THE HUMAN RIGHTS CAMPAIGN FOUNDATION IS ORGANIZED FOR THE CHARITABLE AND EDUCATIONAL PURPOSES OF PROMOTING PUBLIC EDUCATION AND WELFARE FOR THE LESBIAN, GAY, BISEXUAL, TRANSGENDER AND QUEER COMMUNITY. HRC FOUNDATION ENVISIONS A WORLD WHERE LGBTQ PEOPLE ARE ENSURED EQUALITY AND EMBRACED AS FULL MEMBERS OF SOCIETY AT HOME, AT WORK AND IN EVERY COMMUNITY.
RESEARCH, ADVOCACY AND EDUCATION TO SUPPORT AND PROTECT LGBTQ INDIVIDUALS AND FAMILIES.
PUBLIC EDUCATION, RESEARCH AND TRAINING: THE HUMAN RIGHTS CAMPAIGN FOUNDATION (HRCF) ENVISIONS A WORLD WHERE ALL LGBTQ PEOPLE CAN PARTICIPATE FULLY IN THE SYSTEMS THAT SHAPE OUR DAILY LIVES. THROUGH PUBLIC EDUCATION, RESEARCH, POLICY AND PRACTICE CHANGE, AND TRAINING, THE FOUNDATION'S IMPACT CAN BE FELT IN SCHOOLS, ON FACTORY FLOORS AND CORPORATE SUITES, AND IN PLACES OF WORSHIP. IT TOUCHES LGBTQ LIVES FROM CHILDHOOD THROUGH END-OF-LIFE, PEOPLE OF ALL RACES, ETHNICITIES, SEXUAL ORIENTATIONS, GENDER IDENTITIES, ABILITIES AND RELIGIOUS BELIEFS, IN BIG CITIES AND SMALL TOWNS, IN THE UNITED STATES AND ACROSS THE GLOBE. ALL-CHILDREN ALL-FAMILIES (ACAF) IS THE ONLY NATIONAL PROGRAM DEDICATED TO LGBTQ INCLUSION IN CHILD WELFARE (FOSTER CARE AND ADOPTION AGENCIES) THAT PROVIDES RESOURCE DEVELOPMENT, TECHNICAL ASSISTANCE AND TRAINING. IN FY20, ACAF RELEASED IT'S FIRST-EVER ANNUAL REPORT, WHICH RECOGNIZED 71 PARTICIPATING ORGANIZATIONS. THE REPORT REACHED MORE THAN 2.3 MILLION ON SOCIAL MEDIA. YEAR 2 OF ACAF'S ANNUAL CYCLE LAUNCHED IN OCTOBER 2019 AND THE NUMBER OF PARTICIPANTS INCREASED BY MORE THAN 40% TO 100. ACAF HAS ALSO SUCCESSFULLY DEVELOPED A NEW WEBINAR SERIES, "AT THE INTERSECTIONS" IN PARTNERSHIP WITH OTHER ORGANIZATIONS, THAT INCLUDES OFFERINGS FOCUSED ON LGBTQ YOUTH OF COLOR, LGBTQ YOUTH WITH DISABILITIES, AND LGBTQ YOUTH MENTAL HEALTH. THE GLOBAL PROGRAM PROVIDES CAPACITY-BUILDING AND LEADERSHIP DEVELOPMENT OPPORTUNITIES TO LGBTQ ADVOCATES FROM AROUND THE WORLD. IN FY20, THE PROGRAM HOSTED THE FOURTH ANNUAL GLOBAL INNOVATIVE ADVOCACY SUMMIT THAT WELCOMED 29 INNOVATORS FROM FIVE CONTINENTS TO WASHINGTON DC. THE TEAM HOSTED THREE FELLOWS, TWO FROM TANZANIA AND ONE FROM ALBANIA, AND CONTINUED ITS GLOBAL PARTNERSHIPS WORK, CONVENING MORE THAN 60 ADVOCATES AT REGIONAL WORKSHOPS IN LATIN AMERICA, EUROPE, AND ASIA TO PROVIDE THEM WITH TOOLS TO ENGAGE PEOPLE OF FAITH AS ALLIES. IN ADDITION, THE PROGRAM SUPPORTED NINE PRIDE EVENTS AROUND THE WORLD, HELPING ADVOCATES INCREASE THEIR VISIBILITY IN CHALLENGING ENVIRONMENTS. MOREOVER, THE PROGRAM MONITORED AND REPORTED ON THE STATE OF LGBTQ RIGHTS AROUND THE WORLD, AND ENGAGED MULTILATERAL INSTITUTIONS. THE HEALTH & AGING PROGRAM (HAP) WORKS TO INFORM AND FUNDAMENTALLY TRANSFORM THE POLICIES, PRACTICES AND CULTURES OF HEALTHCARE AND AGING ORGANIZATIONS NATIONWIDE AS WELL AS TO PROMOTE AWARENESS OF LGBTQ HEALTH AND AGING CONCERNS. IN FY20, THE HEALTHCARE EQUALITY INDEX WAS RELEASED IN COLUMBUS, AND SAW A RECORD 680 PARTICIPATING