THESE PROGRAMS ALSO IMPROVED THE CAPACITY OF THREE EAST AFRICAN COUNTRIES TO PREDICT, PREVENT, AVOID, DETECT, AND MITIGATE DANGER FROM IMPROVISED EXPLOSIVE DEVICES (IED).
CAPACITY BUILDING: CONTINUING INITIATIVES BEGUN IN 2014 FOCUSED ON STRENGTHENING LAW ENFORCEMENT AND JUDICIAL EFFECTIVENESS, BOLSTERING COOPERATION AMONG CRIMINAL JUSTICE AGENCIES, AND SUPPORTING THE RULE OF LAW WHILE ADVANCING HUMAN RIGHTS. SPECIFIC ACHIEVEMENTS IN 2019 INVOLVED INCREASING THE CAPABILITY OF THE SOMALI POLICE TO PREVENT, RESPOND TO, AND INVESTIGATE TERRORIST ATTACKS. THESE PROGRAMS INVOLVED TEACHING SPECIALIZED SKILLS REQUIRED TO CONDUCT COMPLEX INVESTIGATIONS AND SUPPORT EVIDENCE-BASED PROSECUTIONS, ENHANCING STABILIZATION EFFORTS AND SPREADING DOMESTIC GOVERNANCE THROUGHOUT THE COUNTRY.
MEDICAL SERVICES: MEDICAL PROGRAMS THAT BEGAN IN 2012 TO DELIVER HEALTH SERVICES RANGING FROM PREVENTIVE CARE TO TRAUMA SURGERY FOR CIVILIANS AND MILITARY PERSONNEL SUFFERING FROM DECADES OF IRREGULAR WARFARE, AND THE RESULTING TOTAL COLLAPSE OF THE PUBLIC HEALTH INFRASTRUCTURE. DURING 2019, THESE PROGRAMS ENABLED DELIVERY OF HUMANITARIAN AID, INCLUDING MORE THAN $90,000 IN MEDICINE AND MEDICAL SUPPLIES, TO CIVILIANS LACKING ACCESS TO FOOD, HEALTH CARE, AND JUSTICE INSTITUTIONS. OTHER ACCOMPLISHMENTS INCLUDED THE TREATMENT AND AEROMEDICAL EVACUATION OF 6,289 SOLDIERS AND CIVILIANS; DIRECT MEDICAL CARE FOR MORE THAN 15,363 CIVILIANS, INCLUDING 256 CLEFT PALATE PROCEDURES; AND TRAINING TO MORE THAN 200 MEDICAL PERSONNEL.
