The Lugar Center is dedicated to proposing solutions to global problems that will define the 21st century.
Bipartisan Governance - TLC is dedicated to incentivizing public officials to put governance first, fostering more meaningful policy debates, encouraging civility in political speech, and promoting structural reforms that reduce partisanship. Through research and commentary, TLC seeks to encourage bipartisanship among elected officials and inform the public on the negative impact of partisanship in our government. TLC develops and promotes proposals designed to increase national unity and mitigate the effects of partisanship. TLC made significant progress in our Bipartisan Governance program in 2019, including releasing Bipartisan Index scores, maintaining active commentary through blogs, op-eds, and other media coverage, and working with other groups, such as the Project on Government Oversight, to support the legislative and executive branches in governing effectively.
Global Food Security - TLC works to keep the issue of global food security at the forefront of foreign policy debates and to educate government leaders, students, and citizens on specific policies that should be pursued to enhance food security in the world. TLC seeks to create a better understanding of the overall food security challenge and to foster a more productive and bipartisan debate among policymakers around the world. TLC engages with a wide range of experts to develop cutting-edge proposals and bridge differing approaches to food security. It maintains a focus on policies that will increase agricultural productivity globally while ensuring that small holder farmers benefit from improved technologies, extension, market access, and better infrastructure. TLC places a special emphasis on policies that would enhance agricultural sciences and research (a 21st Century Green Revolution) and strengthen international collaboration among agricultural universities with the goal toward feeding a world of nearly 10 billion people by 2050.
Foreign Aid Effectiveness - Foreign assistance remains an important tool for achieving national security, global stability, and economic growth. Senator Lugar and senior staff held leadership positions in the Modernizing Foreign Assistance Network (MFAN), a coalition of nongovernmental organizations, leading think tanks, and individuals that work together to support approaches to make U.S. aid more effective.