HEALTHCARE FACILITIES, INCLUDING INCREASES IN PRIORITY STATES. A SIGNIFICANT MILESTONE YEARS IN THE MAKING, THE LONG-TERM CARE EQUALITY INDEX WAS LAUNCHED IN PARTNERSHIP WITH SAGE, AND HAS BEEN ENDORSED BY OVER 50 NATIONAL AND STATEWIDE AGING AND LGBTQ ORGANIZATIONS. A SELF-ASSESSMENT TOOL HAS BEEN DEVELOPED AND WILL BE LAUNCHED IN FY21. THE HISTORICALLY BLACK COLLEGE AND UNIVERSITIES (HBCU) PROGRAM IS THE ONLY NATIONAL PROJECT THAT PARTNERS WITH HISTORICALLY BLACK COLLEGES AND UNIVERSITIES ON ESTABLISHING AN LGBTQ-INCLUSIVE CAMPUS CLIMATE. IN FY20, THE PROGRAM HOSTED THE LARGEST AND MOST DIVERSE NATIONAL LEADERSHIP SUMMIT YET, DRAWING 56 STUDENTS FROM NEARLY 30 HBCUS. THE PROGRAM ALSO LAUNCHED REGIONAL HBCU LEADERSHIP SUMMITS AT 2 HBCUS IN CHARLOTTE, NC AND NEW ORLEANS, LA, EXPANDING OUR REACH. OTHER KEY ACCOMPLISHMENTS INCLUDE LAUNCHING A PRIDE NETWORK FOR LGBTQ HBCU ALUMNI AND SUPPORTERS, ENGAGING IN GOTV EFFORTS AT FLAGSHIP UNIVERSITIES AND HBCUS IN THE SOUTH, AND LAUNCHING HBCU OUTLOUD DAY, A NATIONAL DAY TO RAISE AWARENESS ABOUT THE LGBTQ HBCU COMMUNITY. THE HIV & HEALTH EQUITY (H&HE) PROGRAM DEVELOPS PUBLIC EDUCATION AND CAPACITY-BUILDING PROGRAMS TO ADDRESS THE DISPROPORTIONATE IMPACT OF HIV ON BLACK AND LATINX COMMUNITIES. IN FY20, THE PROGRAM DEVELOPED THE ONLY OF ITS KIND, EVIDENCE-BASED SKILLS BUILDING PROGRAM THAT ADVANCES BLACK AND LATINX TRANSGENDER WOMEN WORKING IN PUBLIC HEALTH INITIATIVES IN THE SOUTH. H&HE ALSO LAUNCHED A PARTNERSHIP WITH THE SOUTHERN BLACK ADVOCACY AND POLICY NETWORK, WHICH GIVES HRCF ACCESS TO 17 MINORITY-LED AND SERVING CBOS, ADVOCATES AND STAKEHOLDERS SERVING OVER 50,000 LGBTQ PEOPLE IN THE SOUTH ANNUALLY. THE TEAM ALSO DEVELOPED A DATABASE CONSISTING OF OVER 200 CBOS, HEALTH DEPARTMENTS, GOVERNMENT AGENCIES AND COALITION PARTNERS, AND PARTNERED WITH TRUEVOLUTION TO SPONSOR TWO CONVENINGS OF MINORITY-LED DIRECT SERVICE PROVIDERS TO DRAFT END THE EPIDEMIC (ETE) FUNDING RECOMMENDATIONS TO SUBMIT TO POLICYMAKERS. THE IMPACT LITIGATION PROGRAM IS A NEW PROGRAM FOCUSED ON COMBATTING ATTACKS ON LGBTQ EQUALITY. BY PARTNERING WITH LITIGATORS FROM TOP FIRMS, HRCF WILL PURSUE STRATEGIC CASES THAT WILL SHAPE STATE AND FEDERAL LAW AND EXPAND THE APPLICATION OF CONSTITUTIONAL PRINCIPLES. BY WORKING TOGETHER, THE ORGANIZATION AND THESE FIRMS WILL UTILIZE THE COURTS TO HOLD ACCOUNTABLE ENTITIES AND GOVERNMENTS THAT TARGET THE LGBTQ COMMUNITY WITH DISCRIMINATORY LAWS, REGULATIONS AND POLICIES. ADDITIONALLY, HRCF WILL BE WORKING WITH IN-COUNTRY PARTNERS (INCLUDING LOCAL ADVOCACY GROUPS) AND AN INTERNATIONAL LAW FIRM TO THOUGHTFULLY IDENTIFY CHANGE OPPORTUNITIES AND SUPPORT IMPACT LITIGATION EFFORTS AS PART OF BROADER EFFORTS IN THE MOVEMENT FOR LGBTQ EQUALITY, COMPLEMENTING HRCF'S CAPACITY BUILDING EFFORTS FOR LOCAL ADVOCATES THROUGH THE GLOBAL PROGRAM. THE MUNICIPAL EQUALITY INDEX (MEI) AND THE STATE EQUALITY INDEX (SEI), ARE 2 FLAGSHIP PUBLICATIONS PRODUCED ANNUALLY