 5 AND UNDER. DURING THE 2019-2020 SEASON, HEAT ASSISTED 22,047 HOUSEHOLDS, DISTRIBUTING $9.5M IN UTILITY BENEFITS AND OVER $360K IN CRISIS ASSISTANCE. THE HEAT PROGRAM AVERAGES 175 HOME VISITS EACH YEAR IN SERVICE OF HOMEBOUND INDIVIDUALS, TYPICALLY THOSE WHO ARE ELDERLY, DISABLED OR HAVE SEVERE HEALTH LIMITATIONS.NUTRITION PROGRAMMING ASSISTS INDIVIDUALS AND FAMILIES RANGING FROM INFANTS TO THE ELDERLY. SERVICES ARE COMPREHENSIVE AND INCLUDE HEAD START MEAL PRODUCTION, OUR SUMMER FOOD SERVICE PROGRAM, COMMUNITY FOOD & RESOURCE CENTERS (PANTRIES), AND OUR PARTNERSHIP WITH SALT LAKE COUNTY TO PROVIDE FOOD SERVICES AT THE MILLCREEK, MIDVALE, AND DRAPER CAFES. THROUGH OUR HEAD START CENTRAL KITCHEN, WE SERVED 403,975 MEALS, WHICH PROVIDE OUR HEAD START CHILDREN AND OTHER CHILDREN IN THE COMMUNITY WITH 2/3 OF THEIR DAILY NUTRITIONAL VALUE. IN FISCAL 2020, OUR SUMMER FOOD PROGRAM SERVED OVER 98,372 MEALS TO HUNGRY CHILDREN AGES 0-18 AND OUR COMMUNITY FOOD & RESOURCE CENTERS PROVIDED 14,582 FOOD BOXES TO LOW-INCOME FAMILIES.

THE WEATHERIZATION PROGRAM IS A FEDERAL FUNDED PROGRAM THAT IMPROVES THE SAFETY AND ENERGY EFFICIENCY OF HOMES FOR INCOME ELIGIBLE HOUSEHOLDS IN SALT LAKE, TOOELE, WEBER, MORGAN, AND DAVIS COUNTIES. WEATHERIZED HOMES SAVE AN AVERAGE OF $285 PER YEAR IN HOME ENERGY COSTS. THIS EQUALS A 35% AVERAGE ENERGY COST REDUCTION PER HOME. IN 2020, 139 HOMES RECEIVED WEATHERIZATION SERVICES AND 143 HOUSEHOLDS RECEIVED CRISIS ASSISTANCE TO REPAIR OR REPLACE FURNACE, AIR CONDITIONERS AND WATER HEATERS. IN 2020, 87 CHILDREN UNDER THE AGE OF SIX, 139 DISABLED INDIVIDUALS AND 159 ELDERLY CLIENTS BENEFITED FROM THE SERVICES DELIVERED BY THIS PROGRAM.
