INTERNATIONAL ADVOCACY PROGRAMS: THROUGH OUTREACH, POLICY DINNERS AND POLICY SUBMISSIONS, CCAP SEEKS TO PROMOTE POLICY OPTIONS TO SUPPORT THE FUNDING AND IMPLEMENTATION OF TRANSFORMATIONAL, SECTOR-WIDE MITIGATION ACTIONS BY THE GREEN CLIMATE FUND AND OTHER FUNDING SOURCES INCLUDING THE NAMA FACILITY. KEY AREAS OF FOCUS IN FY2020 AIMED TO ENSURE CARBON MARKETS ARE USED IN A ROBUST MANNER TO SUPPORT AMBITIOUS CLIMATE MITIGATION GOALS, AND TO PROMOTE SHIFTS IN FINANCE FLOWS TOWARDS GREEN INVESTMENTS. AT COP25, CCAP HOSTED THREE EVENTS ON CARBON MARKETS AND PARTICIPATED IN A PANEL EVENT. THE FIRST WAS A POLICY DINNER ON USING ARTICLE 6 TO ENGAGE THE PRIVATE SECTOR AND SPUR LOW-CARBON INVESTMENTS. CO-ORGANIZED BY CCAP AND SOUTH POLE, AND CO-HOSTED BY THE UK GOVERNMENT AND THE WEST AFRICAN ALLIANCE ON CARBON MARKETS AND CLIMATE FINANCE, THE POLICY DINNER BROUGHT TOGETHER REPRESENTATIVES FROM GOVERNMENT AND THE PRIVATE SECTOR TO CONSIDER POTENTIAL MODELS FOR USING ARTICLE 6 CARBON MARKET INSTRUMENTS TO TRANSFORM PRIVATE SECTOR INVESTMENTS. THE SECOND WAS A NORDIC PAVILION EVENT SHOWCASING THE VIRTUAL PILOT CASE STUDY AND HOW ARTICLE 6 CAN SUPPORT ENERGY SECTOR TRANSFORMATION. THE EVENT, WHICH FEATURED REPRESENTATIVES FROM THE GOVERNMENTS OF SWEDEN AND CHILE, DISCUSSED HOW ARTICLE 6 CAN JUMP-START INVESTMENTS IN "FIRM AND FLEXIBLE" RENEWABLE ENERGY AND SUPPORT CHILE'S DECARBONIZATION PROCESS. THIS WAS ONE OF ONE OF THE FIRST VIRTUAL PILOT CONCEPTS TO BE SHOWCASED GLOBALLY. THE OTHER EVENTS INCLUDED AN OFFICIAL UNFCCC SIDE EVENT: IMPACTS FROM FLEXIBLE MECHANISMS IN LATAM ECONOMIES & ARTICLE 6 VIRTUAL PILOTS FOR FUTURE MECHANISMS, AND AN IETA SIDE EVENT: LEADING THE ARTICLE 6 IMPLEMENTATION: EXAMPLES FROM THE JOINT CREDITING MECHANISM AND OTHER MECHANISMS CCAP ALSO PROVIDED THOUGHT LEADERSHIP ON THE GENERATION AND USE OF NEW CARBON MARKET INSTRUMENTS TO SUPPORT CLIMATE AMBITION. SPECIFICALLY, OUR ANALYTICAL WORK WAS THE FIRST TO IDENTIFY SOME STILL-TO-BE-RESOLVED TECHNICAL ISSUES RELATED TO ACCOUNTING