MENTALLY ILL KIDS IN DISTRESS (MIKID) IS A NONPROFIT, FAMILYRUN BEHAVIORAL HEALTH ORGANIZATION WITH SIX (6) SITES ACROSS THE STATE LICENSED BY THE ARIZONA DEPARTMENT OF HEALTH SERVICES AS AN OUTPATIENT TREATMENT CENTER. MIKID WAS FOUNDED IN 1987 AS A SUPPORTIVE, GRASSROOTS ORGANIZATION TO SUPPORT FAMILIES AND THEIR CHILDREN WHO HAVE BEHAVIORAL HEALTH ISSUES, BY SUE GILBERTSON, A PARENT OF A CHILD DIAGNOSED WITH A SERIOUS EMOTIONAL DISTURBANCE, WHO COULD NOT FIND THE SUPPORT AND CARE HER FAMILY, OR HER CHILD NEEDED. MIKID SERVICES EXPANDED TO NOW INCLUDE: RESPITE CARE, FAMILY SUPPORT, LIFE SKILLS TRAINING, YOUTH PEER SUPPORT AND OUTPATIENT COUNSELING. (CON'T ON SCH O)MIKID IS WHAT IS KNOWN IN THE INDUSTRY AS A "FAMILY RUN ORGANIZATION". TO MAINTAIN THIS CATEGORY OF RECOGNITION, MIKID IS GOVERNED BY A BOARD OF DIRECTORS COMPRISED OF OVER 50% OF MEMBERS BEING PARENTS AND/OR CAREGIVERS TO CHILDREN COPING WITH BEHAVIORAL HEALTH ISSUES, AND REQUIRES ALL STAFF PROVIDING FAMILY SUPPORT AS THEIR PRIMARY JOB TO HAVE THE SAME "LIVED-EXPERIENCE" AS THE BOARD. ALSO TO GIVE EMPLOYMENT PREFERENCE FOR ANY POSITION TO INDIVIDUALS WITH "LIVED-EXPERIENCE".IN FISCAL YEAR ENDING SEPTEMBER 30, 2019, MIKID HAS ALMOST COMPLETED WITH THE REMODEL OF THE BUILDING PURCHASED IN YUMA IN FISCAL YEAR ENDING SEPTEMBER 30, 2018. WHILE BOTH THE YUMA AND KINGMANPROPERTIES PURCHASED IN FYE SEPTEMBER 30, 2018, ENCOUNTERED MANY CONSTRUCTION DELAYS FOR A VARIETY OF REASONS, THE PROPERTY IN KINGMAN HAS TAKEN AN EXTRAORDINARY AMOUNT OF TIME TO FIND ARCHITECTS AND ENGINEERS TO GET PROJECT PLANS AND DRAWINGS TO THE CITY OF KINGMAN AND TO FIND AFFORDABLE CONTRACTORS TO BID ON THE WORK. AT THE END OF FYE SEPTEMBER 2019 MIKID WAS STILL LOOKING TO FIND AN APPROPRIATE GENERAL CONTRACTOR TO COMPLETE THE REMODEL WORK.MIKID'S CURRENTLY OPERATING LICENSED SITES ARE IN; PHOENIX, CASA GRANDE, TUCSON, NOGALES, YUMA AND KINGMAN AZ. WHEN THESE TWO NEWLY PURCHASED SITES COME ONLINE, MIKID WILL OWN ALL LICENSED SITES EXCEPT NOGALES, WHICH IS OUR SMALLEST OPERATING SITE BY NUMBER OF CLIENTS SERVED.MIKID PROVIDES AN ARRAY OF SUPPORT TO FAMILIES WHO HAVE CHILDREN WHO ARE LIVING WITH A MENTAL HEALTH CHALLENGE. WHILE MIKID PROVIDES DIFFERENT SERVICE ARRAYS TO EACH FAMILY AND CHILD, THERE IS TECHNICALLY ONLY ONE "MAJOR PROGRAM".MIKID SERVED OVER 8,000 INDIVIDUALS IN FY ENDING SEPTEMBER 30, 2019, IN MIKID'S BEHAVIORAL HEALTH AND PREVENTION SERVICES.MIKID SERVED OVER 3,000 BEHAVIORAL HEALTH FAMILIES STATEWIDE DURING OUR FISCAL YEAR OF OCTOBER 1,2018 AND SEPTEMBER 30, 2019, IN 76 CITIES/TOWNS, MORE THAN DOUBLING 2015-16, MAKING IT THE FOURTH YEAR OF STEADY GROWTH FROM 900 FAMILIES IN FISCAL YEAR 2014-15.MIKID'S PREVENTION PROGRAM ALSO DEMONSTRATED SIGNIFICANT GROWTH AS A RESULT OF THE LAST FULL YEAR OF A THREE YEAR GRANT FROM THE AZ ATTORNEY GENERAL'S OFFICE WITH 4,512 YOUTH PARTICIPATING IN SIGNS OF SUICIDE TRAINING, 41 PARTICIPANTS COMPLETING SUICIDE PREVENTION 101, AND 594 PARTICIPANTS IN SAFETALK TRAINING (ALL EVIDENCE BASED CURRICULUMS) DURING THE 2018-2019 FISCAL YEAR.