BY THE HRCF -- DESIGNED TO PROVIDE LGBTQ ADVOCATES AND CITY AND STATE LEADERS WITH A THOROUGH UNDERSTANDING OF THE LEGAL LANDSCAPE FOR LGBTQ PEOPLE IN THEIR REGIONS. THE MEI IS THE ONLY NATIONWIDE ASSESSMENT OF LGBTQ INCLUSION IN MUNICIPAL LAW, POLICY AND SERVICES. THE 2019 MEI RATED 506 CITIES -- INCLUDING THE 50 STATE CAPITALS, THE 200 LARGEST CITIES IN THE U.S., THE FIVE LARGEST MUNICIPALITIES IN EACH STATE AND 75 MUNICIPALITIES WITH A HIGH PROPORTION OF SAME-SEX COUPLES -- ON 49 DIFFERENT CRITERIA, AND A RECORD 88 CITIES EARNED PERFECT SCORES FOR ADVANCING LGBTQ-INCLUSIVE POLICIES AND PRACTICES --UP FROM 78 IN 2018 AND JUST 11 IN 2012. THE AVERAGE SCORE FOR CITIES HAS INCREASED EVERY YEAR TRUMP-PENCE HAVE BEEN IN OFFICE FROM 57 IN 2017, TO 60 THIS YEAR. THE STATE EQUALITY INDEX (SEI) IS A COMPREHENSIVE STATE BY STATE REPORT THAT PROVIDES A REVIEW OF STATEWIDE LAWS AND POLICIES THAT AFFECT LGBTQ PEOPLE AND THEIR FAMILIES. THE 2019 SEI DETAILED STATEWIDE LAWS AND POLICIES THAT AFFECT LGBTQ PEOPLE AND THEIR FAMILIES AND ASSESSED HOW WELL STATES ARE PROTECTING LGBTQ PEOPLE FROM DISCRIMINATION. THE PUBLIC EDUCATION & RESEARCH PROGRAM PRODUCES WRITTEN RESOURCES AND CONDUCTS ORIGINAL QUANTITATIVE AND QUALITATIVE RESEARCH EXPLORING THE LIVED EXPERIENCES OF LGBTQ PEOPLE. IN FY20, THE TEAM TRACKED AND RESEARCHED EVERY INCIDENT OF FATAL ANTI-TRANS VIOLENCE ACROSS THE UNITED STATES, AND LAUNCHED THE 2019 ANTI-TRANS VIOLENCE REPORT, WHICH INCLUDES THE MOST ROBUST DATA ANALYSIS EVER FEATURED IN AN HRCF ANTI-TRANS VIOLENCE REPORT. PE&R ALSO RELEASED THE LGBTQ ASIAN AND PACIFIC ISLANDER YOUTH REPORT, THE BI+ YOUTH REPORT, SIX TRANSLATIONS OF THE API COMING OUT RESOURCE, A BLACK LGBTQ COMING OUT RESOURCE, AND EXECUTED A STUDY ON HOW LGBTQ PEOPLE EXPERIENCE SPORTS AND ATHLETIC SPACES, WITH OVER 2,500 RESPONDENTS. THE PROGRAM ALSO CONDUCTED THE LGBTQ VOTING EXPERIENCE SURVEY -THE FIRST NATIONAL LGBTQ VOTING EXPERIENCE SURVEY, WITH OVER 6,000 RESPONDENTS. THE RESULTS HAVE ALLOWED US TO COMPILE AND ANALYZE DATA ON HOW ID DOCUMENTS AND HARASSMENT/DISCRIMINATION IMPACT THE LGBTQ COMMUNITY'S EXPERIENCE WITH VOTING.THE RELIGION AND FAITH PROGRAM PROVIDES FAITH LEADERS WITH OPPORTUNITIES AND TOOLS TO STAND UP FOR EQUALITY EVEN AS OPPONENTS ATTEMPT TO WEAPONIZE FAITH AGAINST LGBTQ PEOPLE. IN FY20, THE PROGRAM MOBILIZED CLOSE TO 1000 FAITH LEADERS IN SUPPORT OF THE EQUALITY ACT, A TOP LEGISLATIVE PRIORITY, AND PARTNERED WITH STATE ORGANIZING TEAMS ON COMBATING ANTI-LGBTQ LEGISLATION WHILE MOBILIZING FAITH LEADERS IN SUPPORT OF PRO-EQUALITY LEGISLATION. WE CONTINUED OUR PARTNERSHIP WITH MUSLIM AND JEWISH COMMUNITIES IN HOSTING AN IFTAR AND THE NATIONAL RAINBOW SEDER, DEVELOPED NEW RELATIONSHIPS WITH KEY FAITH LEADERS LIKE FR. JAMES MARTIN, AND REACHED OVER 1 MILLION IMPRESSIONS ACROSS SOCIAL MEDIA WITH THE ANNUAL LENTEN DEVOTIONAL. A NEW PROGRAM DIRECTOR WAS HIRED IN DECEMBER TO CONTINUE BUILDING OUT THIS PROGRAM'S WORK.
