VITL'S MISSION FOR THE VERMONT HEALTH INFORMATION EXCHANGE (VHIE) IS FOCUSED ON DATA, PARTICULARLY STRATEGIES TO ENSURE THAT ACCURATE AND SECURE DATA IS DELIVERED IN THE MOST EFFICIENT, EFFECTIVE AND USEFUL MANNER. (CONTINUES ON SCHEDULE O) (CONTINUES FROM FORM 990, PART III, LINE 1) THIS MEANS DELIVERING DATA NOT ONLY TO PROVIDERS AT THE POINT OF CARE, BUT ALSO TO HEALTH CARE ORGANIZATIONS, PAYERS AND OTHERS ENGAGED IN REFORMING THE DELIVERY OF HEALTH CARE IN OUR STATE.OUR VISION IS TO SEAMLESSLY INTEGRATE INTO THE DELIVERY OF HEALTH CARE, VALUE-ADDED PRODUCTS AND SERVICES THAT ENHANCE THE QUALITY, ACCESSIBILITY AND AFFORDABILITY OF HEALTH CARE IN THE STATE OF VERMONT.
VITL OPERATES THE VERMONT HEALTH INFORMATION EXCHANGE, WHICH ENABLES THE ELECTRONIC AND SECURE SHARING OF HEALTH-RELATED INFORMATION ACROSS HEALTH CARE ORGANIZATIONS IN THE STATE.
VITL IS THE LEGISLATIVELY DESIGNATED OPERATOR OF THE VERMONT HEALTH INFORMATION EXCHANGE (VHIE). AS DEFINED BY THE OFFICE OF THE NATIONAL COORDINATOR OF HEALTH INFORMATION TECHNOLOGY, ELECTRONIC HEALTH INFORMATION EXCHANGE (HIE) ALLOWS DOCTORS, NURSES, PHARMACISTS, OTHER HEALTH CARE PROVIDERS AND PATIENTS TO APPROPRIATELY ACCESS AND SECURELY SHARE A PATIENT'S VITAL MEDICAL INFORMATION ELECTRONICALLYIMPROVING THE SPEED, QUALITY, SAFETY AND COST OF PATIENT CARE.THROUGHOUT THE FISCAL YEAR THAT ENDED JUNE 30, 2020, THE TEAM AT VITL CONTINUED TO MAINTAIN VERMONT HEALTH INFORMATION EXCHANGE (VHIE) AVAILABILITY, EXPAND DATA ACCESS AND QUALITY, AND PROVIDE REPORTING TO STAKEHOLDERS. (CONTINUES ON SCHEDULE O)VITL ENABLES PARTICIPATING HEALTH CARE ORGANIZATIONS TO SUBMIT AND RECEIVE PATIENT HEALTH DATA TO AND FROM THE VHIE. - VITL RECEIVES DATA FROM OVER 245 HEALTH CARE ORGANIZATIONS, INCLUDING ADMISSION, DISCHARGE AND TRANSFER MESSAGES, CONTINUITY OF CARE DOCUMENTS, LAB, RADIOLOGY, AND PATHOLOGY REPORTS, IMMUNIZATION MESSAGES, AND HOME HEALTH DATA; - VITL DELIVERS DATA TO APPROXIMATELY 200 ORGANIZATIONS THROUGH A PROVIDER PORTAL (VITLACCESS) OR INTERFACES INTO ELECTRONIC HEALTH RECORDS; - VHIE DATA SUPPORTS PUBLIC HEALTH AND REGISTRIES, THE BLUEPRINT FOR HEALTH, ONECARE VERMONT, AND THE VERMONT CHRONIC CARE INITIATIVE.DURING THE FISCAL YEAR, VITL LED THE SUCCESSFUL TRANSITION TO AN OPT-OUT CONSENT POLICY, WHICH RESULTED IN SIGNIFICANTLY MORE DATA BEING AVAILABLE FOR PROVIDERS AND PARTNERS. THE TRANSITION INVOLVED A ROBUST PUBLIC EDUCATION CAMPAIGN INCLUDING A WEBSITE, RADIO, AND SOCIAL MEDIA, AS WELL AS EDUCATION MATERIALS TO USE AT IN PERSON AND TELEHEALTH APPOINTMENTS. VITL ALSO BEGAN IMPLEMENTATION OF THE COLLABORATIVE SERVICES PROJECT, WHICH ESTABLISHES A FOUNDATION FOR A SHARED HEALTH INFORMATION TECHNOLOGY INFRASTRUCTURE TO SUPPORT THE VERMONT HEALTHCARE ECOSYSTEM, INCLUDING PROVIDERS, REFORM PROGRAMS, PAYERS, AND POPULATION HEALTH EFFORTS IN SERVICE OF VERMONTERS. - PHASE ONE WAS LARGELY COMPLETED WITH AN ENHANCED MASTER PATIENT INDEX TO IMPROVE THE MATCHING OF PATIENT RECORDS, AND A HOSTED INTERFACE ENGINE. - PHASE TWO BEGAN TO STREAMLINE COSTS THROUGH THE REDUCTION OF DUPLICATIVE TECHNOLOGIES AND DATABASES ACROSS THE STATE, ENABLE THE VHIE TO MEET REQUIREMENTS OF THE NEW FEDERAL INTEROPERABILITY RULES; AND PROVIDE A FOUNDATION FOR EXPANDING THE TYPES OF DATA AVAILABLE IN THE VHIE. FINALLY, LIKE MANY ORGANIZATIONS, VITL FOUND ITSELF PIVOTING SOME OF ITS WORK TO HELP THE VERMONT DEPARTMENT OF HEALTH (VDH) RESPOND TO THE COVID-19 PANDEMIC BY PROVIDING DATA TO HELP THE EPIDEMIOLOGY TEAM TO COLLECT CASE DATA AND PERFORM CONTACT TRACING; AUTOMATING DAILY REPORTING ON HOSPITALIZATIONS TO SUPPORT FEDERAL REPORTING AND CAPACITY PLANNING, AND DEVELOPING INTERFACES WITH LABS PERFORMING COVID-10 TESTING TO ENSURE THE AVAILABILITY OF TIMELY DATA FOR VDH AND OTHER STAKEHOLDERS. IN 2021, VITL WILL CONTINUE TO EXPAND THESE EFFORTS. PATIENT EDUCATION AND STAKEHOLDER OUTREACH WILL CONTINUE. SUPPORT FOR VDH AND ITS COVID-19 DATA NEEDS WILL REMAIN A PRIORITY, PARTICULARLY AS AN IMMUNIZATION PROGRAM MUST BE SUPPORTED. AND THE COLLABORATIVE SERVICES PROJECT WILL SET THE FOUNDATION FOR THE COLLECTION OF SOCIAL DETERMINANTS OF HEALTH DATA, SENSITIVE DATA, AND CLAIMS DATA, ENHANCED REPORTING, AND ADDING VALUE AT THE POINT OF CARE.
