Founded in 1978, the Franklin Center for Global Policy Exchange (Franklin Center) is a non-partisan, non-profit 501(c)(3) organization committed to enhancing global understanding of important international issues. The Franklin Center brings together members of the U.S. Congress and their international parliamentary counterparts as well as experts from the diplomatic corps, foreign officials, senior private sector representatives, scholars, and other public policy experts. Through conferences and events where leading international opinion leaders share ideas, the Franklin Center pmorotes enlightened, balanced, and unbiased international policy discussion on major international issues.

The Franklin Center hosts the Capital to Capital Exchange (C to C) which brings together US Congressional leaders, member of the diplomatic community, corporate policy experts, scholars, parliamentarians, government leaders, and business leaders from a host country. In 2019,C to C was held in Copenhagen Denmark. By discussing issues such as international trade, energy, transportation, health, security, etc, policy makers gain a greater understanding of the global challenges facing the US and other countries.
Local events and other programs: The Franklin Center holds local forums to build upon policy discussions from the most recent Capital to Capital exchange or presents timely discussions on international issues of concern to policy makers and members. These discussions are held in Washington, DC and bring togther experts to address the group and include an exchange of ideas.