FEDERAL AND STATE ADVOCACY: IN ADDITION TO GENERAL PUBLIC EDUCATION ON THE IMPORTANCE OF LGBTQ INCLUSION IN MUNICIPAL, STATE AND FEDERAL LAW, HRCF MADE A GRANT UNDER SECTION 501(H) OF THE INTERNAL REVENUE CODE TO THE HUMAN RIGHTS CAMPAIGN (HRC). THE GRANT FROM HRCF TO HRC ALLOWED FINANCIAL SUPPORT FOR DIRECT LOBBYING ACTIVITIES SUCH AS ADVOCATING FOR FEDERAL LEGISLATION THAT WILL PROVIDE EXPLICIT, CONSISTENT PROTECTION FROM DISCRIMINATION BASED ON SEXUAL ORIENTATION AND GENDER IDENTITY IN EMPLOYMENT, CREDIT, EDUCATION, FEDERAL FUNDING, HOUSING, JURY SERVICE, AND PUBLIC ACCOMMODATIONS (THE EQUALITY ACT) AND LEGISLATION THAT WILL IMPROVE THE SAFETY AND HEALTH OF THE LGBTQ COMMUNITY. FEDERAL LEGISLATIVE PRIORITIES INCLUDED PASSAGE OF THE EQUALITY ACT, CUSTOMER NON-DISCRIMINATION ACT, DO NO HARM ACT, DREAM ACT, FAIR AND EQUAL HOUSING ACT, FREEDOM FROM DISCRIMINATION IN CREDIT ACT, JUROR NON-DISCRIMINATION ACT/JURY ACCESS ACT, SAFE SCHOOLS IMPROVEMENT ACT, STUDENT NON-DISCRIMINATION ACT, THERAPEUTIC FRAUD PREVENTION ACT, AND VOTING RIGHTS ADVANCEMENT ACT. STATE LEGISLATIVE PRIORITIES INCLUDED EFFORTS TO PASS COMPREHENSIVE NONDISCRIMINATION PROTECTIONS IN NEW YORK AND OHIO, TO SECURE STATE LEVEL BANS ON CONVERSION THERAPY FOR YOUTH IN FOUR STATES AS WELL AS STRENGTHEN BANS IN DC AND HAWAII, TO IMPROVE HATE CRIMES REPORTING AND UPDATE SURROGACY LAWS IN NEW YORK AND VIRGINIA. IN ADDITION, STATE LEGISLATIVE PRIORITIES INCLUDED STOPPING LEGISLATION DESIGNED TO LIMIT RIGHTS FOR LGBTQ PEOPLE, INCLUDING BILLS IN TEXAS, TENNESSEE, IOWA, ARKANSAS, ALABAMA AND SOUTH DAKOTA.
COMMUNICATIONS AND MEDIA: HRCF WORKS TO BUILD UNDERSTANDING AND AWARENESS OF THE LGBTQ COMMUNITY BY TELLING OUR STORIES TO THE AMERICAN PUBLIC THROUGH THE MAINSTREAM PRESS. IN OCTOBER 2019, HRCF PARTNERED WITH CNN TO HOST THE "POWER OF OUR PRIDE" TOWN HALL FOR DEMOCRATIC PRESIDENTIAL CANDIDATES. THE HISTORIC EVENT MARKED THE FIRST TIME THAT A MAJOR NEWS NETWORK AIRED A PRESIDENTIAL EVENT DEVOTED TO ISSUES OF IMPORTANCE TO THE LGBTQ COMMUNITY. HRCF ALSO MAINTAINS A PRESENCE IN THE LGBTQ MEDIA TO HELP EDUCATE, INFORM, AND ENGAGE OUR COMMUNITY. WE ALSO SHARE OUR STORIES THROUGH OUR WEBSITE, OUR PUBLICATIONS, AND A VARIETY OF ONLINE OUTLETS, EMAIL AND SOCIAL MEDIA.
