SAHEL: 2019 WAS EAI'S THIRD YEAR SUCCESSFULLY IMPLEMENTING VOICES FOR PEACE (V4P), AN AMBITIOUS USAID-FUNDED PROJECT THAT SPANS FIVE COUNTRIES (BURKINA FASO, CAMEROON, CHAD, MALI, AND NIGER) IN THE REGION. WE CONTINUE TO USE LOCAL-LANGUAGE RADIO PROGRAMMING TO INCREASE COMMUNITY COHESION AND PREVENT THE SPREAD OF VIOLENT EXTREMISM. BY PARTNERING WITH RESPECTED LEADERS, INSTITUTIONS, AND NETWORKS, WE ADDRESS THE DRIVERS AND ROOT CAUSES OF VIOLENT EXTREMISM SUCH AS MARGINALIZATION, EXCLUSION, AND POOR GOVERNANCE. TO DATE, WE HAVE PRODUCED AND DISSEMINATED RADIO PROGRAMMING IN 14 LANGUAGES AND BROADCAST OVER 2,000 HOURS OF CVE AND BEHAVIOR CHANGE CONTENT THROUGH A VARIETY OF FORMATS, INCLUDING ROUND TABLES, VARIETY MAGAZINE SHOWS, SOAP OPERAS, AND CALL-IN SHOWS. IN THE YEARS TO COME, WE WILL CONTINUE TO AMPLIFY MODERATE VOICES OF PEACE AND INCREASE SOCIAL COHESION AND SOLIDARITY. IN 2019, THE FIVE COUNTRIES' PROGRAMMING REACHED THE FOLLOWING NUMBER OF LISTENERS IN ITS TARGET ZONES: NIGER: 1.3 MILLION (73% OF LISTENERS); BURKINA FASO: 643,000 (61% OF LISTENERS); CHAD: 516,000 (66% OF LISTENERS). THE PARTICIPATORY RESPONSIVE GOVERNANCE (PRG) - PRINCIPAL ACTIVITY (PA) IS IMPLEMENTED BY COUNTERPART INTERNATIONAL, INC. (CPI). UNDER THIS ACTIVITY, CPI HAS AWARDED EAI A THREE-YEAR (2016-2019) GRANT TO CARRY OUT CIVIC EDUCATION ACTIVITIES AND FACILITATE PUBLIC DIALOGUES THAT ARE RESPONSIVE TO PUBLIC PRIORITIES IN NIGER. IN 2019, EAI HAS WORKED LOCAL BROADCASTERS, PRINT, AND SOCIAL MEDIA OUTLETS IN FOUR DIFFERENT LANGUAGES (HAUSA, TAMASHEQ, ZARMA, KANURI) IN KEY GEOGRAPHIC AREAS TO CREATE SCALABLE PLATFORMS THAT MOBILIZE CITIZENS TO ENGAGE WITH RELEVANT ISSUES IN THEIR COMMUNITIES AND ADDRESS THEM BY ORGANIZING LOCAL ACTIVITIES AND POSITIVE SOCIAL ACTIONS. BY FACILITATING PUBLIC DIALOGUES BETWEEN CIVIL SOCIETY, GOVERNMENT, AND COMMUNITY LEADERS, AND DISSEMINATING VITAL INFORMATION TO LOCAL COMMUNITIES, EAI IS CAPACITATING KEY ACTORS, SPARKING DEBATE, AND INSPIRING CITIZENS TO COLLECTIVE ACTION. IN JANUARY 2019, EAI STARTED IMPLEMENTATION OF A THREE-YEAR PROJECT, AMPLIFYING ALTERNATIVE NARRATIVES TO PREVENT VIOLENT EXTREMISM IN CHAD, DESIGNED TO PREVENT THE SPREAD AND INFLUENCE OF VIOLENT EXTREMISM AND AMPLIFY ALTERNATIVE NARRATIVES AND LOCAL VOICES IN CHAD.WHILE WELL ESTABLISHED IN THE LAKE CHAD REGION, EAI HAD NOT PREVIOUSLY WORKED IN SOUTHERN CHAD. THE PROJECT WORKED WITH CURRENT V4P STAFF AND PARTNERS TO IDENTIFY UNIQUE WAYS TO STRENGTHEN AND EXPAND EXISTING ACTIVITIES UNDER THE USAID-FUNDED VOICES FOR PEACE PROJECT THROUGH THIS PROJECT. ON JANUARY 