CLIMATE AND ENERGY PROGRAM: CIEL'S CLIMATE & ENERGY PROGRAM SEEKS TO DEVELOP AND USE A BODY OF INTERNATIONAL LAW TO EFFECTIVELY ADDRESS THE THREAT OF CLIMATE CHANGE WHILE PROMOTING A JUST AND SUSTAINABLE SOCIETY. TO ACHIEVE THIS GOAL, CIEL WORKS TO HOLD STATE AND CORPORATE ACTORS ACCOUNTABLE FOR THEIR CONTRIBUTIONS-BOTH ACTIONS AND INACTIONS-TO CLIMATE CHANGE; ADDRESS HARMS ALREADY OCCURRING AS A RESULT OF CLIMATE CHANGE; ENCOURAGE GOVERNMENTS AND KEY FINANCIAL INSTITUTIONS TO TAKE URGENT ACTION TO MITIGATE CLIMATE CHANGE AND TRANSITION TO CLEAN ENERGY SOURCES; BUILD CAPACITY OF AND PROVIDE DIRECT SUPPORT TO AFFECTED COMMUNITIES TO DEFEND THEIR RIGHTS; AND WORK TO ENSURE THAT MEASURES TO ADDRESS CLIMATE CHANGE DO NOT HARM BUT RATHER BENEFIT PEOPLE AND THE ENVIRONMENT. RECENT IMPACTS INCLUDE: DEVELOPING LEGAL ANALYSES TO EDUCATE INVESTORS ON THE NEED TO CONSIDER CLIMATE RISK RELATED TO INVESTMENTS IN FOSSIL FUELS AND OTHER ASSETS; DOCUMENTING LONG-STANDING STRUCTURAL WEAKNESSES IN THE OIL, GAS AND PETROCHEMICAL INDUSTRY, EXACERBATED BY THE COVID CRISIS, AND UNCOVERING INDUSTRY EFFORTS TO BENEFIT FROM PUBLIC RECOVERY FUNDS AND REGULATORY RELIEF; EXPOSING HOW THE LIFECYCLE OF PLASTIC EXACERBATES CLIMATE CHANGE AND AFFECTS HUMAN HEALTH; SUPPORTING COMMUNITIES IN SOUTH AFRICA, GUYANA, NORWAY AND ELSEWHERE, TO MAKE SUBMISSIONS TO HUMAN RIGHTS TREATY BODIES REGARDING THE IMPACTS OF CLIMATE CHANGE AND FOSSIL FUEL PRODUCTION ON HUMAN RIGHTS; AND INVESTIGATING HOW PROPOSED GEOENGINEERING TECHNOLOGIES WOULD AFFECT THE TRANSITION AWAY FROM FOSSIL FUELS.
ENVIRONMENTAL HEALTH PROGRAM: THE ENVIRONMENTAL HEALTH PROGRAM IS DEEPLY ENGAGED IN EFFORTS TO REDUCE EXPOSURE TO TOXIC CHEMICALS AND PLASTIC POLLUTION AROUND THE WORLD. CIEL WORKS WITH PARTNERS TO PROMOTE BOLD ACTION ON CHEMICALS AND SUBSTANCES OF CONCERN AND TO INVESTIGATE, EXPOSE AND ADDRESS HIDDEN AND EMERGING RISKS. CIEL ALSO WORKS WITH NGO PARTNERS AND COALITIONS IN THE GLOBAL SOUTH TO PREVENT THE LEAKAGE OF POLLUTION TO VULNERABLE COMMUNITIES WITH LIMITED RESOURCES, AND TO SUPPORT COMMUNITIES AFFECTED BY TOXIC EXPOSURE FROM INDUSTRIAL PROCESSES. RECENT ACCOMPLISHMENTS INCLUDE: SUPPORTING GLOBAL CIVIL SOCIETY ENGAGEMENT TO ADDRESS THE PLASTICS CRISIS WITHIN THE UNITED NATIONS AND IN MULTILATERAL ENVIRONMENTAL AGREEMENTS; SUPPORTING DEVELOPING COUNTRIES TO STRENGTHEN AND MORE EFFECTIVELY IMPLEMENT THEIR OWN CHEMICAL REGULATORY FRAMEWORKS; DISSEMINATING INFORMATION ON NEW AND EMERGING THREATS, SUCH AS ENDOCRINE DISRUPTING CHEMICALS (EDCS) AND NANOMATERIALS; SUPPORTING THE NEGOTIATION AND FUTURE ADOPTION OF A COMPREHENSIVE GLOBAL FRAMEWORK FOR THE SOUND MANAGEMENT OF CHEMICALS AND WASTE BEYOND 2020; AND EXPOSING HOW PLASTIC POSES A THREAT TO HUMAN HEALTH AT EVERY STAGE OF ITS LIFECYCLE.
PEOPLE, LAND & RESOURCES PROGRAM: THE PEOPLE, LAND & RESOURCES (PL&R) PROGRAM WORKS TO PROTECT THE ENVIRONMENT AND HUMAN RIGHTS AGAINST THE ADVERSE IMPACTS OF DEVELOPMENT. WORKING AT ALL LEVELS - FROM INTERNATIONAL TO GRASSROOTS, CIEL ENSURES THAT THE LAWS AND POLICIES GOVERNING DEVELOPMENT ACTIVITIES PROTECT THE ENVIRONMENT AND HUMAN RIGHTS AND HOLDS GOVERNMENTS AND CORPORATIONS ACCOUNTABLE WHEN THEY VIOLATE THEM. THE PL&R PROGRAM FOCUSES PRIMARILY ON DEVELOPMENT ACTIVITIES THAT CREATE THE GREATEST RISKS FOR LAND AND RESOURCE RIGHTS, INCLUDING EXTRACTIVE INDUSTRIES, LARGE-SCALE INFRASTRUCTURE AND ENERGY PROJECTS AND THE TIMBER INDUSTRY. RECENT ACHIEVEMENTS INCLUDE: REDUCING ILLEGAL LOGGING IN PERU BY COMMUNICATING LIKELY VIOLATIONS OF LAW AND APPLICABLE TREATIES TO RELEVANT GOVERNMENT AGENCIES IN THE US AND PERU; EXPOSING THE USE OF OFFICIAL DOCUMENTATION TO LAUNDER ILLEGALLY HARVESTED TIMBER INTO GLOBAL MARKETS; AND DEFENDING THE INDEPENDENCE OF PERU'S FORESTRY OVERSIGHT BODY; STRENGTHENING A NO-REPRISALS POLICY AT THE INTERNATIONAL FINANCE CORPORATION, INTER-AMERICAN DEVELOPMENT BANK AND GREEN CLIMATE FUND; MONITORING IMPLEMENTATION OF THE WORLD BANK'S HUMAN RIGHTS AND ENVIRONMENTAL SAFEGUARD POLICIES; AND SUPPORTING COMMUNITIES IN COLOMBIA, NICARAGUA, CHILE, GUATEMALA, PANAMA, AND ROMANIA TO DEFEND THEIR RIGHTS BEFORE DEVELOPMENT FINANCE INSTITUTIONS, ARBITRAL TRIBUNALS AND HUMAN RIGHTS INSTITUTIONS.