OF MARKET INSTRUMENTS WHEN PARTIES HAVE DIFFERENT TARGET YEARS THAT COULD LEAD TO AN ADVERSE IMPACT ON OVERALL GLOBAL EMISSIONS. CCAP'S ANALYSIS AND ADVOCACY ON THIS TOPIC CONTRIBUTED TO IMPROVEMENTS IN THE DRAFT PARIS AGREEMENT RULES AND GUIDELINES ON THIS TOPIC. CCAP SUPPORTED THE CHILEAN MINISTRY OF FINANCE AS THE LEAD OF THE FINANCE NEGOTIATION TRACK FOR COP 25. IN PARTICULAR, WE EDUCATED CHILE'S LEADERSHIP ON OPPORTUNITIES TO ALIGN FINANCIAL FLOWS WITH CLIMATE GOALS TO MAKE CLIMATE-COMPATIBLE INVESTMENTS THE RULE, NOT THE EXCEPTION. WE ALSO RAISED THE PROFILE OF THE ISSUE THROUGH PAPERS AND SIDE EVENTS. CCAP'S MAIN ACTIVITIES INCLUDED: 1) PROVIDING TRAINING TO THE TEAM WITHIN THE CHILEAN MINISTRY OF FINANCE IN CHARGE OF LEADING THE FINANCE TRACK AT COP25 ON UNFCCC BACKGROUND AND THE POLITICAL DYNAMICS OF THE NEGOTIATION PROCESS; 2) GENERATING POLICY BRIEFS, ANALYSES, AND STRATEGIC DOCUMENTS TO STRENGTHEN THE MINISTRY OF FINANCE'S UNDERSTANDING OF CLIMATE NEGOTIATIONS INCLUDING HOW TO APPROACH AND ADVANCE THE ALIGNMENT OF ALL FINANCIAL FLOWS WITH PARIS AGREEMENT GOALS; 3) DEVELOPING A POLICY BRIEF ON ESTIMATING PRIVATE CLIMATE FINANCE AND UNRESOLVED METHODOLOGICAL ISSUES AROUND TRANSPARENT AND ACCURATE TRACKING OF PRIVATE CLIMATE FLOWS; AND 4) CONCEPTUALIZING AND HOSTING A TWO HIGH-LEVEL SIDE EVENTS CONNECTED DURING THE "GREEN FINANCE DAY" AT COP25 IN MADRID: THE ROLE OF PUBLIC FINANCE IN THE CONTEXT OF THE NEW FINANCE GOAL, AND APPROACHING THE SHIFT OF FINANCIAL FLOWS PER ARTICLE 2.1.C OF THE PARIS AGREEMENT. AMONG OTHERS, PARTICIPANTS INCLUDED INTERNATIONALLY RECOGNIZED FIGURES SUCH AS LORD NICHOLAS STERN. WE ALSO CO-HOSTED A RELATED SIDE EVENT AT THE CLIMATE NEGOTIATION SESSIONS IN BONN ON CHALLENGES COUNTRIES FACE IN SHIFTING BROWN FINANCIAL FLOWS AND ASSETS TO GREEN, AVAILABLE FRAMEWORKS TO APPROACH THE SHIFT (FINANCIAL, FISCAL, ETC.), AS WELL AS SPECIFIC MECHANISMS. FINALLY, CCAP SUPPORTED THE GREEN CLIMATE FUND IN REVIEWING THE TERMS AND CONDITIONS OF ITS FINANCIAL INSTRUMENTS.

