The Institute is dedicated to protecting the rights of low-income Arizonans through litigation, advocacy, and the provision of technical assistance, training, and support for legal aid programs.

The Institute provides training and technical assistance for legal aid programs and community groups. The Institute litigates and advocates on behalf of low-income persons. 2019 program service accomplishments include monitoring and objecting to the Arizona Department of Economic Security (DES) efforts to implement the waiver on when persons would have to contact DES when they lost their food stamp Electronic Benefit Transfer cards. Our objections postponed the implementation for over one year and meant that hundreds of persons did not risk losing their food stamp benefits. The Institute objected to the process the City of Chandler intended to use to open its public housing and Section 8 voucher programs waitlists. Our efforts were successful, and the process allows persons with disabilities and persons with limited English proficiency to have a fair chance at applying for the housing benefits. We monitored federal approval of the state request requiring certain persons receiving Medicaid to engage in work related activities. The waiver implementation date continued to be delayed and ultimately the waiver was not implemented. We began work on a study of eviction cases in Maricopa County Justice Courts. We drafted a Rule Petition that was filed with the Arizona Supreme Court to require landlords to attach relevant documents to their eviction complaints filed in court. This effort helps approximately 80,000 tenants per year. Working with other advocates, we worked with DES to draft an overpayment and compromise policy and relevant notices so that persons who received excess food stamps could request a waiver from reimbursing the overpayment. If approved, this process is expected to help several hundred individuals each year.