24-30, 2019 EAI LED A MISSION IN SOUTHERN CHAD, PARTICULARLY IN THE MOYEN-CHARI AND LOGONE OCCIDENTAL REGIONS TO CONDUCT FORMATIVE RESEARCH AND IDENTIFY KEY ACTORS AND LOCAL ORGANIZATIONS TO BE INVOLVED IN THE PROJECT'S FUTURE ACTIVITIES. THE MISSION ALSO IDENTIFIED PRINCIPLE SOURCES OF CONFLICT, INCLUDING FARMER-PASTORALIST CONFLICTS THAT HAVE PROLIFERATED THROUGHOUT THE SOUTH IN RECENT YEARS, AND THE PERCEIVED PARTIALITY OF AUTHORITIES IN CONFLICT RESOLUTION, LOCALIZED ATTEMPTS AT CONFLICT RESOLUTION, AND THE IMPACT OF THE CRISIS IN CENTRAL AFRICAN REPUBLIC. LASTLY, THE MISSION IDENTIFIED PARTNER RADIO STATIONS THAT WILL HELP BROADCAST PROGRAM SCALING FOR SOCIAL COHESION AND ACCOUNTABILITY. AS A RESULT OF THIS AND SUBSEQUENT TRIPS TO SOUTHERN CHAD, EAI PRODUCED A FORMATIVE RESEARCH REPORT, WHICH WAS SHARED WITH THE DONOR IN APRIL 2019. THIS REPORTS LAYS OUT THE EVOLVING CONFLICT DYNAMICS, THE MEDIA LANDSCAPE, AND FINDINGS AND RECOMMENDATIONS THAT WILL INFORM THE DESIGN OF NEW EAI ACTIVITIES IN SOUTHERN CHAD.IN JUNE 2019 AND IN SUPPORT OF OBJECTIVE 3 (EXPAND ACCESS TO INFORMATION BY LAUNCHING AN FM RADIO STATION AND RELATED PVE AND SOCIAL COHESION ACTIVITIES), EAI (THROUGH JOINT USAID/V4P AND SWISS FUNDING) FINALIZED A CONTRACT TO BUILD A NEW RADIO STATION AND TOWER IN THE TOWN OF BAGA SOLA ON THE SHORES OF LAKE CHAD. THIS CONSTRUCTION IS REFLECTIVE OF THE JOINT EFFORTS AND COLLABORATION BETWEEN V4P AND THIS PROJECT AND WILL GREATLY EXPAND THE REACH AND POWER OF V4P RADIO PROGRAMMING AND MESSAGING TO VULNERABLE COMMUNITIES AROUND THE LAKE CHAD REGION.A TRAINING OF LOCAL JOURNALISTS ON USING FACT-BASED REPORTING TO COVER COMMUNITY TENSIONS TOOK PLACE JUNE 4-6, 2019 IN MOUNDOU. THE OBJECTIVE OF THE TRAINING WAS TO STRENGTHEN THE CAPACITY OF JOURNALISTS IN A CONTEXT RELATED TO COMMUNITY TENSIONS. THE RIGHT HANDLING OF FACTS CAN FOSTER PEACE BUILDING, WHILE THE OPPOSITE CAN IGNITE AN ALREADY VIOLENT CONFLICT. DURING THIS PERIOD, EAI ORGANIZED 8 ROUNDTABLES ON BUILDING PEACE BETWEEN FARMERS AND PASTORALISTS AND ENGAGING THE YOUTH IN CONFLICT RESOLUTION. IN SUPPORT OF OBJECTIVE 2 (EMPOWER ALTERNATIVE NARRATIVES THAT ARE POSITIVE AND LOCALLY RESONANT) AND IN ORDER TO ENCOURAGE YOUNG PEOPLE TO BE INFLUENCERS AND PEACE PROMOTERS USING NEW MEDIA TOOLS, EAI ORGANIZED AND HELD SEVERAL INTENSIVE "TECH CAMP" TRAININGS USING EAI'S ORIGINAL METHODOLOGY ON LEADERSHIP DEVELOPMENT, ADVOCACY TECHNIQUES FOR MANAGING CONFLICT, LAUNCHING A SOCIAL MEDIA CAMPAIGN, VIDEO EDITING FOR SMART PHONES, AND BECOMING A LEADER AND INFLUENCER IN OFFLINE AND ONLINE COMMUNITIES.