CCAP ELABORATED THE DESIGN OF THE CHILE "FIRM AND FLEXIBLE" RENEWABLE ENERGY VIRTUAL PILOT, SUPPORTING THE GOVERNMENT OF CHILE TO UNDERSTAND DESIGN ELEMENTS TO CONSIDER IN MAKING ROBUST USE OF THE NEW ARTICLE 6 MARKET INSTRUMENT IN MEETING DOMESTIC CLIMATE GOALS. AS PART OF THIS WORK WE BRIEFED CHILE'S ARTICLE 6 TASK FORCE ON THE OVERALL VIRTUAL PILOT CONCEPT AND SHOWCASED THE CHILE "FIRM AND FLEXIBLE" RENEWABLE ENERGY VIRTUAL PILOT AT COP25 (AS DISCUSSED ABOVE). CCAP CONTINUED OUR WORK IMPLEMENTING A LANDMARK MITIGATION ACTIVITY-THE TRANSIT-ORIENTED DEVELOPMENT (TOD) NAMA--AIMED AT TRANSFORMING DEVELOPMENT AROUND TRANSIT STATIONS TO ENCOURAGE INCREASED USE OF TRANSIT SYSTEMS AND SHIFTS AWAY FROM SINGLE-USE VEHICLES IN COLOMBIA. THE CCAP TEAM ADDED A HIGH-PROFILE NEW PARTICIPANT-THE CITY OF BOGOTA--TO OUR LANDMARK PROJECT SUPPORTING TRANSIT-ORIENTED DEVELOPMENT IN COLOMBIA. CCAP, ALONG WITH OUR PARTNERS ARE WORKING WITH THE CITY OF BOGOTA AND METRO DE BOGOT TO DEVELOP A NEW MODEL OF SUSTAINABLE AND EQUITABLE TOD THAT PRESERVES THE GHG BENEFITS OF COMPACT URBAN DEVELOPMENT WHILE SUPPORTING HEALTHY PHYSICAL DISTANCING NECESSITATED BY COVID-19. WE ALSO COMPLETED MONITORING AND EVALUATION GUIDANCE TO HELP COLOMBIAN CITIES TRACK PROGRESS IN TOD AREAS AND HARMONIZE MONITORING AND EVALUATION SYSTEMS AMONG LOCAL AND NATIONAL JURISDICTIONS. CCAP WORKED WITH OUR PARTNERS TO ENSURE THAT THE RESULTING GUIDANCE PROVIDES A FRAMEWORK FOR NATIONAL AND LOCAL GOVERNMENTS TO SUCCESSFULLY IMPLEMENT TOD AND TAKE ADVANTAGE OF THE FINANCIAL COOPERATION PORTION OF THE NAMA. FINALLY, CCAP OVERSAW DEVELOPMENT OF A POLICY STUDY, WHICH FORMULATES GUIDELINES AND NATIONAL-LEVEL POLICY RECOMMENDATIONS FOR PLANNING, FUNDING AND CONSTRUCTION OF TOD INITIATIVES. SHORT-LIVED CLIMATE POLLUTANTS LIKE METHANE, BLACK CARBON AND HFCS ARE POTENT CLIMATE FORCERS AND HARMFUL AIR POLLUTANTS THAT HAVE AN OUTSIZED IMPACT ON CLIMATE CHANGE IN THE NEAR-TERM. CCAP'S SUPER-POLLUTANT PROGRAM FOCUSED ON REDUCING METHANE EMISSIONS IN THE OIL AND GAS SECTOR IN TWO COUNTRIES, MEXICO AND NIGERIA. CCAP CONTINUED TO SUPPORT THE GOVERNMENT OF MEXICO TO IMPLEMENT ITS RECENTLY-PUBLISHED REGULATIONS SET TO SUBSTANTIALLY REDUCE METHANE EMISSIONS FROM THE OIL AND GAS SECTOR. CCAP HELPED ORGANIZE AND PRESENTED AT A SERIES OF WORKSHOPS AND WEBINARS TARGETED TO INDUSTRY AND GOVERNMENT. WORKSHOPS WERE HELD WITH INDUSTRY TO EXPLAIN AND SOCIALIZE THE REGULATION'S CONTENT. WE ALSO SUPPORTED THE DELIVERY OF THREE WEBINARS AIMED TO BUILD CAPACITY WITHIN THE GOVERNMENT. THESE FOCUSED ON TECHNOLOGIES TO DETECT AND QUANTIFY LEAKS, DATA MANAGEMENT AND DATA NEEDS AND THIRD PARTY VERIFICATION EXAMPLES AND RECOMMENDATIONS. CCAP ALSO SUPPORTED THE GOVERNMENT OF NIGERIA BY HOSTING A WORKSHOP TO SUPPORT DEVELOPMENT OF REGULATIONS IN THE OIL AND GAS SECTOR.
