Organizations Filed Purposes:
The Better Boundaries campaign aims to create a more responsive, transparent and accountable redistricting process. Better Boundaries intends to address the problem of gerrymandering in Utah through a redistricting ballot initiative for the 2018 election. This process will entail a citizen petition drive to gather enough signatures to get the issue on the 2018 ballot. The initiative will modify the current system of redistricting by establishing an independent redistricting commission and prescribing redistricting standards and requirements. This improved system will reinforce our democracy by making our elected officials more accountable, increasing the competitiveness of our elections, reducing polarization, and strengthening voter participation and civic engagement.
The Better Boundaries campaign is committed to bringing people of all political persuasions together to protect Utah from the harmful effects of gerrymandering. The Utah Constitution provides that "all political power is inherent in the people." Better Boundaries establishes a reasonable process for addressing the risk of gerrymandering. It will create an independent redistricting commission that will take a first crack at drawing our political boundaries. Commissioners will be appointed by the Governor and state legislative leadership. To promote impartiality, the commissioners can't be elected officials, lobbyists, candidates for office, or others with a personal interest in the outcome. When drawing the maps, the commission must adhere to common-sense standards that are designed to curb gerrymandering. Those standards include keeping communities of interest together, and not using incumbent addresses and partisan data.