NIGERIA: THE CVE MESSAGING HUB PROJECT IN NIGERIA (JUNE 2018 - MARCH 2020) SUPPORTS THE GLOBAL ENGAGEMENT CENTER'S (GEC) OBJECTIVES BY IDENTIFYING AND ENGAGING AT-RISK POPULATIONS, SUPPORTING MESSAGING HUBS, SUPPORTING GRASSROOTS MESSENGERS, AND REDIRECTING VULNERABLE USERS AWAY FROM MATERIALS INTENDED TO RECRUIT THEM TO VIOLENT EXTREMISM. DURING THIS PERIOD, THE PROJECT OVERSAW 32 PEACE PROMOTION FELLOWS WITH A RANGE OF ONLINE AND OFFLINE ACTIVITIES. THESE BUILT OFF TECH CAMPS, WHICH WERE ORGANIZED TO TEACH NIGERIAN YOUTH HOW TO EMPLOY SOCIAL MEDIA AND COALITION BUILDING TO COUNTER VIOLENT EXTREMISM, WHILE GENERATING ALTERNATIVE NARRATIVES IN THEIR COMMUNITIES. THE WHITE DOVE PROJECT ALSO PRODUCED AND BROADCAST 25 EPISODES OF THREE DISTINCT RADIO PROGRAMS AND HELD DOZENS OF COMMUNITY MOBILIZATION EVENTS. WHITE DOVE SUPPORTS THE GLOBAL ENGAGEMENT CENTER'S (GEC) OBJECTIVES TO RECOGNIZE, UNDERSTAND, EXPOSE, AND COUNTER PROPAGANDA AND DISINFORMATION EFFORTS AIMED AT UNDERMINING U.S. NATIONAL SECURITY INTERESTS. DURING 2018, WHITE DOVE CONTINUED TO DEVELOP, PRODUCE, AND BROADCAST HIGH QUALITY RADIO PROGRAMMING WITH CLEAR MESSAGES AND TARGETED BEHAVIOR AND KNOWLEDGE OUTCOMES, EXPERT GUESTS, AND INSIGHTFUL CONTENT THAT CREATES ATTITUDE AND BEHAVIOR CHANGE. AS OF DECEMBER 2018, THESE PROGRAMS WERE ESTIMATED TO REACH OVER 15 MILLION NORTHERN NIGERIANS EACH WEEK THROUGH EAI'S 16 PARTNER RADIO STATIONS. STRENGTHENING MEDIA SUPPORT FOR COMMUNITY ACCOUNTABILITY MEASURES IN NIGERIA (JAN 2018 - DEC 2020) IS A MACARTHUR FOUNDATION FUNDED PROJECT THAT STRENGTHENS THE DEMAND FOR TRANSPARENT AND ACCOUNTABLE GOVERNANCE AND AMPLIFIES THE VOICES OF ANTI-CORRUPTION ORGANIZATIONS AND ACTORS IN NORTHERN NIGERIA. THE PROJECT LEVERAGES THE SUCCESS OF EAI'S UNIQUE BROADCAST AND NEW MEDIA PLATFORMS TO RAISE AWARENESS OF CORRUPTION, ENCOURAGE CIVIC ENGAGEMENT, AND HOLD GOVERNMENT OFFICIALS ACCOUNTABLE - WITHOUT NAMING AND SHAMING THEM. IN 2019 EAI, IN PARTNERSHIP WITH AREWA 24, CONTINUED TO PRODUCE THE POPULAR DRAMA TV SHOW, DADIN KOWA THAT FOCUSES ON IMPORTANT SOCIAL AND GOVERNANCE ISSUES IN NORTHERN NIGERIA. THE "COST OF CORRUPTION" FILM COMPETITION WORKSHOP IN FEBRUARY 2019 RESULTED IN THE CREATATON OF FOUR ANTI-CORRUPTION SHORT FILMS, WHICH WERE PROMOTED ON THE AREWA24 BREAKFAST SHOW, GARI YA WAYE. THE FILM, DAN KASA WON TWO AWARDS IN 2019, AT THE KANO INDIGENOUS LANGUAGES OF AFRICA FILM MARKET AND FESTIVAL, AND THE WEST AFRICAN MOVIES AND MUSICAL AWARD (SHORT FILM CATEGORY). ALSO, DURING THE REPORTING PERIOD, 26 EPISODES OF MADUBI ANTI-CORRUPTION RADIO SHOW AIRED ON 15 PARTNER RADIO STATIONS, INCLUDING THE RADIO NIGERIA KADUNA, WHICH COVERS ALL 19 NORTHERN STATES. EAI ESTIMATED A REACH OF 16 MILLION WEEKLY LISTENERS ACROSS 15 PARTNER RADIO STATIONS. STRENGTHENING MEDIA SUPPORT FOR COMMUNITY ACCOUNTABILITY MEASURES II (SMS4CAM II) SMS4CAM II LEVERAGES TV PROGRAMMING AND SOCIAL MEDIA ENGAGEMENT TO DISPEL MISINFORMATION, EMPOWER CITIZENS, AND IMPROVE PUBLIC ATTITUDES AND BEHAVIORS RELATED TO ANTI-CORRUPTION EFFORTS IN THE PUBLIC SECTOR, PARTICULARLY THE POWER AND EDUCATION SECTORS. THE TV PROGRAMMING STRENGTHENS PERSONAL RESPONSIBILITY, REINFORCE NORMS OF DEMOCRACY AND TRANSPARENCY, AND BUILDS TRUST BETWEEN COMMUNITIES AND DECISION MAKERS. ON APRIL 7, 2019, THE KWANA CASA'IN SERIES PREMIERED FOCUSING ON CORRUPTION AND POOR GOVERNANCE IN THE NIGERIAN ELECTORAL PROCESS. THIRTEEN ORIGINAL EPISODES WERE AIRED AND REPEAT-BROADCASTED THREE TIMES A WEEK (TMF SUPPORTED THE FIRST EIGHT EPISODES, THE REMAINING FIVE WERE PRODUCED BY AREWA24). IN 2019, EAI CONTINUED TO MEET WITH TMF COHORT GRANTEES AND OTHER ACTORS THROUGH FORMAL AND INFORMAL COLLABORATION AND COORDINATION WITH SEVERAL ORGANIZATIONS PROMOTING ACCOUNTABILITY, TRANSPARENCY AND GOOD GOVERNANCE IN NORTHERN NIGERIA.
