Organizations Filed Purposes: THE MISSION OF THE CONFERENCE OF STATE BANK SUPERVISORS (CSBS) IS TO SUPPORT STATE REGULATORS IN ADVANCING THE SYSTEM OF STATE FINANCIAL SUPERVISION BY ENSURING SAFETY, SOUNDNESS AND CONSUMER PROTECTION; PROMOTING ECONOMIC GROWTH; AND FOSTERING INNOVATIVE, RESPONSIVE SUPERVISION.THE STATE BANKING DEPARTMENTS REGULATE VARIOUS TYPES OF FINANCIAL ACTIVITY WITHIN THEIR JURISDICTIONS, INCLUDING INSURED DEPOSITORY INSTITUTIONS SUCH AS BANKS, CREDIT UNIONS AND THRIFTS, AND NONBANK FINANCIAL SERVICES PROVIDERS, SUCH AS MORTGAGE LENDERS AND MORTGAGE BROKERS, CONSUMER FINANCE LENDERS, PAYDAY LENDERS, CHECK CASHERS AND MONEY SERVICES BUSINESSES.

CSBS SERVES AS A FORUM FOR POLICY AND SUPERVISORY PROCESS DEVELOPMENT FOR STATE REGULATORS. WE FACILITATE EFFECTIVE AND EFFICIENT STATE REGULATION THROUGH TRAINING, EDUCATIONAL PROGRAMS AND EXAMINER TOOLS. CSBS, ON BEHALF OF STATE REGULATORS, ALSO OPERATES THE NATIONWIDE MULTISTATE LICENSING SYSTEM AND REGISTRY (NMLS) TO LICENSE AND REGISTER NONBANK FINANCIAL SERVICE PROVIDERS.

THE LARGEST PROGRAM IS THE ONGOING OPERATION OF NMLS. NMLS IS A WEB-BASED SYSTEM THAT ALLOWS STATE-LICENSED NONBANK COMPANIES, BRANCHES AND INDIVIDUALS IN FINANCIAL SERVICES TO APPLY FOR, AMEND, UPDATE OR RENEW A LICENSE ONLINE FOR ALL PARTICIPATING STATE AGENCIES USING A SINGLE SET OF UNIFORM APPLICATIONS. NMLS BRINGS GREATER UNIFORMITY AND TRANSPARENCY TO NONBANK FINANCIAL SERVICES WHILE MAINTAINING AND STRENGTHENING THE ABILITY OF STATE REGULATORS TO MONITOR FINANCIAL SERVICES AND PROTECT THEIR CITIZENS. MORTGAGE LOAN ORIGINATORS EMPLOYED BY INSURED DEPOSITORY INSTITUTIONS OR THEIR SUBSIDIARIES ARE REGISTERED THROUGH NMLS IN ACCORDANCE WITH FEDERAL REGULATIONS. NMLS BEGAN OPERATIONS ON JAN. 2, 2008. THE STATE REGULATORY REGISTRY LLC (SRR), A WHOLLY OWNED SUBSIDIARY OF CSBS, OPERATES NMLS ON BEHALF OF STATE REGULATORS. CSBS, IN COOPERATION WITH THE AMERICAN ASSOCIATION OF RESIDENTIAL MORTGAGE REGULATORS, ESTABLISHED SRR IN SEPTEMBER 2006.THE SECURE AND FAIR ENFORCEMENT OF MORTGAGE LICENSING ACT OF 2008 (THE SAFE ACT) INTRODUCED REQUIREMENTS FOR MORTGAGE LICENSEES, SUCH AS CRIMINAL BACKGROUND CHECKS, A CREDIT HISTORY REVIEW, PRE-LICENSURE EDUCATION REQUIREMENTS AND TESTS WITH BOTH NATIONAL AND STATE LAW CONTENT EACH APPLICANT MUST PASS TO OBTAIN A LICENSE.MAJOR MILESTONES ACHIEVED BY THE STATES, SRR AND NMLS DURING 2019 INCLUDE:- SRR LAUNCHED THE STATE EXAMINATION SYSTEM (SES) INTO PILOT WITH NINE STATE AGENCIES CONDUCTING SEVEN EXAMS FOCUSED ON MORTGAGE AND MONEY TRANSMITTER COMPANIES. THE PILOT PHASE HELPED DETERMINE READINESS FOR NATIONWIDE LAUNCH, WHICH OCCURRED IN 2020. - SRR IMPLEMENTED NEW FUNCTIONALITY IN NMLS AND ESTABLISHED POLICIES TO SUPPORT TEMPORARY AUTHORITY (TA) FOR STATE-LICENSED AND FEDERALLY REGISTERED MORTGAGE LOAN OFFICERS, TA BECAME EFFECTIVE NOV. 24, 2019, AS REQUIRED BY A 2018 AMENDMENT TO THE SAFE ACT. NEW FUNCTIONALITY HELPS REGULATORS DETERMINE IF AN INDIVIDUAL MORTGAGE LOAN ORIGINATOR QUALIFIES FOR TA AND MANAGE THIS STREAMLINED PROCESS.- STATE AGENCIES CONTINUED ADOPTION OF NMLS FOR LICENSING AND OTHER FUNCTIONALITY IN THE MSB, CONSUMER LENDING AND DEBT INDUSTRIES. AS OF YEAR-END 2019, A TOTAL OF 46 AGENCIES MANAGED MSB LICENSES IN NMLS AND 40 AGENCIES MANAGED CONSUMER FINANCE OR DEBT-RELATED LICENSES IN NMLS. IN ADDITION, 29 STATES HAD ADOPTED THE MSB CALL REPORT, WHILE THREE ADDITIONAL STATE AGENCIES ADOPTED NMLS FUNCTIONALITY FOR UNIFORM AUTHORIZED AGENT REPORTING.- SRR SUCCESSFULLY RESOLVED THE LAWSUIT FILED IN FEDERAL COURT IN DENVER IN 2017 AGAINST THREE DEFENDANTS WHO SRR CLAIMED HAD INFRINGED THE COPYRIGHTS IT OWNS ON THE NATIONAL TEST QUESTIONS, AS WELL AS OTHER CHARGES.- SRR ESTABLISHED A CONSUMER FINANCE CALL REPORT WORKING GROUP TO CREATE A STANDARDIZED REPORT OF CONSUMER LENDING ACTIVITY THAT STATE-LICENSED CONSUMER FINANCE COMPANIES WILL SUBMIT IN NMLS. CREATING THE REPORT WAS BASED ON A RECOMMENDATION FROM CSBS' FINTECH INDUSTRY ADVISORY PANEL SUBCOMMITTEE ON LENDING. - THE 2019 NMLS ANNUAL CONFERENCE & TRAINING WAS HELD IN CALIFORNIA AND DREW MORE THAN 700 ATTENDEES, INCLUDING 218 STATE REGULATORS. - THE NMLS RESOURCE CENTER AND THE FEDERAL REGISTRY RESOURCE CENTER CONTINUED TO PROVIDE NMLS USERS WITH RESOURCES AND MATERIALS TO ASSIST IN NAVIGATING THE SYSTEM. THE LEARNING AND DEVELOPMENT TEAM MANAGED MORE THAN 400 USER GUIDES AND HELP DOCUMENTS ON THE NMLS RESOURCE CENTER AND WITHIN NMLS; AND DELIVERED MORE THAN 50 TRAINING PROGRAMS. TRAINING EFFORTS ALSO SUPPORTED STATE AGENCIES' TRANSITION OF 59 LICENSES TO NMLS.- AT THE END OF 2019, NMLS CONTAINED ACTIVE STATE LICENSES OR FEDERAL REGISTRATIONS FOR OVER 34,000 UNIQUE COMPANIES AND OVER 581,000 INDIVIDUAL LICENSED OR REGISTERED MLOS. - NMLS ADMINISTERED MORE THAN 38,000 TEST COMPONENTS. SRR STAFF ALSO SUPERVISED 99 COURSE PROVIDERS WHO DELIVERED OVER 2.4 MILLION HOURS OF EDUCATION THROUGH MORE THAN 1,555 NMLS-APPROVED COURSES IN 2019.- SRR HELD TWO PUBLIC INDUSTRY MEETINGS WITH THE NMLS OMBUDSMAN.- THE NMLS CALL CENTER ANSWERED MORE THAN 453,000 INQUIRIES FROM USERS. THE CALL CENTER RESPONDS DIRECTLY TO QUERIES REGARDING ANY USER ISSUES WITH THE SYSTEM AND DIRECTS ALL SPECIFIC REGULATORY, REGISTRATION OR LICENSING QUESTIONS TO THE APPROPRIATE STATE OR FEDERAL AGENCY.- NMLS PROCESSING FEES REMAINED UNCHANGED FOR THE ELEVENTH STRAIGHT YEAR OF SYSTEM OPERATIONS.

