CRIMINAL JUSTICE AND RULE OF LAW: THE GLOBAL CENTER WORKS WITH COMMUNITIES, POLICE, JUDGES, PROSECUTORS, AND CORRECTIONS OFFICIALS TO ADVANCE HUMAN RIGHTS-BASED CRIMINAL JUSTICE SYSTEMS. IN 2019, WE SUPPORTED THE PRISON SERVICE OF MOROCCO TO TRAIN HUNDREDS OF CORRECTIONS OFFICERS IN 18 PRISON FACILITIES ON RIGHTS-BASED MANAGEMENT OF VIOLENT EXTREMIST OFFENDERS. THE PROGRAM WAS SPOTLIGHTED BY THE GLOBAL COUNTERTERRORISM FORUM AS A MODEL OF COOPERATION. IN CAMEROON, OUR LEGAL TEAM BUILT A NETWORK OF 180 JUDGES, ATTORNEYS, TRADITIONAL AUTHORITIES, AND CIVIL ADMINISTRATORS TO ADDRESS GOVERNANCE AND SECURITY CHALLENGES FACING COMMUNITIES MOST IMPACTED BY BOKO HARAM, INCLUDING THROUGH A REVISION OF CAMEROON'S NATIONAL ANTI-TERRORISM LEGISLATION TO ALIGN MORE CLOSELY WITH INTNL. HUMAN RIGHTS STANDARDS.
PREVENTING AND COUNTERING VIOLENT EXTREMISM: THE GLOBAL CENTER FOSTERS PARTNERSHIPS WITH CIVIL SOCIETY, GOVERNMENTS, THE PRIVATE SECTOR, AND MULTILATERAL INSTITUTIONS TO COLLABORATIVELY ADDRESS VIOLENT EXTREMISM. IN 2019, WE SUPPORTED GRASSROOTS PROJECTS FOCUSED ON COMMUNITY RESILIENCE, PEACEBUILDING, CONFLICT PREVENTION, RECONCILIATION, REHABILITATION AND REINTEGRATION AROUND THE WORLD, INCLUDING WITH LOCAL PARTNERS IN INDONESIA, KENYA, NIGERIA, PAKISTAN, AND THE PHILIPPINES. WE PRODUCED THE FIRST EVER GLOBAL ANALYSIS OF NATIONAL STRATEGIES TO PREVENT AND COUNTER VIOLENT EXTREMISM, WHICH WAS SPOTLIGHTED BY THE UN OFFICE OF COUNTER-TERRORISM IN ITS OFFICIAL 2019 ANNUAL REPORT. OUR ANALYSIS WAS REGULARLY FEATURED IN INTERNATIONAL POLICY DISCUSSIONS ON CRITICAL HUMAN RIGHTS ISSUES ASSOCIATED WITH COUNTERTERRORISM EFFORTS.
FINANCIAL INTEGRITY AND INCLUSION: IN 2019, THE GLOBAL CENTER PROVIDED TECHNICAL TRAINING AND MENTORSHIP ON COUNTERING ILLICIT AND TERRORISM FINANCING TO OVER 250 REPRESENTATIVES FROM OVER 60 GOVERNMENT AGENCIES, REGULATORY BODIES, AND PRIVATE SECTOR ENTITIES ACROSS DJIBOUTI, KENYA, TANZANIA, UGANDA, AND JORDAN. DRAWING ON INSIGHTS FROM OUR WORK WITH HIGH-RISK COUNTRIES, WE PRODUCED A REPORT ON EFFECTIVELY COMBATTING MODERN TERRORISM FINANCING, WHICH WAS FEATURED BY FORMER HIGH-LEVEL U.S. TREASURY OFFICIALS AND OTHER LEADING EXPERTS. WE LAUNCHED A PROGRAM WITH THE ASIA PACIFIC GROUP ON MONEY LAUNDERING TO IMPROVE THE UNDERSTANDING OF FINANCIAL PROFILES AND THE USE OF FINANCIAL INTELLIGENCE TO RESPOND TO THE THREAT OF INDIVIDUALS RETURNING FROM CONFLICT THEATRES TO SOUTHEAST ASIA.