-WITH MIKID STAFF DEMONSTRATING INCREDIBLE EFFICIENCIES THIS LAST YEAR'S GROWTH WAS ACCOMPLISHED WITH THE SAME NUMBER OF STAFF POSITIONS, AS THE PREVIOUS YEAR. -MIKID'S THREE MAJOR CONTRACTS WERE ONCE AGAIN INCREASED OR LEVEL FUNDED, DURING THE CONTRACT YEAR. -MIKID'S ARRAY OF BILLED SERVICES HAS CONTINUED TO INCREASE, PROVIDING A MORE DIVERSE FUNDING BASE. -MIKID'S PSN PILOT PROGRAM WAS ESTABLISHED IN MOHAVE COUNTY TO PROVIDE EARLY INTERVENTION IN ARIZONA DEPARTMENT OF CHILD SAFETY (DCS) REMOVAL CASES INVOLVING CHILDREN 0 TO 3 YRS. OLD, HAS EXPERIENCED CONTINUED SUCCESS AND HAS NOW BEEN OPENED TO ALL AGES AS THE INDIVIDUAL MOHAVE COURT JURISDICTIONS IDENTIFY NEEDS. THE PSN PROGRAM IS NOW OFFERED IN EIGHT (8) ADDITIONAL COUNTIES IN SOUTHERN AZ. AGES OPENED IN SOUTHERN AZ VARY BASED ON THE DEMOGRAPHICAL NEEDS IN EACH COUNTY. WE ARE NOW SERVICING, IN ADDITION TO MOHAVE, THE FOLLOWING COUNTIES:YUMA, LA PAZ, COCHISE, PINAL, GRAHAM, YAVAPAI, SANTA CRUZ AND MARICOPA. PIMA COUNTY IS CURRENTLY CONSIDERING ACCEPTANCE OF THE PSN PROGRAM.-MIKID STAFF CONTINUE TO BE ACTIVELY INVOLVED IN STATEWIDE COMMITTEES AND TASK FORCES TO PROMOTE POLICIES AND PRACTICES THAT INCREASE THE QUANTITY AND QUALITY OF SERVICES TO CHILDREN AND SERVICES WITH A FOCUS ON THOSE PROVIDED BY FAMILY AND PEERRUN ORGANIZATIONS.-OVERALL PERFORMANCE OF THE ORGANIZATION DEMONSTRATES MIKID IS A STABLE ORGANIZATION WITH PERFORMANCE AND LEADERSHIP, DEMONSTRATING TO CONTRACTORS AND THE COMMUNITY MIKID IS AN ORGANIZATION WITH PROFESSIONAL MANAGEMENT AND QUALITY PROGRAM SERVICES.THE MOST SIGNIFICANT CHALLENGE FACING MIKID AND THE ENTIRE AZ BEHAVIORAL HEALTH MEDICAID SYSTEM HAS BEEN THE IMPLEMENTATION OF A COMPLETE OVERHAUL OF HOW MEDICAID PARTICIPANTS ARE BEING SERVED IN ARIZONA. EFFECTIVE OCTOBER 1, 2018, ALL MEDICAID RECIPIENTS HAVE BEEN RECEIVING THEIR PHYSICAL AND BEHAVIORAL HEALTH FROM ONE HEALTH PLAN. ARIZONA'S LONGTIME MODEL OF PROVIDING BEHAVIORAL HEALTH SERVICES AS A "CARVE-OUT" FROM PHYSICAL HEALTH AND WHAT HAD EVOLVED FROM 7 ORIGINAL GEOGRAPHIC REGIONAL BEHAVIORAL HEALTH AUTHORITIES (RBHAS) TO THE PAST THREE YEARS OF 3 RBHAS ENDED. IN ITS PLACE THERE ARE SEVEN (7) NEW INTEGRATED CARE CONTRACTS WITH SOME POPULATIONS REMAINING IN EXTENSIONS OF THE PREVIOUS RBHA CONTRACTS FOR A TRANSITION PERIOD. ALL SEVEN SERVE THE CENTRAL REGION OF AZ. TWO WILL SERVE THE NORTHERN REGION. PIMA COUNTY IS SERVED BY THREE, AND THE REST OF THE SOUTHERN REGION BY TWO HEALTH PLANS. ALL SEVEN HEALTH PLANS WILL PROVIDE AN INTEGRATED PHYSICAL AND BEHAVIORAL HEALTH MODEL OF CARE. THIS WILL CREATE A SITUATION FOR MIKID TO HAVE TEN (10) MAJOR CONTRACTS INSTEAD OF THREE (3). MAJOR PROBLEM ISSUES THAT WERE PREDICTED IN BILLING PROCESSES, ELIGIBILITY TRACKING, ACCESS TO CARE FOR CLIENTS NAVIGATING A NEW SYSTEM (ESPECIALLY FOR BH RECIPIENTS), AND BUSINESS PRACTICES ALL CAME TO FRUITION WITH AN ADDITIONAL SITUATION SIGNIFICANT PAYMENT OF CORRECT RATES A MAJOR INITIAL ISSUE FOR ALL PLANS, AND ONE THAT STILL DOESN'T HAVE AN ABILITY TO ADJUDICATE CLAIMS CORRECTLY AS THE 2018-19 FISCAL YEAR CLOSED.MIKID HAS BEEN FORTUNATE TO HAVE SEVERAL CONTRACTS REMAIN ON A "BLOCK" PAYMENT BASIS, AND HAVE ALL BUT ONE OF THE HEALTH PLANS MIKID DOES BUSINESS WITH TO HAVE CORRECTED MOST ISSUES AND HAVE A GOOD CASH FLOW WITH ADEQUATE RESERVES. THE ONE HEALTH PLAN TO CONTINUES TO HAVE THE GREATEST DIFFICULTIES IN PAYING FOR SERVICES PROVIDED, HAS BEEN OVERPAYING MIKID, PROVIDING MIKID WITH ADDITIONAL CASH FOR THE IMMEDIATE FUTURE. MIKID RETAINS OVERPAYMENTS AS A LIABILITY THAT WILL HAVE TO BE REPAID, BUT WE ARE ADJUDICATING CLAIMS AGAINST THESE FUNDS WITH THE CORRECT, CONTRACTED SERVICE RATES.