THE GOVERNMENT RELATIONS FUNCTION OF CSBS IS THE RESPONSIBILITY OF THE POLICY AND SUPERVISION DIVISION. THE DIVISION COVERS LEGISLATIVE ISSUES AND ADVOCACY, REGULATORY POLICY, BANK SUPERVISION PRACTICES AND COORDINATION, NONBANK SUPERVISION AND CONSUMER PROTECTION. THE WORK OF THE DIVISION FOCUSES ON THE DIVERSITY OF THE BANKING INDUSTRY, TAILORING REGULATION AND THE AGENDA OF NEW FEDERAL AGENCY PRINCIPALS. STAFF IS ALSO ENGAGED ON EFFORTS TO ENHANCE THE EFFECTIVENESS OF STATE SUPERVISION OF BANKS AND NONBANK ENTITIES, INCLUDING FINANCIAL TECHNOLOGY, OR FINTECH, COMPANIES. WE DEDICATE SIGNIFICANT TIME AND RESOURCES TO ASSISTING THE STATES IN THE COORDINATION OF MULTI-STATE SUPERVISION OF THE NONBANK MORTGAGE INDUSTRY WITH THE CONSUMER FINANCIAL PROTECTION BUREAU.COLLECTIVELY, OUR GOAL IS TO ENSURE THE STATE FINANCIAL REGULATORY SYSTEM IS STRONGLY REPRESENTED IN THE FORMATION OF FEDERAL PUBLIC POLICY. WE MEET THIS GOAL BY MAINTAINING REGULAR CONTACT WITH STATE SUPERVISORS TO BE AWARE OF CURRENT ISSUES AND COORDINATE BEST PRACTICES FOR THE BENEFIT OF THE SYSTEM.

COMMUNICATIONS MANAGES THE MESSAGING, MEDIA RELATIONS, REPORT PRODUCTION AND DIGITAL MARKETING, INCLUDING THE CSBS WEBSITE AND SOCIAL MEDIA CHANNELS.
