TechConnect's TechWrx West Virginia Program: Funded by the U.S. Economic Development Administration and the State of West Virginia, the TechWrx WV program launched on 11/11/19 and concludes on 11/10/21. TechWrx WV is designed to provide enhanced commercialization opportunities in chemicals and advanced materials, technology and advanced manufacturing by providing expert technical, entrepreneurial, and commercialization assistance to entrepreneurs, start-ups and small businesses in the project's 40-county region. The goal is to create new companies and jobs in the state. The project is delivered in partnership with three sub-awardees: the Chemical Alliance Zone, the Center for Applied Research & Technology and the INNOVA Commercialization Group. Despite the onset of the coronavirus pandemic, the program stayed on track through 2020 and as of 9/30/20, had assisted 49 entrepreneurs and small businesses; created 19 new companies; developed 25 new products or processes; created 32 new jobs; retained 43 jobs; and attracted $4.59 million in follow-on funding. In addition, two virtual expos were held: "Running & Growing Your Business in Covid-19 and "Your E-Commerce Tools Matter More Than Ever." These focused discussions featured entrepreneurs in the TechWrx program discussing ways to adapt business practices in the wake of the pandemic.

TechConnect launched "Bridging the Ecosystem in Science & Technology in West Virginia Program" (BEST in WV) on 9/29/19. Supported by a Federal & State Technology (FAST) Partnership Grant from the U.S. Small Business Administration in the amount of $125,000, this program is designed to help West Virginia research and development (R&D)-focused small businesses apply for and win federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grants. Delivered in partnership with the WV Small Business Development Center, the BEST in WV program held 12 SBIR-STTR bootcamps which led to 302 people being trained in the SBIR-STTR program; 181 individuals received assistance in SBIR-STTR; fifteen small businesses were awarded Phase 0 grants in the amount of $2,500 from the State of WV's new SBIR-STTR matching fund (the WV Entrepreneurship & Innovation Investment Fund); sixteen Phase I SBIR-STTR applications were submitted; four Phase I SBIR-STTR awards totaling $597,248 were made; three Phase II applications were submitted; and five Phase II awards totaling $5,895,835 were made.

TechConnect hosted forums and special events designed to raise awareness of the benefits of technology-based economic development, spotlight success stories and share best practices, and encourage innovation and entrepreneurship throughout the state.TechConnectWV presented the 2019 West Virginia Women & Technology Conference on October 21, 2019 to call attention and address the under-representation of girls and women in STEM education and careers. The event attracted 207 attendees (20% increase over 2018) and 15 sponsors, including Marshall University; WV Science & Research Division of the WV Higher Education Policy Commission; WV Manufacturing Extension Partnership; Altice by Suddenlink; NASA WV Space Grant Consortium; PhRMA; WV Jobs Investment Trust; WV Regional Technology Park; the High Technology Foundation; KeyLogic; the National Technology Energy Laboratory; West Virginia University; Allegheny Science & Technology; and the WV Press Association. Exhibitors included the WV Secretary of State/Business One Stop; WV Science & Research Division of the WV Higher Education Policy Commission; EMPOWERS (supporting girls in STEM); First2Network (supporting first generation college students); Marshall University Women in Cyber; NASA Education Resource Center, Fairmont State University; Plane Janes Coding Club (a K-12 activity); Suddenlink by Altice; WV Department of Education/Advanced Career Education and CTE Program; WV State University Research & Development Corporation. Scholarships were made available to enable eight (8) members of the Plane Janes Coding Club and four (4) women students from WV State University to attend the event at no charge. TechConnect hosted the Coding & Cyber Summit on December 3, 2019 (115 attendees). Thirteen sponsors supported the program including the Intuit Financial Freedom Foundation, the Claude Worthington Benedum Foundation, the High Technology Foundation, Marshall University Digital Forensics & Information Assurance Program, NASA West Virginia Space Grant Consortium, North American Consulting Services, Inc., Northrop Grumman, University of Charleston, West Virginia Manufacturing Extension Partnership, West Virginia University, Allegheny Science & Technology, North American Consulting Services, Inc. and TMC Technologies of West Virginia.In addition, TechConnect co-hosted Innovation & Entrepreneurship Day at the State Capitol on February 5, 2020 (50 people and 20 exhibitors). Attendees joined a meeting of the newly organized Technology Caucus of the WV Legislature. TechConnect recognized lawmakers who led efforts to create the Small Business Innovation Research State Matching Grant Program, including Senate President Mitch Carmichael, Delegates Moore Capito, Eric Nelson, Ben Queen and Tom Fast.
